The attention of the District Forest Officers (who are appointing authorities) is
invited to the references cited, they are informed that the Secretary, TSPSC, Hyderabad
vide reference 6th cited has furnished the revised list of provisionally selected candidates of
(58) new candidates (Agency area) against vacancies caused due to relinquishment,
non-joining and not genuine candidates in the agency area of Khammam, Mahabubnagar,
Warangal (except Adilabad District) along with their applications and attestation forms
based on Notification No.48/2017, for further process of appointment to the post of Forest
Beat Officer in Forest Department. The details of the provisionally selected candidates
(Agency Area) are as follows:

The concerned officers are therefore requested to adhere to the instructions issued
by the Secretary, TSPSC, Hyderabad vide references 3'd and Bth cited, in addition to the
foltowing instructions while issuing appointment orders to the provisionally selected
candidates.
. Appointments should be arranged to be made according to the selection list enclosed
and the seniority of the provisionally selected candidates shall be strictly followed in
accordance with the rules.

Verify the antecedents as per the procedure prescribed in the Govt. Circular l'4emo
No.552/SC-. Bl A1/20O7 -3, Dt.01.07.2008
The candidates may be allowed joining time as per G.O.MS.No.340 GAD (Services-D)
Department, dated 23.07.1999, duly following the procedure laid down in Rule 11 (a) of
Telangana State and Subordinate Services Rules and other rules, if any, issued by the
Government from time to time, before issuing the appointment orders.
Candidates who are provisionally selected under BC reservation, Non-Creamy layer
certificates as per G.O.Ms.No.8 BC Welfare (OP) department dated 13.11.2014 of the
Government of Telangana should be verified. Reservation to BC-E group will be subject
to the adjudication of the litigation pending before the Court of Law.
Candidates who are provisionally selected under ST quota are to be referred to the
Commissioner of Tribal Welfare Department for thorough verification of ST status as per
Rules in vogue before issuing appointment orders.
The Selection list pertaining to Agency Area (Local Post) reserved in scheduled
area for ST Agency Candidates may be sent to the appointing authorities who in
turn shall forward the same to the District Collector concerned. The District
Collector shall place the matter before the committees constituted vide G.O"
Ms. No.24 dated 12-06-2018.

The appointment orders may be sent to the candidates as per the unit list made
available to them. Before issuing appointment orders it may be insured that, all
the original certificates of the candidates are verified before admitting the
candidates into service. In case of non-production of any requisite certificate in
original or if any, discrepancy is noticed the Unit Officer may take action as per
the rules in force before issuing appointment orders, if any, candidate fails to
report to duty, his / her name may be deleted from the approved list in terms of
Rule 11(a) of State and Subordinate Service Rules, and a notice, may be sent to
the candidate that his/her name has been deleted from the approved list to
meet the legal requirements. A consolidated order may be issued in respect of
all such deleted candidates and a copy of the same be sent to the Commission.
The whole exercise in this regard may be completed within a maximum of
period of (3) months.
In respect of ST Agency Area Candidates, the Unit Officers are requested to
mention the judgement of OA No.3609 of 2002 of Hon'ble Supreme Court in Civil
Appeal No.7040 of 2OO2 regarding Communfty Reservation, in the appointment
orders of the selected candidates, as Advocate General, has given the following
Opinion on the above
"Even with regard to the posts which are yet to be filled, but the
substantial process of recruitment has been completed and where the
issuance of the appointment order is a mere formality, the said
candidates may be considered for appointment, however the
possibility of a challenge to such appointment exists. In the event of a
challenge it can be justified on the ground that these recruitments
have been initiated and the process of recruitment substantially
completed before the delivery of the Judgment of the Hon'bie
Supreme Court in C.A.No.3609/2002 and C.A.No.7040/2002 on
22.04.2020. It may be noted that any recruitment that is proposed to
be undertaken after 22.04.2020 providing for 100o/o reservation or
insistence of the Agency Area Certificates on the basis of cutoff date,
the same may be in contravention of the judgement of the Hon'bie
Supreme Court and may even amount to defiance of the orders of the
Hon'ble Supreme Couft.

. The appointment orders are to be issued to the eligible candidates only after the
department is fully satisfied with regard to all the relevant particulars of the
candidates by the Unit Officer duly following the rules issued by the
Government from time to time' The detailed report with dates of joining of
the candidates shall be furnished to this office for onwards transmission to the
Secretary, TSPSC, Hyderabad. All the appointments / provisional
selections made through this recruitment to the post of FOREST BEAT
OFFICER IN FoREST DEPARTMENT vide Notification No'48/2oL7 are
subject to final outcome of Court Orders, if any.
. The Applications and filled in attestation forms of all the candidates have to be
retained in the department as part of the personal file of the respective
candidates.

In order to collect attestation forms of all the selected candidates, they are
requested to depute one concerned assistant to this office on or before 06.04.2023
without fail, and soon after obtaining the same, it is requested to take immediate action in
the matter and report comPliance.
