It is recalled that Lango Cultural Foundation had the legality of its


Constitution, installation of His Highness, Won Deo,Won Nyaci YOSAM ODUR
EBII and his leadership challenged; thereby causing the institution to face
challenging situations which it has overcome as it is organized with structural
set up and has a binding Approved Constitutional Amendments, March 2023
Constitution to unite Lango concerted efforts under the guiding principles
agreed to, to form the Cultural Institution above mentioned in the early year of
2000 which led to the installation of Won Deo Won Nyaci in 2005.

Uganda Kings and Cultural Leaders Forum, an inextricable part of the identity
of Ugandans, whose membership comprises the Kingdoms and Cultural
Institutions of Bunyoro, Toro, Buganda, Ker Alur, Busoga, Alur Kwong, Ker
Acholi, Lango, Teso, Rwenzururu, Bunyala, Buruli, Jopadhola, Bugisu, Ankole,
and Koki has been in operation in Uganda since November 2009 is duly
registered.

Following delivery of a ruling by five judges on a Constitutional Court Petition


No.14 of 2017 filed by Advocate Ayena Odongo against the Attorney General,
His Highness Won Deo Won Nyaci Mzee Yosam Odur Ebii, Lango Cultural
Foundation and Eng. Dr Michael Moses Odongo Okune on the 2 nd December,
2022 challenged the installation and incorporation status of Lango Cultural
Foundation.

Traditional leadership is a topical issue because of its importance in revamping


or rehabilitating and has always been shared in churches, cultural meetings
and above all the Parliament of the Republic of Uganda.
Won Nyaci is a representative of clan leaders and chosen by the council of
Owitong (Clan heads) to represent their interest, initiate, stimulate, support
and maintain cultural and social unity and cooperation among the Lango by
forging and promoting unity amongst all the Lango clans to achieve a single
and, strong social and cultural community.

The abolition of all traditional or cultural institutions in Uganda, Lango


inclusive in 1967 which took 26 years in 1993 for them to be restored by the
NRM government to promote unity on account of common origins; peace and
reconciliation; conservation and preservation of their heritage; and also foster
economic development. It was followed by the provisions of Article 246 (2) and
(6) of the 1995 constitution of Uganda and the Institution of Traditional
Leaders or Cultural Leaders Act, 2011 which recognized and had them gazetted
with their rightful Cultural Heads by the Minister responsible for culture.

Before the promulgation of the 1995 Constitution the people of Uganda had
clans and other traditional leaders from time immemorial.

It was on this premise that His Excellency President Museveni on May 16,
2023 praised the Lango Cultural Foundation at Baralegi State Lodge in
Okwang sub-county, Otuke District for developing strategic economic plans
aimed at making the people of Lango sub-region join the money economy and
eradicate poverty in their households.

That following the finding and wise counsel by their Lordships Cheborion
Barishaki, Stephen Musota, Muzamiru Kibeedi, Irene Mulyagonja and Monica
K. Mugenyi the Justices of the Constitutional Court that Lango Cultural
Foundation was not an incorporated body, whereof an immediate application
was made and Iam happy to announce that the Government of Uganda has
fully registered Lango Cultural Foundation (Ker Tekwaro Lango) and issued a
certificate of incorporation that settles the issues of Lango fundamental right to
culture, to take part on an equal basis with others in cultural life, practicing
and enjoying our customary norms and values including choosing our cultural
Leaders.
