SECTION 57

57.0 SUPPLEMENTARY SPECIFICATIONS FOR IMPROVEMENT WORKS TO VOID


DECK COLUMNS OF RESIDENTIAL BUILDINGS (BATCH 14)

57.1 GENERAL

Supplementary Specifications Sections 57 to 58 are to be read in conjunction with the


Standard Specifications for Upgrading (2023 Edition). In case of discrepancies between
the Supplementary Specifications and the Standard Specifications, the former shall
prevail.

57.2 SCOPE OF CONTRACT

The scope of works includes the application of non-intrusive composite fibre wrapping,
repair to spalled concrete and cracks, and any other ancillary works required to
enhance the void deck columns of HDB apartment blocks in various existing HDB
housing estates.

Description of Work Duration


40,000 square metre of surface area of the column based on 16 months
Structural Drawing dimensions.

Mobilisation, preliminary and other incidental costs including surface preparation,


finishes, all necessary materials, chemicals, plant, transport, carting, labour, all fees and
license required or imposed by relevant authorities for this contract, and the scope of
work listed in Clauses 57.3(a) to (i), shall be deemed inclusive in the square metre rate
priced by the Contractor.

At any time prior to the expiry of the Contract Term, the Employer may in writing to the
Contractor extend the Contract Term by three months. The Contractor shall be bound by
the Contract Rates for all the Works instructed within the extended Contract Term. No
extension in the Contract Term required by the Employer shall vitiate the Contract.

The Contractor may also be called upon to execute the Works listed in the contract to
properties other than HDB’s properties as and when instructed by the Superintending
Officer’s Representative.

57.3 SCOPE OF WORK

The scope of work comprises the supply of labour, equipment and materials to carry out
the following:

a. Contractor shall provide labour, equipment and all other necessary resources to
ensure that the survey works are to be completed within 1 month from the Letter of
Acceptance (LA). The survey results shall be submitted in the format as specified by
Superintending Officer’s Representative.

The work shall be carried out in the manner as specified or as instructed by the
Superintending Officer’s Representative.

The Contractor shall provide minimum 2 (or more) working teams and adequate
resources to carry out the FRP wrapping works during the entire contract period to
ensure that the progress of work is on schedule.

b. Application of non-intrusive composite fibre wrapping to void deck structural


columns to various HDB apartments blocks. The columns shall be wrapped by:

i. 2 vertical and 3 horizontal layers of composite fibre (glass), or as


proposed by the Contractor for non-typical columns which subjects to
approval by SO’s Rep.

ii. 2 horizontal layer of composite fibre (carbon) or as proposed by the


Contractor.

c. Surface preparation to the columns including but not limited to stripping and
removal of the existing paintwork, mural painting, imprint works, column fixtures
false ceiling, perforated panels, hacking of brick wall and other non-structural
members.

d. Reinstatement of architectural finishes / fixtures to match original surrounding


shall include but not limited to plaster coat with painting, mural art features, wall
imprints, column fixtures, false ceiling, any additional surface area without
composite fibre wrapping but requiring plaster coat with painting to match
existing, brick wall, false ceiling and other non-structural members.

e. Diversion / relocation / alterations of any public amenities / facilities / fittings /


grilles affected by the Works including subsequent reinstatement of the same to
its original condition prior to relocation to the satisfaction of the Superintending
Officer’s Representative.

f. Expected blocks to be wrapped are spread island-wide which might require


extensive mobilisation with exceptionally inclement weather.

g. Make appointments/ arrangements with Town Council/ relevant authority bodies/


agencies/schools for the inspection and the necessary coordination works in the
execution of the works where necessary.

h. On completion, the contractor shall submit a report of their wrapping system


inclusive of suppliers, technical data on the material used and method of
wrapping.

i. The Contractor shall submit the Method Statement to carry out repair to spalled
concrete and cracks on any HDB properties islandwide, other than void deck
columns, if required by the Superintending Officer’s Representative. These
include carrying out of local primary repair works to pre-stressed concrete. All
additional costs which constitute Request for Variation are to be evaluated and
verified by Superintending Officer’s Representative.

57.4 TOTAL WORKLOAD

The actual workload for this contract may deviate within a range of ±20% from the Scope
of Contract stipulated in clause 57.2. The Contractor shall under no circumstances be
entitled to claim for incidental costs, losses and/or other expenses purported to arise from
such deviations within this range.

57.5 CONTROL CLAUSE

The following documents shall be applicable to this Contract:

a. Standard Specification for Upgrading (2023 Edition),

b. Supplementary Specifications, Section 57 and 58,

c. Standard Schedule of Rates for Building Works (2023).

57.6 SECURITY DEPOSIT

Please refer to the APPENDIX TO PUBLIC SECTOR STANDARD CONDITIONS OF


CONTRACT FOR CONSTRUCTION WORKS.

57.7 MEASUREMENT OF WORKDONE FOR VARIATION

Measurement of Works for variations works shall be based on the surface area (m2) of
the wrapped column based solely on Structural Drawing dimensions. Overlapping
composite fibre surfaces shall not be measured for payment purposes. Differences in
dimension between the site measurement and drawing dimension due to but not limited
to the thickness of plaster shall not be considered in the measurement for payment.
When dimension is not available from the drawings, site measurements shall be
considered.

Mobilisation, preliminary and other incidental costs including surface preparation,


finishes, all necessary materials, chemicals, plant, transport, carting, labour, all fees and
license required or imposed by relevant authorities for this contract and the scope of work
listed in Clauses 57.3(a) to (i), shall be deemed inclusive in the square metre rate priced
in the Form of Tender by the Contractor. The Rate quoted shall be adopted as agreed
rate for the purpose of valuation of variations for use together with the Schedule of Rates
in the Tender Document.

57.8 DEFECTS LIABILITY PERIOD

The Contractor shall rectify at his own cost all defects due to materials or workmanship
not in accordance with the contract provisions and/or outstanding works which may be
discovered within Twelve (12) Calendar months from the date of Substantial Completion.
The Certified Substantial Completion date for the works shall be the date when the works
are taken over by the Employer or the relevant Town Council office. All defects shall be
rectified to the satisfaction of the SO Rep.

57.9 MISCONDUCT OF WORKMEN

The Contractor is required to exercise firm control of the conduct of his agents, servants
and workmen and of his sub-contractors, their agents, servants and workmen on the site.
The Contractor shall immediately dismiss from the site and person whose continued
employment thereon is in the opinion of the Superintending Officer’s Representative
undesirable.

57.10 WORKER IDENTIFICATION CARD

The Contractor shall provide every worker employed by him to carry out works under the
Contract, with a 90 x 65 mm laminated Worker Identification Card, to be approved by the
Employer. These cards shall be prominently clipped or pinned onto the shirts or blouses
of the workers.

57.10 WORKER IDENTIFICATION CARD (CONT’D)

The laminated Worker Identification Card shall contain the following information:

a. Name of Worker,
b. NRIC/Passport/Work Permit No. of Worker,
c. IC size photograph of the Worker, and
d. Name of the Company and Company Logo

In the event of the Contractor failing to ensure that all his workers display their Worker
Identification Card as described above, without prejudice to the Employer’s right under
the Contract, the Contractor shall be indebted to the Employer at a rate of $5.00 per
worker per day, and such indebtedness shall be deducted by the Employer from any
monies due from the Contractor. Such rate shall be deemed to have been fully agreed
and accepted by the Contractor for the provision of a Worker Identification Card for one
of his worker. Notwithstanding other provisions in this clause, if the Contractor incur
additional costs and expenses over and above the agreed rate specified herein
complying with the requirements stipulated in this clause, the Contractor alone shall bear
such additional costs and expenses.

57.11 PERIODIC CLEANING UP

All rubbish and debris shall be cleared from the Site daily or from time to time as they
accumulate or when so directed by the SO Rep. Particular attention shall be directed to
those areas where other tradesmen or contractors will be working in.

Daily washing by power jet shall be carried out to the Site at the end of every workday.

57.12 RESERVED

57.13 MATERIALS DELIVERED ON SITE

All materials delivered to site for all addition and repair works shall be properly packed
sealed and clearly labelled. Delivery of materials in loose, unlabelled packing and
weighing on site is not allowed.

57.14 EQUIPMENT

The Contractor is to provide all required equipment for the proper protection and
execution of the works.

57.15 SCAFFOLDING

The Contractor shall provide and maintain all scaffolding required for the works. The
Contractor shall allow free use of the scaffolding by other contractors, subcontractors,
specialists, artists and tradesman employed by the Board.

The Scaffolding shall be erected in accordance with the relevant By-Laws and the
satisfaction of the Inspectorate of Factories. Scaffolding shall only be removed when
directed by the Superintending Officer's Representative.

57.16 DIVERSION / RELOCATION OF ANY PUBLIC AMENITIES / FACILITIES

Before commencing the works to any part of the structure, all electrical and other services
which come within the area to be worked with shall be disconnected or diverted where
necessary and reinstated the same after completion of the works. The Contractor shall
liaise with the relevant Authorities and Town Councils for such works and also prepare a
programme for such works to the SO rep for approval. All diversion / disconnections and
reinstatement of services shall be carried out by Licensed Electricians or Plumbers and
shall comply with the current by-laws, requirement and regulations of the relevant local
authorities.

57.17 PROPPING AND STRUTTING

The Contractor shall provide and maintain during the execution of the works all
necessary propping, strutting and other supports to support adequately the structural
members to be worked on and any adjacent structures, and shall take all necessary
precautions or adopt such other approved measures as may be necessary to prevent
damage to the unaffected part of the structure. The Contractor shall note and take all
responsibility for the satisfactory performance of the propping and all other supports for
the purpose for which they are erected. In the event of any damage occur due to the
inefficiency of the supports all the damage resulting thereof shall be make good by the
Contractor at his own expenses. Any approval given by the Superintending Officer's
Representative in respect of the propping and strutting shall not relieve the Contractor of
his responsibility in the safety of the structure under addition and repair.

57.18 ON COMPLETION

All parts disturbed or damaged during the execution of the works shall be repaired or
replaced to match existing. All floors shall be thoroughly washed, marks of paint work
removed and the works generally touched up. All rubbish and contractor's tools, materials
and equipment shall be removed on completion of the works and the whole site shall be
left clean and tidy to the satisfaction of the Superintending Officer's Representative.

57.19 ERECTION AND REMOVAL OF TEMPORARY HOARDING

When carrying out repair or addition works to the existing buildings, contractor shall erect
and maintain hoarding for the protection of the public to prevent unauthorised trespassing
where the S.O. Rep consider necessary. The hoarding shall be equipped with locks. The
hoarding shall be cleared away upon completion of the works.

57.20 SUPPLY AND ERECTION OF SCAFFOLDING OR ACCESS TOWER TO


FACILITATE BUILDING INSPECTION

As and when directed, the Contractor is required to supply and erect scaffolding or
access tower to allow the S.O. Rep to carry out inspection of any part of the building
structure and the execution of the works by the Contractor. For inspection within the
inside of tenant /lessees units, the contractor shall carry out the removal and
reinstatement of false ceilings and any other obstruction as directed by the S.O. Rep. The
scaffolding or access tower shall be cleared away upon completion of the works including
making good to the original.

57.21 CARE OF THE WORKS

57.21.1 Care of the Works And Materials

The contractor shall be responsible for the care of the Works and safe custody of all
materials delivered to Site by his agents, specialists, suppliers or subcontractors, against
all risks arising from including but not limited to weather, negligence, damage or loss until
certification of Substantial Completion of the Works by the Superintending Officer. The
contractor shall allow for all necessary watching and security lighting.

57.21 CARE OF THE WORKS (CONT’D)

57.21.2 Protection of Works, Materials And Personal Belongings

During the execution of all works, materials on site, building, furniture, fitting and other
personal belongings of the occupants shall be protected from damage or loss by weather,
fire, default of the workmen or other causes. Any such damage or loss that may occur
shall be made good or replaced by the Contractor. Great care and precautionary
measures shall be taken by the Contractor to prevent any damage or loss to public
properties.

57.21.3 Damage to Public/Private Property

In the event that damage is done to public/private services or property such as cables,
pipes, fittings and fixtures etc. by the contractor whether by accident or otherwise causing
black-out or other nuisance or inconvenience to the public or is likely to bring the
Employer into disrepute, all cost and expenses incurred for necessary reinstatements or
repairs including charges shall be recoverable by the Employer from the Contractor by
deduction from monies due or becoming due to the Contractor or as a debt due by the
Contractor to the Employer. In addition, the S.O. Rep shall exercise his rights under the
"Nuisance & Irregularities" clause to impose charges against the Contractor.

57.21.4 Reinstatement and Making Good to Disturbed Areas

The Contractor shall execute the works and immediately thereafter reinstate all affected
fixtures, fittings and finishes with the type, colour, texture and material to as near to the
original as possible.

All affected services shall be temporarily disconnected and/or directed by the Contractor
for the purpose of carrying out the works and reinstated immediately upon substantial
completion.

The work shall be carried out without damage to the adjoining part of the structure,
adjoining roofing, adjoining pavement and property. The Contractor shall reinstate and
make good at his own expense any damage caused as a result of the works. Such
repairs made good are to be properly executed with materials and workmanship to match
in every aspect with the surrounding work. The Contractor shall also allow in his tender
for other minor repairs and miscellaneous works necessary for the execution of the works
as directed.

57.21.5 Rectification of Defects During Defects Liability Period

The Contractor shall at his own cost rectify immediately to the satisfaction of the
Superintending Officer's Representative all defects due to the materials or workmanship
not in accordance with this contract which may be discovered within a period of twelve
(12) calendar months from date of certified completion of the work.

The Contractor shall within ten (10) working days from the date of the written notification
by the SO Rep at the Contractor's own cost and expense, repair, rectify and make good
to the satisfaction of the S.O. Rep all defect, imperfections, shrinkage and other faults
arising from out of the use of materials or workmanship not in accordance with the
Contract or from neglect or failure of the Contractor to comply with any obligation on his
part under the Contact which may become manifest. The Certified Substantial
Completion date for the works shall be the date when the works are taken over by the
Employer or the relevant Town Council office. All defects shall be rectified to the
satisfaction of the SO Rep.

57.22 LIQUIDATED DAMAGES

If the Contractor fails to complete the work by the expiry of the Time for Completion in
each works order, the Rate of Singapore Dollar Five Hundred and Eighty
(S$580/day/block) as agreed liquidated shall be imposed. Such liquidated sum shall be
deducted from any payments due to the Contractor or recovered as bills from the
contractor if there are no payments due.
