INTRODUCTION

The 1987 Constitution, Article II Section 14 in the Declaration of


Principles states, “The State recognizes the role of women in nation-
building and shall ensure the fundamental equality before the law of
women and men.” Article XIII Section 14 further assures that
“protection to working women by providing safe and healthful
working conditions taking into account their maternal functions, and
such facilities and opportunities that will enhance their welfare and
enable them to realize their full potential in the service of the nation.”

Pursuant to this Constitution, the Philippines commits itself to


achieving the Millennium Development Goals more specifically goal
number three which “requires governments to promote gender
equality and empower women.”

In fulfillment of this commitment, Republic Act. No. 9710 was


established defining the Gender and Development Program as the
“development perspective and process that is participatory and
empowering, equitable, sustainable, free from violence, respectful of
human rights, supportive of self-determination, and actualization of
human potential. It pursues to achieve gender equality as a
fundamental value that should be reflected in development choices
and contends that women are active agents of development, not just
passive recipients of development.

Furthermore, Section 1 of Republic Act 6939 stated the declaration of


the State “to promote the viability and growth of cooperatives as
instruments of equality, social justice and economic development.”

PECCAN as a cooperative, commits itself to promote gender equality


and empower women, and crafted this manual to serve as a guide on
mainstreaming Gender and Development programs within the
organization.

Gender and Development focuses on Gender Mainstreaming or a
strategy for:

making women’s as well as men’s concerns and


experiences an integral dimension of the design,
implementation, monitoring, and evaluation of policies,
programs and projects in all social, political, civil, and
economic spheres so that women and men benefit equally.

assessing the implications for women and men of any


planned action, including legislation, policies or programs
in all areas and at all levels.

MECHANISMS AND INSTRUMENTS

PECCAN shall create, appoint, and establish the following


mainstreaming mechanisms and instruments for the
implementation of Gender and development.

Educational & Training


Program

PECCAN shall identify GAD and gender equal related education


and training programs, projects and activities, and allocate
budget hereof. These shall be included in the Strategic or Annual
Plan.

Support System &


Services

PECCAN shall implement other services that address GAD and GE


issues and concerns. It shall develop and establish necessary
support systems that will enhance implementation of gender
equality services.

GAD Focal Person

A GAD Focal person shall be designates by the Board of Directors


from the recommendation of the General Manager. He or she shall
perform this role as an additional function.

Functions and Responsibilities

1. Coordinate and Review implementation of GAD


PPAs based on approved plans and budget.
2. Prepare reports and recommend policy
improvements to GAD Committee.
3. Gather gender-related information data.
4. Provide administrative services to GAD committee.
5. Do other functions as may be assigned relative to
GAD activities.

GAD Committee

The Board of Directors shall create the GAD Committee and appoint
its members. The Committee shall be composed of at least three (3)
members, provided that at least one member shall come from the
Board. The Committee shall elect from among themselves a
chairperson. Committee members shall hold office until replaced by
the Board.

Functions and Responsibilities

1. Conducts Gender Analysis.


2. Develops and recommends GAD and GE policies and
programs/ projects/ activities to the Board of Directors.
3. Monitors and assesses progress in the implementation of
GAD PPAs towards achieving Gender Equality.
4. Submits semi-annual report to the Board.
5. Provides directional guidance in the implementation of
the GAD program.

Education Committee

The Education Committee over and above its functions, as stated in the
PECCAN By-Laws, shall facilitate the conduct of gender advocacy and
promotion through training including in the conduct of Pre-Membership
Education Seminar and/or Basic Cooperative Education Seminar. The
Committee shall capacitate the management staff, the GAD Committee,
Officers and Board of Directors on GAD.

Management

The Management shall assist in the monitoring and implementation of


the GAD programs, projects and activities as well as its corresponding
budget allocation. The management must report and evaluate the
accomplishments of the GAD program.

Board of Directors

The Board of Directors shall act on the reports submitted by the GAD
committee and the management. The Board shall approve GAD and
Gender equal policies including its plan and budget.

Monitoring

The implementation of GAD PPAs shall be monitored. Reports shall be


consolidated and reported to the General Assembly. GAD
accomplishments shall also form part of the report to be submitted to
the Cooperative Development Authority.

POLICIES
1. Presence of sex-disaggregated data on the following factors:
i. Board of Directors
ii. Officers
iii. Management
iv. Members
v. On-the-Job trainees
vi. Participants in cooperative activities such as General
Assembly, Committee meetings, training, etc.
vii. Data on members availing of specific products and services
viii. Data on member's contribution to share capital
ix. Inclusion of LGBTQIA+ in gender data
2. Data of members should include if they have undergone Gender
Sensitivity Training and other GAD-related trainings where the
management shall keep a separate file and update such
information every 2 years.
3. Use of gender-neutral language in documents such as but not
limited to vision, mission, goals, policies, plans, reports and
correspondences.
4. PECCAN shall follow mandates from the Philippine Commission on
Women during the celebration of Women's Month and any other
related activities to signify support to gender equality and women
empowerment.
