Despite Adobe's official statements, Photoshop 2021 does NOT require SSE4. 2 support to run.
The real problem is that:
- The distribution lacks IPP libraries optimized for SSE3 (they are available from Intel)

As of Adobe Photoshop 2021 22.0, you will no longer be able to install Photoshop on computers that do not support SSE version 4.2 or later.

Despite Adobe's official statements, Photoshop 2021 does NOT require SSE4. 2 support to run.
The real problem is that:
- The distribution lacks IPP libraries optimized for SSE3 (they are available from Intel)
- The OpenCV library was built to meet the requirements of SSE4. 2
To fix this, download this library package from any source below (this is the same):

Unzip the archive and copy the libraries to the Photoshop 2021 installation directory (overwrite them opencv_world440.dll on request).

This fixes the problem, PS works just fine.

Please note that this is not a hack or anything like that - these are official libraries from official sources.
The Intel IPP libraries were taken from Intel Parallels Studio XE 2020.1.0 and contain a valid Intel signature.
The OpenCV library was taken from the official OpenCV 4.4.0 release on GitHub (https://github.com/opencv/opencv, build using VC15).
