1 GENERAL
1.1 Scope
This procedure covers the general requirement for the items, methods and acceptance
criteria of examination on the piping construction work to be performed by CONTRACTOR at
the site only. Vendor shall prepare and submit the detail of NDE procedure for other
equipment according to their scope of works to CONTRACTOR/COMPANY for approval.

1.3 Terminology
1.3.1 COMPANY
Refer to PERTAMINA HULU ROKAN, as the ultimate user and owner, the authorized
representative of COMPANY or COMPANY third party inspection.

1.3.2 CONTRACTOR
Refers to company selected by COMPANY, which may be responsible for the detailed
engineering design, material and equipment procurement, and construction as specified in
Contract, Scope of Work, or Work Order.
Note : EPCM Company shall also be responsible as CONTRACTOR

1.3.3 Vendor/Sub Contractor


Refers to the company selected by COMPANY or CONTRACTOR, which is responsible for the
purchase agreement or purchase order of the goods services specified in this specification.
• For EPC (Engineer, Procurement and Construction) project purposes: The terminology
shall have the meaning as above.
• For ‘Direct Procurement’ by COMPANY purposes: Vendor shall also be responsible as
CONTRACTOR.

1.3.4 Unit
The US Imperial Unit shall be applied as the measurement system for documents and
drawings. Nominal size of piping component shall abbreviate as NPS.

1.4 Conflicting Requirements


• In case of conflict between this Specification and its associated Specifications and the
above Codes and Standards, the Vendor shall bring the matter to the COMPANY’s

attention for resolution and approval in writing. However, the most stringent
requirement shall apply.
• Should conflicts exist between this specification and other documents, the following
order of precedence shall govern:
a) Scope of Work
b) Data Sheets.
c) This Specification
d) Other COMPANY Specifications
e) Other Referenced Publications
f) Approved for Construction Drawings
g) Vendor’s Code

2 EXAMINATION PROCEDURE
2.1 General
Any examination shall be performed in accordance with a written procedure, which is
prepared by NDE Subcontractor and approved by CONTRACTOR/COMPANY. It shall conform
to one of the specified methods in ASME SECTION 5.
Generally, guidance of code to designing through inspects the examination of piping for
some services as shown in the attachment-1.

2.2 Extent and Type of Examination


2.2.1 Extent of Examination
Piping shall be examined to the extent specified depending on the fluid service according to
ASME/ANSI B31.3, ANSI B31.4, ANSI B31.8 as appropriate.

2.2.2 Radiographic Examination


• The requirement for radiography of casting shall be performed in accordance with
ASME/ANSI B31.3, ANSI B31.4, ANSI B31.8 as appropriate.
• Radiography of welds and of components other than castings shall be performed in
accordance with ASME Section V Article 2 and shall be carried out in accordance with
project specification SP-PI-PP-013 Pipe Welding and Weld Inspection Specification.
• Procedure for random sampling examination shall be as follows:
a) Sampling shall be based on number of weld joints produce per welder.
b) When the number of joints for examination calculated on the specified percentage
is less than one full joint, then one full joint shall be examined.
c) The weld joint shall be so selected for the examination that the sample selected
shall be representative of the production of each welder.
d) The first production joint of each welder shall be fully radiography, regardless of
piping class.

2.2.3 Liquid Penetrant Examination


• Liquid penetrant of casting shall be performed in accordance with ASME/ANSI B31.3
Chapter II “Design”, or by ANSI B31.4 or ANSI B31.8 as applicable by code.
• For other than casting shall be performed in accordance with Boiler Pressure Vessel
Code, Section V, Article 6.

2.2.4 Magnetic Particle Examination


• On casting, magnetic examination of welds shall be performed in accordance with
ASME/ANSI B31.3 Chapter II “Design”.

• For other than casting shall be performed in accordance with Boiler Pressure Vessel
Code, Section V, Article 7.
• Magnetic Particle Examination when required shall be carried out in accordance with
the requirement in project document SP-PI-PP-013 Pipe Welding and Weld Inspection
Specification.

2.2.5 Ultrasonic Examination


• On casting, ultrasonic examination of welds shall be performed in accordance with
ASME/ANSI B31.3 Chapter II “Design”.
• For other than casting shall be performed in accordance with Boiler Pressure Vessel
Code, Section V, Article 5.
• Ultrasonic Examination when required shall be carried out in accordance with the
requirement in project document SP-PI- PP-013 Pipe Welding and Weld Inspection
Specification.

2.3 In Process Examination


2.3.1 In Process Examination
Acceptance criterion for the examination to be performed prior to/during welding shall be as
mentioned.

2.3.2 Acceptance Criterion for Weld


• Acceptance criterion for typical weld imperfections detected by visual examination
and/or non-destructive examination shall be as defined in ASME B31.3 Table 341.3.2.A
and API 1104 as applicable.
• Acceptance criterion for heat treatment to be performed after welding shall be in
accordance with ASME/ANSI B31.3 Table 331.1.1 and WPS.

2.3.3 Repair Criterion of Welding


• When random examination reveals reject able defects, then the following shall apply:
a) 2 (two) additional welds by the same welder shall be given the same type of
examination.
b) If additional welds are free from reject able defects, only the rejected defect
indicated in the first weld should be repaired and re-examined. No further
additional examinations (penalty shots) against the welder need be executed.
c) Should be reject able defects appears in either of the two additional welds
examined (hereby-noted penalty welds), all welds represented shall be fully
radiography or completely replaced.
d) If this further examination reveals continuous reject able quality, then the welder
shall be removed from piping production work and undergo a retaining programme
with a further re-qualification test, or be assigned to non pressure part welding
work such as pipe support etc at the discretion of COMPANY Inspector.

3 NDT QUALIFICATION AND CERTIFICATION


3.1 Qualification of Examiner
• The examiner nominated for the job shall have training and experience in the respective
examination or licensed or qualified by an internationally recognised association and/or
by any statutory requirement applicable.
• For in-process examination, the examinations shall performed by personnel other than
those performing the production work. Only individual qualified for NDT level I and

works under NDT level II or individuals qualified for NDT level II may perform NDT and
interpret the test result.
• Operator of nondestructive inspection equipment may be required to demonstrate the
inspection procedure’s capability to detect reject able defects and the operator’s ability
to properly interpret the indications given by equipment.
• Welding inspection personnel shall qualify by experience and training for the specified
inspection task they perform. Their qualifications shall be acceptable to the COMPANY.
• Documentation of these qualification shall be retained by the COMPANY and shall
include but is not limited to the following:
a) Education and experience
b) Training
c) Results of any qualification examinations
d) Certification of Non Destructive Testing Personnel
• Nondestructive testing personnel shall certified in accordance with the
recommendations of ASNT Recommended Practice SNT-TC-1A or BATAN for the test
method used.
• Certification for level I and level II individua ls shall be performed by a level III individual
who has been certified by:
a) ASNT Recommended Practice SNT-TC-1A
b) Has the education, training, experience, and has been successfully passed the
written examination prescribed by SNT-TC-1A or BATAN.
• Record of certificate of NDE testing personnel shall submitted to the COMPANY for
report and review. The record shall include the results of certification test, the agency
and person granting certification, and the date of certification.
• Re-certification of Level I and II of nondestructive shall be at least every three years. At
least every five years re-certification for Level III nondestructive testing personnel.
