I. GENERAL INFORMATION ABOUT PNPA

Philosophy
PNPA is committed to develop cadets into competent police, fire and jail officers
with management skills and leadership qualities, sound moral character and
personality befitting that of a professional “public safety officers with a heart” and
strongly adhering to democratic ideals and processes and respecting authority
and human rights and directed towards community leadership.

To provide comprehensive education and training programs to transform cadets
into God-centered, community responsive Public Safety Officers trusted and
respected by the people.

Vision
By the grace of God in 2030, the PNPA shall be the premier educational
institution, molding professional and community service-oriented public safety
leaders in South East Asia.

Program Outcomes
The PNPA BSPS Cadetship education and training will exemplify the following

II. INFORMATION ABOUT THE COURSE

Course Title: Fire Prevention and Operational Procedure


Course Code: PS3
Course Credit: Three (3) units

Course Description

This course examines and tackles the policy of the State to ensure public safety,
promote economic development through the prevention and suppression of all
kinds of destructive fires, and promote the professionalization of the Fire Service
as a profession. The goal of the course is to understand all laws, rules and
regulations of the REVISED IMPLEMENTING RULES AND REGULATIONS
(RIRR) OF REPUBLIC ACT NO. 9514, OTHERWISE KNOWN AS THE FIRE
CODE OF THE PHILIPPINES OF 2008 to ensure adherence to standard fire
prevention and safety measures, and promote accountability in the fire protection
and prevention service.

Course Intended Learning Outcomes (CILO):


At the end of the course, the cadets will be able to:

Knowledge

1. Analyze the scope, interpretation, definition of terms and the authority of the
Chief Bureau of Fire Protection
2. Understand the constitution and qualifications, sources, duties and functions
and remuneration of the fire code technical staff, fire brigades, fire volunteer
organizations and fire safety practitioners.
3. Analyze assistance and support to the BFP, fire safety enforcers and the
enforcement and administration of fire safety measures.
4. Undertand the prohibited acts, fire code taxes, fees/charges and fines,
administrative courses of action and miscellaneous provisions.
5. Evaluate the different approaches of fire fighting operations based on the
different types of occupancy

2. Compare, contrast and evaluate fire brigades, fire volunteer organizations and
fire safety practitioners.
3. Research and analyze the different classification of occupancy, means of
egress and fire safety measures required for each occupancy.
4. Compare, contrast and evaluate the different approaches to firefighting
operations based on the type of occupancy.

2. Demonstrate the appropriate evaluation procedures of fire safety in buildings,
structures and facilities
3. Express how prohibited acts, fire code taxes, fees/charges and fines,
administrative courses of action and miscellaneous provisions benefit the fire
service.
4. Adopt the different approaches to firefighting operations based on the type of
occupancy

Behavioral Expectations/Class Policy/Oath of Undertaking


Cadets are expected to follow and live by the Honor Code and all rules
and regulations on proper class decorum stated at the Cadet Guide and
Academic Guide, at the same time cadets are expected to come to class
on time, prepared for class discussion, and to always submit class
requirements on time.
Course Requirements
 Textbook and References. Every cadet should bring his/her own
textbook/reference materials during class schedule.
 Performance Tasks and Written Tasks. Cadets must take and pass
all performance and written tasks.
 Major Examinations. There are three scheduled major examinations
for the entire academic term.
 Class Engagement. Cadets are expected to actively engage -
participate in all class activities like discussions, recitations, problem
solving exercises, and group activities. Pertinent questions, comments,
and reactions that reflect critical thinking are highly encouraged.
 Submission of all Class Requirements. All class requirements are
encouraged to be submitted on time. Late requirements will not be
accepted.

Contingency Plan for Missed Classes


Make-up class will be rendered in order to complete the missed classes.
The request for make-up class from the professor shall be duly noted by
the department head prior coordination to FDIS for scheduling and to be
submitted to admin section for signature of the Dean to be forwarded to
TACG for approval.
