: Designation & Place 0f Working - Request to do JUSTICE in the PRC 2022– Submitted - Regarding
Ref: G.O.O.No.132/JS(Per)/2023, Dt.23-08-23
*** I Sri __________________(Emp. ID.________) working as _______________ in the office of ________________________________ submit the following few lines with huge mental agony and request to do justice in the PRC-2022.
I am recruited as Assistant Engineer in the year _____, with B.E/B.Tech
(EEE/Mech/ECE/I&C) qualification. I have completed __ Yrs of service in our organization by Aug’2023.
In the reference cited, New Scale (RPS-2022) is implementing as per the
agreement made by some workmen unions/Associations with power utilities. It is noted that the master scale is fixed by restricting the upper cap to Rs.2,59,895/- introducing the Personal pay.
It is to submit that, this fixation of upper limit is seriously affecting my career
prospects. I have __ years of service left in the organization. With the upper limit in master scale, I have to discharge my duties without Annual /Promotional/AAS (SGP/SPP1/SPP2) increments for my remaining service of __years. This would be against the principles of natural justice. This will cause huge financial loss to me and even after attaining the age of superannuation, as my pension would be reduced. I am unable to understand that what crime made by me as I was punished to work without future increments. All other Workmen (WM) employees recruited in the same year are enjoying annual/promotional/auto advancement scheme (AAS) increments and keep on getting financial benefits and I will get stagnated at the upper limit of Rs.2,59,895/- with personal pay which is not counting for DA. The ongoing situation is creating mental agony, distress, in secureness and lifelessness. It is also to mention that, all initial appointment cadre employees except Assistant Engineer (now AEE) cadre who have taken service weightage increments are given opportunity to claim by increasing the time scale up to 50-77 increments. Whereas there is no opportunity given to me to claim the service weghtage increments which I have been already drawn in the previous wage revisions and which is against to the principles of natural justice. Page 1 of 2 In the previous PRC of 2002, 2006, 2010, 2014 & 2018, service weightage increments are allowed in the pay, which is allowed for all purposes. But, these increments are given to reduce the financial burden on the management to avoid giving more fitments to retired employees. When fixing the new scales appropriate corrections are also need to be considered, but no corrections were made. The rate of increment at every stage was not fixed linearly and not as per the formula i.e., 1.3299 times the rate of increment of 2018 pay scales. Further no provision is made in the option for annexed to the Order under reference to continue in the existing pay scales i.e., 2018 scales, which was the usual practice followed in the previous PRCs. There is a very need to mention that, I have been working hard in the interest of organization. There are uncountable number of days I have worked other than office hours and other than working days, late nights to meet the requirements of our organization. I render my service with utmost dedication till now and I am not punished with any disciplinary cases. But, my Annual increments/Promotional /AAS increments are about be stopped in the coming years. Hence, it is requested to kindly take appropriate combination of steps proposed as follows to avoid the loss arising to me due to PRC2022 at the earliest please. 1. Allow annual increments, promotional increments, and automatic advancement scheme increments to me as is done for employees in WM category without any cap. 2. Elongate the scale without Personal Pay. 3. Allow to continue in the existing pay scales i.e., PRC-2018 which allows stagnation, SGP, SPP, Promotional increments without availing fitment benefit of PRC-2022. 4. Or any others steps which will avoid loss to me even in my pension when compared to the colleague employees retires before me on superannuation. I request your good office to kindly arrange for redressal of my grievance at an early date. I will be very grateful to the favorable action taken.
I may also be permitted to approach appropriate authority/forum to represent
and get redressal, if my grievance is not resolved satisfactorily.
