Fuel Gas Management Plan (FGMP)

Section FGMP-01: Purpose and Scope

Purpose and Scope

General
The purpose of this manual is to fill some of the gaps and to provide the ship’s officers with
additional information not otherwise available on board. It is intended to be used in conjunction
with the other plans and instruction books already on board and in no way replaces or
supersedes them.
This manual has been developed with reference to the ship's finished plan, vendor's instruction
manuals, and technical guidebooks published by IMO, SIGTTO, and SGMF etc.

This Plan has been developed taking into account the Makers manual FGSS

The FGSS Operating Manual is designed to comply with the IGF code 2016 and to meet
requirement of 18.2 operational procedures (of the code) including a detailed fuel handling
manual, such that the trained personnel can safely operate the fuel bunkering, storage and
transfer systems.

The Contents of the manual include;

1. general ship’s particular and design philosophy.

2. properties and Physics of Liquefied Natural Gas.
3. fuel tank design and construction detail information.
4. overall concept of the FGSS system.
5. overall operation of the fuel handling system from dry-dock to dry-dock, including
procedures for fuel tank inerting, gassing up, cool down, bunkering, warm-up, gas-freeing,
aeration.
6. FGSS equipment’s operation procedure (ie. LNG pumps, Vaporizers, BOG compressor,
Glycol water pumps, heater, etc.)
7. nitrogen systems, glycol water system
8. special equipment needed for the safe handling of the fuel system.
9. fixed gas detection.
10. control, alarm and safety systems.

11. emergency shutdown systems and Ship-shore link system.

In addition to containing detailed information of the fuel system equipment and related systems,
the FGSS OPERATING MANUAL contains safety procedures and procedures to be observed in
emergencies and after accidents. Quick reference to the relevant information is assisted by

division of the manual into parts and sections, detailed in the general list of contents on the
preceding pages.

In many cases the best operating practice can only be learned by experience. Where the
information in this manual is found to be inadequate or incorrect, details should be sent to the
Shipowner’s Management Office so that revisions may be made to the manuals.

Safe Operation
The safety of the ship depends on the care and attention of all on board. Most safety precautions
are a matter of common sense and good housekeeping and are detailed in the various manuals
available onboard. However, records show that even experienced operators sometimes neglect
safety precautions through over-familiarity and the following basic rules must be remembered at
all times.

Never continue to operate any machine or equipment which appears to be potentially unsafe or
dangerous and always report such a condition immediately.

Make a point of testing all safety equipment and devices regularly. Always test safety trips before
starting any equipment. In particular, overspeed trips on auxiliary turbines must be tested before
putting the unit into operation.

Never ignore any unusual or suspicious circumstances, no matter how trivial. Small symptoms
often appear before a major failure occurs.
Never underestimate the fire hazard of petroleum products, whether fuel oil or LNG fuel vapour
In the design of equipment and machinery, devices are included to ensure that, as far as
possible, in the event of a fault occurring, whether on the part of the equipment or the operator,
the equipment concerned will cease to function without danger to personnel or damage to the
machine. If these safety devices are neglected, the operation of any machine is potentially
dangerous.

Description
The concept of this Manual is based on the presentation of operating procedures in the form of
one general sequential chart (algorithm) which gives a step-by-step procedure for performing
operations.

The manual consists of introductory sections which describe the systems and equipment fitted
and their method of operation related to a schematic diagram where applicable. This is then
followed where required by detailed operating procedures for the system or equipment involved.
