Sub: Lands - Technical Department of Legal Metrology – Allotment of Government
- Land for construction of Secondary/Working Standard Laboratories in the
District – Requested - Regarding.
Ref:- D.O.Lr. No. 864/T/2014-Vol-II, Dated. 18.08.2023 of the Commissioner of
Civil Supplies, Ex- Office Secretary to Government & Controller of Legal
Metrology Govt. of Andhra Pradesh, Vijayawada.

I invite attention to the reference cited, in which the Commissioner of Civil
Supplies, Ex- Office Secretary to Government & Controller of Legal Metrology Govt.
of Andhra Pradesh, Vijayawada has forwarded D.O. letter stating that the
department of Legal Metrology has been established with a specific regulating the
packaged commodities so that the department ensures public guarantee in respect
of quantity.
For enforcing the standards, the department maintains precision equipment
in the form of working standard and secondary standard weights & balances.
Presently this statutory equipment is housed in a private building and the
standards of these private buildings are below par the standards prescribed by
Government of India.
After assessing the condition of working standard & Secondary standard
Laboratories, Government of India have sanctioned Grant-in-aid under centrally
sponsored scheme “strengthening Legal Metrology Infrastructure of States & UTs
under XII plan.
It is submitted that the District Revenue Administration has been addressed
already through D.O. Letters by the Hon’ble Minister of Civil Supplies and also by
Commissioner of Civil Supplies & Ex-Officio Secretary to Government, Andhra
Pradesh for alienation of land in favour of Department of Legal Metrology, so that
laboratory buildings for housing the statutorily prescribed precision equipment,
except for Kakinada no land has been so far allotted by the other District Revenue
Administration.

The main features of the scheme which aims to building the basic
infrastructure in establishing and enforcing weights & measures are as follows.
1. This is 100% Grant in Aid by Government of India with 0% share from
Government of Andhra Pradesh.
2. Each working Standard Laboratory gets a grant in aid of 50 lakhs and each
Secondary Standard Laboratory gets 75 lakhs.
3. Minimum area 90 Sq. m. space for working Standard Laboratory & 120 Sq.
m. for secondary Standard Laboratory.
Grant in aid will be released subject to alienation of land in favour of
Department of Legal metrology. Hence, it is requested to allot suitable Government
land to the total extent of 525 Sq.m. (627.9 sq.yds approx.) at Bhimavaram &
Tadepalligudem for the Construction of three (03) working Standard laboratories.
This land may be allotted either in Municipal Limits or in the vicinity of
Municipalities for the following offices situated in West Godavari District.
