2. The Overview of the Peace and Order and Public Safety Situation in the LGU

A. Crime and Disorder

For the period covered (January to December 2022), a total of six (6) index crimes had been recorded consists of
rape and theft incidents which transpired in three (3) barangays. Recorded also are the Fourteen (16) non-index
crimes transpired mostly at Poblacion areas, with direct assaults as the most numbered. The Crime Solution
Efficiency is at 52% and Crime Clearance at 85%

Despite presence of said crimes, Jovellar had been generally peaceful. The Local Government Unit of Jovellar,
Jovellar Municipal Police Station and other stakeholders coordinated with each other to respond and deter the
occurrence of crimes within the municipality and is continuously implementing the following activities to further
decrease the crime rate and maintain peace and order in the municipality:

Advocacy and Awareness Campaign (Conduct of Barangay/School Visitations; Conduct of Seminars/Lectures


in Schools; Distribution of IEC Materials on Gender-Based Violence related laws, crime prevention tips, illegal
drugs, security and safety tips, etc.)
Strengthening BPATs, Tanods, and other Force Multipliers by conducting training/seminars and regular
dialogues
Intensification of Police Integrated Patrol System (PIPS)- Checkpoints/Chokepoints, Mobile and Beat/Foot
Patrol, Police Presence, Oplan Bakal/Sita

Thus, street crimes were minimized due to the presence of Police Personnel within the AOR, effective delivery of
Public Safety Services and sustained inspection of vital installations are being maintained to deny enemy infiltrations
and CT activities in the periphery.

B. Conflict

For the past year, there were no reported violent incidents related to armed conflict in the municipality of Jovellar.
Relatively, there were no reported conflicts as to ethnic, resource based, displaced community, households and
individuals. Also, there was no military camp established in the locality since a PA detachment was located in the
adjacent municipality, specifically from the next municipality’s boundary barangay.

However, presences of peace spoilers in the municipality still undeniably exist at present. One barangay of the
municipality was likewise considered as a conflict-affected area by the Philippine Army. Factors causing conflicts
must be addressed to minimize or control divergence from constituents. Generally, inadequate infrastructure and
poverty are among the identified common issues/problems posed by conflict.

C. Road and Vehicle Safety

Trends in road and vehicle accidents are increases considering different factors that putting up people itself in danger.
For the year 2022, it recorded four (5) incidences of road and vehicular accidents; mostly of which were reckless
imprudence resulting to physical injury (3 incidences) and damage to property with one (2) which results to damage to
property.

Effects and implications of road and vehicle accidents brings predicament to the community especially in terms of
expenses

Causes of vehicular accidents include: 1) undisciplined drivers; 2) unpaved roads; and 3) Lack of traffic signs and
streetlights.

The LGU together with the Jovellar MPS addressed this issue trough implementation and intensification of traffic rules
and ordinances, providing education and proper information to drivers and pedestrians, restoring damage road and
installing of helpful devices that can secure people safety. The cooperation of the community will likewise lead in
attaining the objectives regarding this issue that affect the safety of the community.

D. Emergency/Crisi Management and Fire Safety - the organization and management of resources and
reponsibilities for addressing all aspects of emergencies, which are unforeseen or sudden occurence, especially
danger, demanding immediate action; a threatening condition that requires urgent action or response

Generally, LGU Jovellar is a safe community of people. Emergencies and crisis situation brought about by conflicting
peoples point of view occurs very seldom. RA 10121 or the Philippine Disaster Risk Reduction and Management Act
all LGU has mandated the presence of an Municipal Disaster Risk Reduction Management Council and Local Officer
who will manage disaster risk reduction activities including emergency/ crisis management both in man-made and
natural in nature. In the recent natural calamities, three (3) barangays are recorded to be affected. Recent typhoons
pose threat to the communities especially those dwellings on houses made of light materials. On the other hand,
there were no recorded fire incidents in 2022.

Without the support and cooperation of the local stakeholders on the LGU’s programs on mitigating disaster risk and
emergency preparedness, as well as fire safety and prevention measures, the cost of different emergencies both on
natural and man-made will rise-up and even lead to loss of lives.

For the causes, the Philippines are threatened with various natural disasters. The only way to cope with this is to
mitigate its impacts and make our communities resilient and less vulnerable. Man-made on the other hand can be
attributed to individual differences and instinct behavior.

The LGU in response to the government call on zero casualties in terms of natural disaster focused in providing
activities with emphasis on thematic programs of DRRM. Among others is the prepositioning of various logistical
support both food and non-food items, mobilization vehicle and response equipment, trained SAR and capacitated
communities. Continuous fire safety and prevention information campaign is likewise intensified, being led by the BFP
Jovellar.
