Non gas free tank space:
1. Contains or has a potential to contain an atmosphere that may
expose crew members to the risk of death, incapacitation,
impairment of the ability to self rescue(i.e. escape unaided from
the space),injury, or acute illness from one or more of the
following causes:

 Flammable gas,vapor,or9/7/23 4:38:52 PM mist exceeding 10% of its


lowe flammable limit(lfl)
 Airborne combustible dust at concentration that meets or exceeds
its lfl
Note:This concentration may be approximated as a condition in
which the dust obscures vision at a distance of 1.5m or less.
 Atmospheric oxygen concentration below 19.5% or above 23.5%
 Atmospheric concentration of any substance for which a dose or a
permissible exposure limit has been published as per msds of the
substance
Note:This procedures are not applicable to an atmospheric
concentration of any substance that is not capable of causing
death,incapacitation,impairment of ability to self rescue,injury
or acute illness due to its health effects.
 Any other atmospheric condition that is immediately dangerous
life or health.
Material safety data sheet shall be consulted for permissible
exposure limits(PEL).

CHECK LIST AND WRITTEN PROCEDURES FOR PREPARING AND ISSUING
PERMIT TO CONTROL ENTRY INO NON GASFREE SPACE

 ACCEPTABLE ENTRY CONDITION


THE CONDITIONS(PERMIT,STAND BY PERSONNEL,PPE,OFFICER INCHARGE,
RESCUE AND RETRIEVAL SYSTEM ETC )THAT MUST EXIST PRIOR ENTRY INTO
A NON GAS FREE SPACE AND ENSURE THAT CREW INVOLVED WITH NON GAS
FREE SPACE ENTRY CAN SAFELY ENTER INTO AND WORK WITHIN THE SPACE.

 ATTENDENTS
CREW MEMBERS STATIONED OUTSIDE THE NON GAS FREE SPACE TO MONITOR
AUTHORISED ENTRANT AND PERFORM ALL ATEENDENT’S DUTIES AS PER
ENTRY PERMIT.
The attendent team shall consists of at least one officer and two
ratings experience in the non gas free tank entry and
participated in the non gas free space rescue drills.
 AUTHORISED ENTRANT
A CREW MEMBER AUTHORISED BY MASTER OR CH OFFICER TO ENTER NON GAS
FREE SPACE after taking into consideration his conditions such as
suitability,physique,weight,rest period,mental fitness etc.This
person must be familiar with entry into non gas free space and
must have participated in non gas free space rescue drill.
 ENTRY SUPERVISOR
THE PERSON(MASTER OR CHIEF OFFICER)RESPONSIBLE FOR:
-DETERMINING IF ACCEPTABLE ENTRY CONDITIONS ARE PRESENT IN NON
GAS FREE SPACE
WHERE ENTRY IS PLANNED
-AUTGHORISING ENTRY AND OVERSEEING ENTRY OPERATIONS
-TERMINATING ENTRY
ENTRY SUPERVISOR ALSO MAY SERVE AS ATTENDENT OR AUTHORISED
ENTRANT AS LONG ASHE IS FIT AND IS FAMILIAR WITH THE JOB AT
HAND.
ALSO,THE DUTIES OF THE ENTRY SUPERVISOR MAY BE PASSED FROM ONE
INDIVIDUAL TO
ANOTHER.

THE EQUIPMENT (INCLUDING A RETRIEVAL LIFE LINE,CHEST OR BODY
HARNESS,LIFTING DEVISE-BLOCH AND TRIPOD)USED FOR NON ENTRY RESCUE
OF PERSONS FROM PERMIT SPACES.
 RESCUE TEAM/attendants
CREW MEMBERS TRAINED AND UNDERGONE REGULAR DRILLS ON BOARD IN
CARRYING OUT RESCUE IN NON GAS FREE SPACE

BB)Responsibilities of attendants-Officer in charge at entrance

1. Establish communication by walkie talkie with Chief Officer or


Master.Ensure the safety of crew member working in non gas free
space.
2. Maintain an accurate account of all persons working in non gas
free space
3. Maintain the condition and requirements listed in the non gas
free entry permit.
4. Notify everyone to evacuate the non gas free space if you observe
the conditions in the non gas free entry permit is not being met.
5. Call for help using walkie talkie if an emergency arises.Do not
attempt to enter the non gas free space during an emergency.If
possible an attendent may rescue a victim from a confined space
using a retrieval system and withou additional help if such
rescue does not require entry into non gas free space.
6. Provide the rescue team leader with the Non gas free entry permit
including any information on the events leading upto the
emergency.

Note:The circumstances and condition of the job will determine


the safety requirements. However the steps below are basic to all
jobs:
7. Maintain effective1 and continuous contact with entrant in the
non gas free space.
8. Do not leave your assignment while crew member is inside the non
gas free space except to get help in an emergency.If other duties
require you to leave your assignment ,have all crew members
evacuate the space.
9. Consult chief officer/master if you have any questions regarding
the job.
10.Be alert.Try to anticipateand prevent any condition that would
be hazardous.
11.Prevent the fouling of air line and/or life line.
12.Make sure that you have been trained and are familiar with the
proper use of respiratory equipments on board and or life lines
if required to them.
13.Clean and return special equipment to its original location
upon completing the job.

cc)Non entry rescue of personnel in non gas free space

Crew members who have tried to rescue fellow crew member from non
gas free space/confined space have themselves become victims
because of failure to follow proper procedures.Thus it is essential

that all persons involved with the rescue of personnel from non gas
free /confined spaces knowexactly what to do in such
situations.After summoning for additional help,if possible,
attendents may attempt to rescue a victim from a non gas
free/confined space using a retrieval system,if the rescue does not
require the attendent to enter the space.

A person who has collapsed or appears to be having difficulty while


working in a confined space could be experiencing a heart attack,
heat exhaustion or other illnesses.In such instances:
1. Call chief officer/master by walkie talkie or any available
means for help.Do not attempt to enter the non gas free
space/confined space during an emergency.
2. Attempt to retrieve the person from outside the non gas free
space using a harness retrieval system or other equipment as
used on board.Do not enter the non gas free/confined space or
attempt rescue unless instructed by master/chief officer.
3. Using the retrieval system,remove the victim from the area
immediately.
4. Render first aid once the victim is outside the space as per
Medical first aid guide(MFAG) guide lines. Immediately check
for injuries and treat life threatening conditions.
dd)Attendents/rescue persons

 Each crew member forming the attendent/rescue person team shall


have participated in rescue from non gas free space drill and be
familiar with:
- Rescue procedures for non gas free space.Crew members shall
practice by simulation of making rescue in non gas free space
each voyage prior commencement of operations requiring entry
into non gas free space in addition to the scheduled
drills. These drills should be representative of actual
situations.
- The use of personnal protective equipments(ppe).Mechanical
retrieval device shall be available to rescue personnel from
vertical type,non gas free space.
- The removal of dummies,mannequins or persons from actual or
simulated non gas free space
- First aid and cardio pulmonary resuscitation(CPR)
- Use of oxygen resuscitator on board for persons having
difficulty in breathing and for resuscitation

 Each attendant shall wear protective gears for entry into non gas
free space,breathing apparatus without fitting the mask to face
and a harness attached to one end of a life line by a quick
release catch provided that use of the harness and life line
will not increase the overall risk of the entry or hinder
rescue.The other end of the life line shall be secured outside
the entry opening to the retrieval system or another fixed point
so that retrieval can begin as soon as the attendant becomes
aware that rescue is necessary.

 The attendant/officer in charge shall inspect all personal


protective gears prior use and check that the authorised entrant
is properly attired with chemical gas tight safety gears prior

entry into non gas free space.The office shall also check that
the gas tight gears are tight and breathing apparatus
masks,alarm and pressure is checked for safe entry.Minimum
pressure of breathing apparatus air bottle shall be 180 bars and
alarm shall come on when air pressure is still above 70 bars.
The attendent shall ensure that the authorisde entrant wears
rescue harness with one end of life line attached by a quick
release catch to the harness.The other end of life line shall be
connected to the retrieval system out side the space.
 Attendants/officer in anchorage shall establish communication
with supervisors by walkie talkie prior entry of authorised
entrant into non gas free space
 Establish communication procedure with the authorised entrant
going into non gas free space
 Determine what the hazards are and what factors that might change
them
 Officer anchorage shall continuously monitor and assess condition
of attendants prior to and during non gas free space entry.

ee)Authorised entrant

Should be absolutely clear that he should vacate the non gas free
space immediately when signalled by attendants or at any time if he
feels uncomfortable or experience difficulty to continue
with the job in non gas free space.

1. Prior entry into non gas free space the authorised entrant shall:
 Inspect all personal protective gears to be used prior entry
 Wear Suitable chemical gas tight suit,gloves,boots
 Wear rescue harness with one end of life line attached by a quick
release catch to the harness.The other end of life line shall be
connected to the retrieval system out side the space.
 Wear positive pressure breathing apparatus
 Understand communication procedure with attendants
 Check breathing apparatus pressure is above 180 bar and to leave
Non gas free space when pressure is 100 bar.
 Report to supervisors if he is not feeling well,including
recovering from recent illness,hang over or under influence of
drugs or if they have open sores or skin irritations
 He shall be clean shaven. In order to ensure the breathing
apparatus mask forms a proper seal, no hair shall be permitted
between the face and the breathing apparatus mask.
Note: even one day’s beard growth is sufficient to render the
face mask more than sixty percent (60%)in effcetive.

ff)Non gas free space


Prior entry the non gas free space shall be checked to ensure that
the space is empty,well lit and the tank environment is suitable
for work(i.e.not slippery,not too hot etc).The space shall be

disconnected from all lines to prevent flow of any substance into
the space.

gg)Entry Requirements prior entry into non gas free space

 TERMINAL/PORT AUTHORITIES’MUST BE NOTIFIED AND PERMISSION


OBTAINED IF IN EXCEPTIONAL CIRCUMSTANCES, ENTRANCE IS REQUIRED
INTO NON GAS FREE SPACE,WHEN VESSEL IS ALONGSIDE BERTH.
 During handling and carriage of cargoes producing flammable or
toxic vapors,or both,or when ballasting after the discharge of
such cargo or loading or unloading cargo,cargo atnk lids should
always be kept closed.With any hazardous cargo,cargo atnk
lids,ullage and sampling ports and tank washing access covers
should be open only when necessary.
 Personnel should not enter cargo tanks,void spaces around such
tanks,cargo handling spaces or other enclosed spaces unless:
.1 The compartment is free of toxic vapors and not deficient in
oxygen or
.2 Personnel wear breathing apparatus and other necessary
protection equipment, and the entire operation is under the
close supervision of Master or Chief Officer(Supervisors).
 Personnel should not enter such spaces when the only haztrad is
of a purely flammable nature,except under the close supervision
of a Master or Chief officer(Supervisors)
 Other than for routine chemical spraying during tank
cleaning,permission must be obtained from IMCSC Fleet Technical
Superintenedent and also charterers notified(ATKL)
 Entry should be carefully planned by master and all crew members
involved fully briefed on hazards of operation.
 Master shall appoint attendants and Officer incharge for entry
into each non gas free space
 Supervisors shall ensure that ‘non gas free space entry permit’
Is completed and signed for each non gas free space prior entry.
The permit shall be returned to chief officer by officer
anchorage/attendant.
 Authorised entrant must be well rested,physically fit,good mental
state and good health.
 Entry shall be planned for daylight only.If entry is required
during darkness the tank shall be well lit using pneumatic light
and spare flash light shall be available at tank entrance.
 Consider fire hazards and human stresses caused during entry and
working in non gas free space. (claustrophobia, anxiety, fear,
inconvenience of working with ba sets/harness/lifeline/chemical
suits, high temperature and perspiration due gas tight suit,
dehydration and tank environment)

The following requirements are applicable for entry into non gas
free space :

1. Check and ensure that antidotes for exposure to vapors in non


gas free space is on board and method of treatments for persons
exposed to vapor/liquid is readily available.
2. Only one non gas free space shall be entered at a time.
3. A non gas free space entry permit shall be completed

4. Attendants at the entry point of the non gas free space shall be
provided with complete sets of protective gears, positive
pressure breathing apparatus sets for each attendant with extra
fully charged spare air bottles(more than 180 bar).Keep any
spare Breathing apparatus sets at the entry point.
5. Stand by oxygen resuscitator and 1st aid kit for immediate use
out side non gas free space.
6. The following emergency and support equipments shall be provided
additionally,for entry into non gas free space:
 Safety ropes of various lenths
 Bucket and rope(to lower tools if required)
 Personnel lifting device
 Oxygen resucitator and ist aid kit with anti dotes
 Spare self contained breathing apparatus
 Explosion proof flash lights
 Spare ppe
 Hose connected to fresh water line for decontamination
 Other equipments appropriate to the entry and task at hand

7. Assess condition of attendants and authorised


entrant(physical,health and mental conditions)
8. Keep record of time of entry and exit,name of entrant,pressure
of breathing apparatus air bottles in use at entry and on
stand by.
9. Two way communication with entrant in non gas free space
10.Personal protective equipment deemed necessary
11.A harness retrieval system, unless it increases the risk of
entry of will not contribute to rescue.
12.Attendants/rescue team and means for summoning additional help
is available.(i.e.communication with supervisors)
13.Notification and approval from the IMCSC fleet superintendent
and charterers as required except in situation where there is a
threat to life or property,such as when immediate access/entry
is required.
14.If unexpected hazards arise,the authorised entrant and
attendents within the non gas free space must immediately exit
the space.The supervisors shall be notified so that they can
reevaluate the situation.
13.If entrance is not practicable ,entry should be aborted and
alternate methods discussed with IMCSC superintendent.
14.Atleast 3sets of flash lights shall be available at the
entrance whether by day or night.
15.Attendants to ensure that contact with the authorised entrant
is maintained at all times.From outside the non gas free space
they shall also dispence equipment or materials to authorised
entrant inside non gas free space as required.
They shall report any abnormalities as they are encountered
immediately to the supervisors.
16.on completion of work in non gas free space the officer
anchorage/attendants will verify that:
 Authorised entrant has left the space safely
 All equipments used in non gas free space have been removed
 All openings have been closed

 Return the permit for non gas free space entry to chief officer

hh)Emergency and rescue considerations and victim care

1. In the event of requiring retrieval of victim from the non gas


free space,the following shall be followed:
 Immediately summon the supervisors for emergency personnel for
rescue
 If it is safe to do so,operate the retrieval system to rescue
victim from non gas free space
 When the victim has been retrieved perform first aid or cpr as
necessary to stabilise the victim.oxygen resuscitator can be sued
as required.
 Carry out decontamination of victim and remove contaminated
chemical suit.
 Remove victim to ship’s hospital.seek shore medical advise.
 Record details of emergency as soon as possible after the
emergency has ended.be precise and detailed about the events
prior to,during and after the emergency.
 Master shall notify IMCSC superintendent as soon as possible.
Master may delegate one of the officers to carry out this
notification if he is unable to do so himself.

2. Rescue techniques would be influenced by victim’s condition


3. Immediate evacuation of victim from non gas free space is
required in case of accident.

4. It will not be possible to assess victim beyond ‘ABC’in non gas


free space.
If the victim is to be inside non gas free space for a longtime
give continuous air supply for breathing by changing breathing
apparatus sets or any other means.
It will not be possible to perform CPR in non gas free space
without risking rescuers life,as such immediate evacuation of of
victim from non gas free space is paramount.
5. Try to maintain victims body temperature
6. Incase of any exposure or emergency Comply with the ‘Medical
First Aid Guide For Use in Accidents involving Dangerous
Goods’(IMDG CODE Supplement –2000 edition).
For convenience of of users and to ensure rapid access to the
recommendations in an emergency,the mfag is divided sections
which are grouped to facilitate a three step approach:
 Step 1-Emergency actions and diagnosis
 Step 2-Tables-gives brief instructions for special
circumstances
 Step 3-Appendices-The appendices provide comprhensive
information,a list of medicines /drugs and a list chemicals
referred to in the tables.

The list of chemicals is limited those few chemicals requiring
special treatment.

When prewash as per Marpol annex II is required,permission must be
obtained from Port authority and terminal,well before commencement
of discharge of Cargo.

kk)Circumstances when entry into non gas free tank may be


required:

1)Chemical spraying in tanks

2)Removing unpumpable cargo residues at pump sump when tanks are


cleaned by
ventilation as per marpol annex II

3)Exceptional circumstances

ll)Notifications and considerations before entry into non gas free


Space

-IMCSC FT superintendent must be informed and permission obtained


by master
-If entry is required for cargo operation purposes Charterers
(ATKL) superintendent must also be informed
-Master must consider all all available options to minimise entry
into non gas free cargo tanks.

a)For ventilation/gas freeing after methanol,ethylene


dichloride(edc), methyl tert butyl ether(mtbe)and highly
volatile clean petroleum products(cpp cargoes):

Entry into cargo tanks to remove cargo residue at pump sump can
be avoided by positioning wilden pump after lowering,with rigid
suction pipe(about 1m length)with suction mouth pointing
downwards,from tank hatch only and pumping out the residue.
The pump sump is about 1.5M from the tank lid coaming and the
wilden pump can be positioned from outside tank access coaming.
If required,entry can be made to the platform just below the
Vertical ladder(about 2m downwards from tank lid)to correctly
position the wilden pump.
The wilden pump must be rigged with airhose,suction pipe and
discharge hose ready for use.
After the pump sump residues has been removed,the tank can be
gas freed using dehumidifier fan,air fan and water driven fan.

It has been found that water driven fan/air driven fan used with
chute/duct leading to tank top is most effective to gas free the
tanks efficiently. This will require about 4hrs for each tank.

USE OF INERT GAS FAN IS NOT RECOMMENDED FOR GAS FREEING OF EDC AND
METHANOL DUE TO THE PRESENCE OF HIGH WATER CONTENT IN THE FRESH AIR
DELIVERED VIA DECK SEAL.
THE MOISTURE WILL SERIOUSLY EFFECT PHENGUARD EPOXY COATING(METHANOL
AND EDC)AND ZINC(EDC).

HOWEVER IG FAN CAN ALSO BE USED IN ADDITION TO WATER DRIVEN FAN,AIR
DRIVEN FAN AND DEHUMIDIFIER FANS WHEN GAS FREEING FOR CHANGING OVER
FROM FROM LOW FLASH POINT CPP CARGOES (GASOLENE/NAPTHA)TO HIGH
FLASH POINT CARGOES (GAS OIL/JET FUEL ETC).

Removal of CPP cargo residues into slop tank using methods as per
(a) above will expedite gas freeing operations and for change of
grades.
b)Gas freeing to coating makers requirements during ballast
passage
When sufficient time is available from discharge port to next load
port,the required cargo tanks can be gas freed, using
dehumidifier/water driven fan or air driven fan with chute/duct
leading to tank top,before tank entry is made to remove any
remaining residues.

d)Chemical spraying in cargo tanks

All efforts made to wash cargo tanks to the maximum extent possible
by chemical recirculation undergas free condition.
When chemical spraying is required,then ‘entry into non gas free
tank entry procedures’ shall be followed.

safety gears being used by the authorised entrant.
The authorised entrant is wearing suitable PPE and breathing
Apparatus air pressure is above 180 bar,face mask has been
checked for tightness and ba bottles low pressure alarm tested
and alarm sound at more than 70 bar pressure.

___The rescue harness is being worn by authorised entrant and one


of the life line is attached to the harness by quick acting

catch and the othe end of life line is attached to a strong
point via retrieval system so that the authorised entrant can
be rescued when required by using the retrieval system without
entering the non gas free space.
