CONSTITUTION AND BY-LAWS OF SUPREME ELEMENTARY LEARNER


GOVERNMENT (SELG)

PREAMBLE
We, the SUPREME ELEMENTARY LEARNER GOVERNMENT OFFICERS of
CamanSi Elementary School with the help of Almighty God, believing in the need for a
better organized student government and in the development of the youth as future
leaders of the nation, do hereby promulgate and adopt this Standard Constitution and
By-Laws of the SUPREME ELEMENTARY LEARNER GOVERNMENT that shall
advance, implement, and maintain our goals and aspiration embody the ideas of
principle of freedom, justice and democracy and promote the welfare of all students and
the academic standard of our Alma Mater.

Article 1: General Provision


Sec. 1 This Constitution and By-Laws shall be known as the Constitution and By-laws of
the SUPREME ELEMENTARY LEARNER GOVERNMENT of Camansi Elementary
School.

Article II: Name and Domicile


Sec. 1 The name of the organization shall be known as the SUPREME ELEMENTARY
LEARNER GOVERNMENT (SELG)

Article III: Declaration of Principle and Objectives


Sec. 1: The SUPREME ELEMENTARY LEARNER GOVERNMENT shall promote
mutual understanding thru social, intellectual, recreational and scientific programs and
activities.
Sec. 2: The SUPREME ELEMENTARY LEARNER GOVERNMENT shall have the
following objectives:
A. Help learners develop passionate love of country, values, and competencies that
will enable them to realize their full potential and to contribute meaningfully to the
nation.
B. To develop a child -friendly, safe, and motivating learning environment
C. To represent the learners in policy-making body of the school concerning the
learner’s right and welfare
D. To nurture an inclusive, service-oriented, gender-sensitive, and environment
conscious community
E. To develop self-confidence, critical thinking, problem solving, decision-making,
and learning among the student body and to utilize these skills in contributing
towards nation building.
F. To empower the learners to strive for excellence in academics, leadership, and
social responsibility, to encourage them to be proactive members of the society.
G. To uphold the values, principles, and ideals of the Department of Education
H. To serve, to protect, and to promote the rights and welfare of every learners.

Article IV: Rights of SELG Officers


Sec. 1 Every Officers has the right to enjoy responsible freedom of speech and
expression.
Sec. 2 Every Officers has the right to conduct and participate in all School Activities.
Sec. 3 Every Officers has the right to information on all the issues and matters
concerning them.
Sec. 4 Every Officers has the right to vote, be nominated and be elected into the office.
Sec. 5 Every Officers has the right to be represented in the different meetings and
assembles of the school affecting the welfare of the studentry.
Sec.6 Every Student has the right to be represented in the different meetings and
assemblies of the school on issues affecting the welfare of the studentry.
Sec. 7 Every Student has the right to due process.

Article V: Duties and Obligations of Officers


Sec. 1 Every Officers has the responsibility to observe the Laws of the Republic of the
Philippines, and the rules and regulations of the school at all times.
Sec. 2 Every Officers shall support and promote the thrust and objectives of the SELG
and the School.
Sec. 3 Every Officers shall abide the SELG constitution and by-laws.
Sec. 4 Every Officers shall participate actively in all DepED recognized school activities
and strive for academic excellence.
Sec. 5 Every Officers shall exercise his/her and do his/her responsibilities as a SELG
officers.

Article VI: Composition, Election, Qualifications and Term of Office of the SHSO
Sec. 1 The officers of the SELG are the duly elected President, Vice president,
Secretary, Treasurer, Auditor, Public Information Officer and Protocol Officer.
Sec. 2 All SELG elections shall be conducted school-wide every third and/or fourth
week of June annually.
Sec. 3 The Campaign Period shall not be more than three (3) school days prior to the
SHSO elections, unless otherwise stipulate in an appropriate DepED issuance.
Sec. 4 Candidates for all SELG elective positions shall;
A. Be bona fide students;
B. Be of good academic standing with a general average of 85 and above without any
failing grade during the 1st to 3rd grading period of the current school year,
C. Be of good moral character
D. Have not been subjected to any disciplinary sanction; and,
Sec. 5 The officers of the SELG shall hold office for one academic year.

Article VII: Duties and Functions of SELG Officers


Sec. 1 The President shall have the following duties:
A. Officially represent the student body at any function on or off the campus
B. Enforce the constitution and by-laws, and other regulations that may be promulgated
C. Sign all the official minutes, project proposals, resolutions, correspondences, and
other official papers of Camansi Elementary School.
D. Head the Coordinating Council of School Co-curricular Organizations
Sec. 2 The Vice President shall have the following duties:
A. Assists the President in all matters where his/her assisstance is necessary
B. Assume the Office of the President should the position be vacant
C. Head the Internal Affairs Committee, conceptualize programs, projects, and plan
activities with the Representatives
Sec. 3 The Secretary shall have the following duties:
A. Keep accurate records of the minutes and document proceedings in every meeeting
B. Provide immediate documentations and reports for every implemented project
Se. 4 The Treasurer shall have the following duties:
A. Keep all financial records of the SHO and be the one responsible for any information
related to the student activity fund
D. Assist in preparing accurate and transparent financial reports every month after
every activity
Sec. 5 The Auditor shall have the following duties:
A. Assist the Treasurer in formulating guidelines and report
Sec. 6 The Public Information Officer shall have the following duties:
A. Disseminate and promote the thrust and objectives of the SELG
B. Build and maintain a credible image for the SELG.
C. Take charge in the promotion of SELG projects and activities.
Sec. 7 The Peace Officer shall have the following duties:
A.Help the presiding officer in maintaining peace and order during meetings
B. Act as disciplinary officer, if necessary
Sec. 8 The representatives shall have the following duties:
A. Represent his/her strand in all the meetings of the SELG
B. Serve as the grievance desk for their respective strand
C. Conceptualize and implement programs and projects, and recommend policies for
their respective strand

Article VIII: SELG Adviser


Sec. 1 The SELG adviser shall be designated by the School Head among the three (3)
teacher nominees officers through a resolution.
Sec. 2 The SELG Adviser shall monitor all programs, projects activities and meetings of
the SELG at all times.
Sec. 3 The Advisorship in the SELG shall be equivalent to one teaching load (DepED
Order No. 43. s. 2002)
