The Enhanced Maternal and Child Health Nursing Program in Victoria: A Cross-sectional Study
of Clinical Practice

The Maternal and Child Health (MCH) service in Victoria consists of a universal service,
an enhanced program offering additional support for vulnerable families (EMCH), and a 24-hour
MCH telephone line. Anecdotal information suggests that EMCH programs differ amongst Local
Government Areas. This study aims to investigate this heterogeneity in EMCH programs in order
to guide future EMCH policy and practice. MCH coordinators in Victoria were sent an online
survey in December 2016 (n = 79); of them, 70% (55/79) responded. Descriptive statistics have
been used to analyze quantitative data, and content analysis has been used to look at open-ended
questions. The research reveals that EMCH programs differ significantly across the state. There
are variations in referral and intake criteria, various service models and delivery methods,
varying working conditions for EMCH nurses, problems with data collecting, and a lack of
structured clinical tools. The EMCH program differs significantly between urban and rural
services as well as between privileged and underprivileged local councils. The evaluation of
programs, including outcome measurement and supporting data for program performance, is
hampered by inconsistent service delivery and data collecting.
The Enhanced Maternal and Child Health (EMCH) program has a number of problems
and issues that are covered in the article. These include referral and intake standards, service
models and delivery procedures, EMCH nurses' working conditions, issues with data collection,
and a lack of formal clinical tools. Additionally, it emphasizes how the EMCH program differs
significantly across urban and rural services as well as rich and less fortunate local councils. As a
last point, it is mentioned that irregular service delivery and data collection make it challenging
to quantify results and evaluate program performance. The article as a whole underlines the
difficulties faced by EMCH nurses, from insufficient resources and working conditions to the
absence of standardized treatment instruments. These barriers make it difficult to gather precise
data, which has an impact on how well programs are evaluated. The implementation and
evaluation of the EMCH program are further complicated by the differences between urban and
rural services as well as the various degrees of support from rich and underprivileged local
governments.
