GENERAL RULES AND REGULATIONS FOR PARTICIPANTS OF ILCDB TRAINING

AND SEMINARS (FREE COURSES)

The ICT Literacy and Competency Development Bureau (ILCDB) training participants are
enjoined to abide by following rules and regulations as well as those governing the conduct
of their respective courses/seminars.

I. Training Implementation

A. Course/Seminar Requirements

1. Participants shall take all graded or non-graded requirements on the scheduled


date.
2. A participant caught cheating in any of the graded requirements will get a grade
of ZERO appropriately and a penalty equivalent to the THIRD VIOLATION
(Section III).
3. All course requirements should be submitted to the Administrative Assistant on
the specified due date.

B. Deferment/Dropping Out

1. An accepted participant who cannot attend a course/seminar for any valid


reason may apply for deferment by accomplishing two (2) copies of the
Deferment/Dropping Slip at the Registrar’s Office.
2. Deferment/Dropping must be done before the start of the course or during the
first week of the course provided a graded requirement has not been
distributed, administered, or conducted, otherwise, he/she will be considered
FAILED.
3. A participant who defers from a course should immediately take the same
course within the same semester of the succeeding year. However, he/she will
not be given priority in succeeding courses and will be subjected to whatever
new regulations ILCDB will prescribe.
4. Participants, who have taken a graded exercise, quiz, examination or case, but
cannot continue the course for whatever reason, shall be considered FAILED.
5. Government sponsored participants are required to submit a Letter of
Deferment from their nominating agency.

C. Examinations

1. Participants should take the required examinations on the scheduled date.


2. Participants, who for any reason, cannot be take the examination on the

scheduled date, may take a special examination after paying the required special
examination fee of PhP 200.00.

D. Final Grades

1. The Registrar’s Office will inform participants through email regarding the
release of grades.
2. Participants should get their final grades ONLY from the Registrar.
3. A student may authorize a representative to get his/her final grade provided
he/she has been cleared of all ILCDB accountabilities.
4. Protests or complaints will no longer be entertained once the official grades are
released by the Registrar.

E. Certificates

1. Participants who PASS the course shall be given a Certificate of Completion. On


the other hand, those who FAIL but have attended at least 80% of the total course
duration shall be given a Certificate of Attendance.
2. Participants must claim their certificates personally from the Registrar’s Office
within one (1) year.
3. A participant may authorize a representative to claim his/her certificate
provided the representative submit a letter and a valid ID.
4. Request for a second copy of lost or misplaced certificates is NOT allowed.
ILCDB may issue a certification of courses taken, in lieu of the original certificate
issued, for a minimal fee of PhP 50.00.

II. Violations

Participants and participants caught violating any of the rules in Section I or II shall be
given a VIOLATION REPORT. If found guilty, the violator shall be penalized as follows:

FIRST VIOLATION Verbal Warning


SECOND VIOLATION Written Warning
THIRD VIOLATION Dismissal/Debarment

ILCDB violations are CUMULATIVE.
