CONTENT

This instruction outlines the rules and regulations governing the proposed electrical connections or
disconnection to or from Saudi Aramco's power transmission and distribution facilities. This instruction also is
applicable to any modifications to the existing electrical connections. The text includes:

1.0 DEFINITIONS & ABBREVIATIONS

1.1 Definitions

Electrical Connections: Any connection or planned future load additions or power generation facilities
to the existing or new underground, overhead, substation, transformer or service equipment of the
power system network for the purpose of importing (additional) respectively exporting electrical power.

Electrical Disconnection: Any disconnection or removal of a load from Saudi Aramco's distribution
facilities. This includes mothballing of facilities.

Proponent of Power Source Facility: This is the proponent organization that owns the electrical
distribution network to which the electrical connection is to be made. Normally for industrial facilities,
it is the proponent owning the plant facilities where as, for communities and installations with a
nominal voltage of 69 kV or higher it is the Power Systems Admin Area.

2.0 RESPONSIBILITIES FOR ELECTRICAL CONNECTION


*2.1 For any project planned under Capital (major and BI-19), Expense, NDE or Non-Capital
requiring electrical connections or additional power capacity requirements for existing
facilities, the Proponent shall, during FEL 2.b DBSP stage, submit their Electrical Power
Connection/Disconnection service requests, through CRM via the menu choices
http://MyHome > Services > CRM > Catalog > Power Systems > Electrical Power Connect /
Disconnect.1

2.2 Alternatively, for projects planned under Capital initially managed by FPD, the requirement
for electrical connections or additional power capacity requirements for existing facilities
can be communicated by letter to the Manager of PSPD2.

*2.3 Power requirement information shall consist of the amount of the power required in kVA,
diversity factor, power demand schedule, load list (if available), voltage level at which the
power is required, location and the date by which the power will be required.

2.4 The entity processing the request shall be the responsible agency for
approval/determination of the most viable and cost effective power source connection for
all new projects or expansion of existing facilities planned under corporate
major capital outlay, BI-19, NDE, and Non- capital. The entity processing the
request will closely coordinate with FPD for power connections for all new projects or
expansion of existing facilities planned under corporate major capital outlay.

**2.5 Off-grid renewable solution shall be pursued in-lieu of medium voltage distribution lines if
the following conditions are met:
2.5.1 The facility total name plate rating of the connected load is less than 200 KVA.
2.5.2 The expected distribution lines required length to power the new load is 1 km or
longer.

**2.6 For the case of replacing existing distribution lines, the economic analysis stipulated in
paragraph 2.5 applies.

**2.7 The economic analysis comparing new or replaced transmission/distribution lines versus
off-grid renewable solution shall be reviewed by PSRD and approved by FPD.

**2.8 The detailed design shall be reviewed and approved by PSRD for all off-grid renewable
solutions.

2.9 Nothing in this Instruction shall be interpreted as prohibiting the attachment of portable
electric tools equipped with approved attachment plugs to the convenience outlets
provided at the unit or facility. The user of such tools shall be responsible for the
satisfactory and safe operating condition of his equipment.

2.10 In addition to meeting the requirements of the Saudi Aramco Drafting Manual, the requester
of the connection shall have the responsibility to assure that "As Built" drawings are
furnished to PSED together with completed and updated drawings of new installations.

3.0 PROCEDURAL MATTERS


*3.1 During FEL 2.b DBSP stage of the project, the applicable Electrical Power Connection/
Disconnection service requests shall be submitted through CRM. All supporting
documents shall be uploaded as attachments in the CRM service request submittal.

3.2 Prior to making any electrical connection, the Department, Division, Section or Unit
Head desiring to make the connection shall comply with the following:

3.2.1 Proposed electrical connections without drawings or project proposal shall require
the preparation of an engineering package consisting of a work order (with
preliminary sketches) or memorandum setting forth the proposed connection to
be made, the type of connection required, i.e. permanent or temporary, and the
kind and type of load for which the service is desired.

3.2.2 This engineering package shall be reviewed and approved by the competent
authority within the proponent organization prior to being uploaded in CRM.

3.2.3 Subsequent design changes in electrical connections after the project proposal
review shall be resubmitted via CRM.

3.2.4 Revisions to previously approved electrical connections caused by construction


difficulties, unforeseen obstructions, or other reasons shall be reviewed and
approved jointly by the proponent's engineering staff and the relevant support
unit of PSED. Approval shall be indicated by a letter of approval, meeting
minutes or red lined prints showing the proposed changes. The red-lined prints
shall be transmitted to the appropriate Engineering Office for revision of the
original drawings.

3.2.5 It must be recognized that switching operations that are necessary to make the
proposed electrical connections require notification to various operating
organizations, and that it is the responsibility of the organization requesting the
connection to provide sufficient prior notice to the concerned Superintendent of
POD, who will schedule these operations accordingly. The responsible
inspection authority shall notify POD that the facility has been installed
according to Saudi Aramco standards and is ready to be energized.

3.2.6 Circuit energization request form shall be completed and forwarded to the
concerned Superintendent of proponent organization.

4.0 ELECTRICAL DISCONNECTION

4.1 The procedure to be followed for electrical disconnection is the same as for an electrical
connection requirement.

5.0 SEC/NATIONAL GRID COORDINATION & CONNECTION ENERGIZATION


*5.1 PSPD shall be the single point of contact agency for Saudi Aramco requesting
power connections to the SEC or National Grid netw ork during FEL 2 phase of a
capital project. Furthermore, PSPD will coordinate and co-sign Memorandum of
Understanding between Saudi Aramco and SEC or National Grid for power
connections with a nominal voltage of 69 kV or higher. FPD may coordinate with
SEC or National Grid during FEL 1 phase of capital projects or during master plan
studies for evaluation of power connection options. Attachment II details the
workflow that will be followed for requesting power connections with a nominal
voltage of 69 kV or higher. As part of this workflow, for FPD to continue the
technical and economic evaluation of the capital investments:
 FPD Manager shall co-sign Memorandum of Understanding between Saudi
Aramco and SEC or National Grid for power connections.
 FPD Manager shall review and concur any material scope changes occurring
during the course of development of Memorandum of Understanding,
Engineering, Procurement, Construction, Operation and Maintenance
Agreement, bid evaluation, award of Lump Sum Turn Key contract(s), design,
engineering and execution phases, to enable FPD to re -assess and evaluate the
project economics with updated information.
 **For any Saudi Aramco electrical scope beyond to the point of interface with
SEC, where the project execution agency elect to award that scope to SEC for
construction, the execution agency shall take the lead in developing the
required agreement with SEC without involvement of FPD or PS in accordance
with the company contracting manual.

**5.2 The project execution agency shall coordinate through Corporate Affairs for any
Saudi Aramco distribution network electrical connection request s of below 69 kV
to SEC or National Grid. The project execution agency shall provide project
information, proposed connection location, connection specification and demand
requirements as part of the request.

5.3 The project execution agency shall coordinate and sign the Power Supply
Implementation Agreement (PSIA) with SEC or National Grid to implement the
project for the power supply plan as defined in the signed Memorandum of
Understanding (MOU).

5.4 Initial requests for energization on a project shall come from the project execution
agency or the Proponent by letter to SEC/National Grid. PSPD and Northern Area
Power Operations Department - Power Operations & Control Division shall be
copied on such a request.

5.5 Energization requirements by SEC or National Grid for Saudi Aramco facilities
shall be coordinated through the Northern Area Power Operations Department -
Power Operations & Control Division.

5.6 Corporate Affairs shall be the liaison agency for SEC's or National Grid ’s request
for power connections to Saudi Aramco power distribution network and
coordination of all such requests between the two corporations including the Land
Use Permit requests for SEC's or National Grid’s underground cables or overhead
power lines as per GI2.716.
