ABOUT THE GUEST SPEAKER

Ms. ELSA D. MONTEMOR, M.A.


Supervisor – Social Development Unit
KALAHI-CIDSS Program; Promotive Division
DSWD Regional Office Caraga, Butuan City

She supervises the Social Development Unit of DSWD Regional Office Caraga that serves
to promote Quality Assurance and Quality Control of Social Development Processes in
KALAHI-CIDSS. Her office provides direction to all Community-Driven Development
Partners and Stakeholders in forwarding for the achievement of “Better and Improved
Quality of Life.” She takes the lead to apply the Community Empowerment Activity Cycle
in the KALAHI-CIDSS for the workers and community implementers to carry out a
culturally sensitive approach in providing social safeguards and standards.

She is known for her social and organizational skills being a good team player, adapting
Appreciative Inquiry Approach in building networks through collaboration. She is a peace
advocate who practices “Do-No-Harm” and Non-Violent Communication. She has
facilitated trainings and workshops on Participatory Situation Analysis, Project Proposal
Writing, Organizational Development through Goal-Oriented Project Planning, Peace
Promotion and Conflict Sensitivity, Gender Sensitivity and other related programs. She
also engages in research activity such as case studies needed to advance her office
thrusts. All she does is well-enhanced with her IT skills.

Her work experiences in DSWD include being: Regional Community Development


Specialist, KALAHI-CIDSS NCDDP FO Caraga (June 2014 – December 2018), Regional
Program Coordinator KALAHI-CIDSS FO Caraga (January 2012-June 2014), Regional
Program Coordinator PODER Project FO Caraga (January 2010-December 2011),
Assistant Community Specialist PODER Project FO Caraga (February 2008-December
2008). Previous work engagements covered other areas of social development such as:

Executive Director of Zamboanga Peninsula Rural Development Institute, Inc. (January
2003-December 2005), OIC-Area Manager of Philippine Network of Rural Development
Institute, Inc. (January 2001-December 2002), Program Coordinator of Kalawit Agrarian
Reform Rural Development (January-December 1998), Training Assistant of PhilNet RDI,
Inc. Quezon City (January-December 1997), Research Coordinator of Tubod Rural
Development Institute, Tubod, Lanao del Norte (July-December 1994) and Research
Assistant in MSU-IIT (April 1993-June 1994).

She attended trainings and short courses such as: Community-Driven Development in
Conflict Affected Areas held in South Korea in 2016, On-line Peace Course of the World
Bank and KALAHI-CIDSS in 2014, A Force More Powerful: Non-Violent Communication by
the Mindanao Peace-Building Institute in 2011, Do-No-Harm in partnership with German
Technical Cooperation in 2010.

She has received awards such as plaques and certificates in the following: Outstanding
Alumni, Batch 1993 during the 35th CASS Foundation Day on January 31, 2019, Best
Regional Program Coordinator of KALAHI-CIDSS in 2014, For more than 10 Years of
Committed and Dedicated Service to the KALAHI-CIDSS in 2022, For untiring effort
extended to the Municipality of Tagbina, Surigao del Sur. She has also been invited as
guest speaker in school celebrations and one of them was the Alay sa Graduates of
Sociology in 2016.

She took academic units in the following programs: Master of Science in Social Work at
the University of Mindanao, Davao City (2013-2014), Bachelor of Laws at the Misamis
University, Ozamiz City (2007-2008), Master in Public Administration at the Andres
Bonifacio College, Dipolog City (2001-2002). She completed academic requirements and
passed the Comprehensive Examination for the degree Doctor of Management major in
Organizational Management at the Father Saturnino Urios University, Butuan City. She is
a graduate of MSU-Iligan Institute of Technology who finished Master of Arts in Sociology
in 2004 and Bachelor of Arts in Sociology in 1993.
