Tender for Road Enhancement Works At Ang Mo Kio Street 31 Junction

Instruction to Tenderers

1) The following Documents forming the Tender document are issued to each Tenderer:
a) Appendix A: Sub-Contract Conditions of Contract
b) Appendix B: Preambles
c) Appendix C: Bill of Quantities / Schedule of Price
d) Appendix D: Sample of Progress Claim
e) Appendix E: Specification
f) Appendix F: WSHE Management Procedures
g) Appendix G: Undertaking of Foreign Workers
h) Appendix H: Sub-Contract Drawings
i) Appendix I: Contract Programme
j) Appendix J: Not Applicable
k) Appendix K: Responsibility Matrix

2) Closing date and time of the tender submission will be on 10 Aug 2023 at 1200 hours sharp.

3) Shanghai Tunnel Engineering Co (Singapore) Pte Ltd reserves the right to reject any tender not
submitted in accordance with these instructions.

4) Tender submission after the closing date and time will not be accepted regardless of the reason
for the delay.

5) The Tenderer shall submit one original and one photocopy of the documents. The original shall
be marked “Original” and the photocopy shall be marked “Copy No. 1 of 1”. Black ink or
preferably ink of a type suitable for reproduction shall be used in completing all tender
documents.

6) The completed Tender Documents and Drawings and all other necessary and stipulated
information shall be submitted in a sealed envelope, clearly marked as “Private and
Confidential – Road Enhancement Works At Ang Mo Kio Street 31 Junction”, to be
deposited at the following address by the closing date and time:

7) Tenders submitted shall remain valid for acceptance for a period of Ninety (90) days from the
closing date, subject to any extension of the validity period as may thereafter be agreed in writing
with the Tenderer.

8) Any queries on any aspect of the Tender Documents shall be writing and addressed to Shanghai
Tunnel Engineering Co. Ltd for the attention of “The Project Director” no later than 5 August
2023 at 1200 hours, to be by email transmission to all the email address provided in the tender
invitation.

9) All information contained in the Tender Documents are Confidential, and not to be released to
the media or any other 3rd party without the prior written consent of Shanghai Tunnel
Engineering Co (Singapore) Pte Ltd.

Instruction to Tenderers

10) Shanghai Tunnel Engineering Co (Singapore) Pte Ltd shall not be obligated to accept the lowest
or any Tender, and no reason shall be assigned for any such decision not to accept.

11) Goods and Services Tax

The Tender Sum including all rates and prices submitted by the Tenderer in his Tender shall be
exclusive of any tax levied on the supply of goods and services (the “GST”) pursuant to the
Goods and Services Tax Act (Cap. 117A) (the “GST Act”).

The Tenderer shall include a copy of the certificate of registration of his GST status under the
GST Act, or an approval letter from the Comptroller of Goods and Services Tax (only where no
certificate of registration has been issued to the Tenderer by the Comptroller of Goods and
Services Tax), with the tender submission.

12) Commencement and Completion of Works

Commencement and complete the whole of the works by the dates as below:-
a) Commencement date : 1 Sep 2023 (Tentative)
b) Completion date : 20 Sep 2023

Acknowledgement
Please acknowledge receipt all the Tender Document (Appendix A to Appendix K included this
instruction to tenderers) by signing the Acknowledgement section below and return a copy of this
letter by email no later than 05-08-2023.
