MINUTES OF THE 9TH REGULAR SESSION OF THE BARANGAY COUNCIL OF GALAS


HELD AT BARANGAY SESSION HALL, GALAS, DIPOLOG CITY ON MAY 3, 2021 AT 1:30
P.M.

The 9th Regular Session of the Barangay Council of Galas was called to order by the
Chairman, Hon. Elmer B. Vallecer.

The opening prayer was led by Hon. Artemio B. Timonan, followed by the singing of
the Philippine National Anthem.

Roll call followed after the opening prayer.

Since all members were present during the session, the Chairman declared the session
in quorum. The Order of Business was read by the Secretary after the roll call as follows:

Hearing no insertions to the Order of Business, Hon. Duaso moved for its adoption and
unanimously seconded by the body. Hearing no objections to the contrary, the Chairman
declared the motion approve.

Since there were visitors during the session in the person of Mr. Philip S. Mutia, Ms.
Joviemae Q. Tampon, Ms. Jeudjet S. Jumuad, Hon. Timonan moved for the suspension of the
rules to accommodate their concerns and duly seconded by Hon. Duaso. Hearing no
objections to the contrary, the Chairman declared the motion approve.
The representative of the day care and childhood care worker was the first person
catered by the body during the session. In behalf of the six, day care and childhood care
worker, Ms. Jeudjet S. Jumuad concern was that they are beginning the mapping and they
are in need of 300 copies of Form 1 – Family Profile and Form 2 – Children’s Profile for the
family profiling of the children.

Nurse Joviemae Q. Tampon was the last visitor catered by the body during the session.
Her concern mainly is regarding the Covid-19 vaccination for the Barangay Galas. The
Punong Barangay mentioned that he called Ms. Donna and informed her that the Galas
National High School was not accepted as the Covid-19 vaccination site and he will look for
an alternative site for the said vaccination. He added that Ms. Donna mentioned that they
are making the convention center as the Covid-19 vaccination site for all the Barangays and
just to be scheduled per barangay. The Punong Barangay added that if possible the venue
should had an air condition to avoid the residents for getting high blood pressure because
during the previous Covid-19 vaccination they notice that most residents due to the heat
get high blood pressure. It was inform that in Galas Elementary School and Galas National
High School not allowed as the Covid-19 Vaccination site. It was mention by the Punong
Barangay that he had a conversation with the superintendent Mr. Virgilio P. Batan Jr.
regarding the Galas National High School as the Covid-19 vaccination site and it was inform
that the said venue was not allowed by the Secretary. The Punong Barangay advised the
council especially the elderly to be careful in going out due to the high number of Covid-19
cases in our city with our Barangay having 17 active Covid-19 cases. It was inform that
persons with high blood will be vaccinated as long as during the checking for the blood
pressure is normal. They informed the body that those persons with serious medical
conditions to be vaccinated as long as they request clearance from their doctor.

Hearing no other concerns to discussed, Hon. Osorio moved for the resumption of the
rules and duly seconded by Hon. Juvinal Z. Bustaliñ o. Hearing no objections to the contrary,
the Chairman declared the motion approve.

In item number 4, Privilege Hour, the Hon. Duaso, Hon. Bustaliñ o, Hon. Timonan and
Hon. Osorio, manifested to reserve their concerns in the Unassigned Business.

In item number 5, Hon. Carpitanos moved for the adoption and approval of the
minutes of the 8th Regular Session on April 19, 2021 and duly seconded by Hon. Enderez.
Hearing no corrections and comments to the previous minutes, the Chairman declared it
approved and adopted.

In item number 6, the body first treated the letter from the Office of the City
Environment and Natural Resources under item number 6.1. It is about the second
evaluation for the Annual Search for the Cleanest and Greenest Barangay Awards on May
2021. The Punong Barangay mentioned that recently the barangay honestly is not clean
due to the dump truck that is still in repair. Hon. Juvinal Z. Bustaliñ o was task to make fast
the process and follow up the repair of the dump truck. Due to the ongoing repair, there is
no regular collection of garbage done by the barangay in all Sitios, which greatly affects the
cleanliness of the surroundings of the barangay. SK Chairwoman read and discuss the
summary of results of evaluation from the period of January to December 2020. Further
discussions regarding the subject matter was involve by the body.

SK Chairwoman Cuenca moved and passed a resolution allocating the amount of


forty thousand pesos (Php 40,000.00) for the improvements of the cleanliness of the
Barangay Galas and duly seconded by Hon. Duaso and Hon. Bustaliñ o. Hearing no
objections to the contrary, the Chairman declared the resolution approve.

Since there were no items number: 7. Report of Standing/Special Committee, 8.


Unfinished Business and 9. New Business, the Chairman proceeded to item number 10.
Unassigned business.

In this time, the reservation of Hon. Duaso during the Privilege Hour was first catered
by the body. Her concern was about the computer if it was already canvassed by Hon.
Enderez and Hon. Timonan because it is need in the barangay. Hon. Timonan said that they
thought it was not to be continued anymore that’s why they haven’t done the canvassed
yet.

Hon. Duaso moved and passed a resolution allocating the amount of six thousand
eight hundred forty three and twenty centavos pesos (Php 6,843.20) for the leave
credits of former barangay secretary Ms. Elmi Grace S. Banse and duly seconded by
Hon. Carpitanos. Hearing no objections to the contrary, the Chairman declared the
resolution approve.

Hon. Juvinal Z. Bustaliñ o was the next person to be catered by the body. He stated that
since the barangay has fund for the barangay disaster he asked if the barangay could add
Handheld radios and two android phones for the use of implementing s-pass. He added that
handheld radios could be given to barangay councilors to monitor the Barangay Tanods in
each sitios if every person on duty is doing their job.

Hon. Bustaliñ o moved and passes a resolution allocating the amount of one
hundred fifty five thousand pesos (Php 155,000.00) for the additional handheld
radios and two android phones to be used in implementing s-pass in the barangay
hall galas, dipolog city and duly seconded by Hon. Duaso and Hon. Osorio. Hearing no
objections to the contrary, the Chairman declared the resolution approve.

Hon. Artemio B. Timonan was the next person catered by the body. His concern was
about the fuel used by the barangay vehicles to be paid. Further discussions regarding the
said matter was involved by the body.

SK Chairwoman Ma. Kate Ivory M. Cuenca was the next person catered by the body.
She address that the check book for the SK Funds has already been receive but the
allocated SK funds has not been deposited yet. The SK Chairwoman was urging the
treasurer to transfer the SK funds. The Treasurer appeared during the session and
manifested that the said SK funds was ready to be transfer. Her next concern involve about
handling VAWC. Further discussions regarding the said matter was involve by the body.
Her next concern was about the SK profiling which will be distributed to all youths in the
barangay but since there is a health risk due to the high number of Covid-19 cases within
the city it will be risky. She added what could be the alternative to this.

Hon. Timonan moved and passed a resolution allocating the amount of four
hundred nine thousand one hundred sixty two and eighty centavos pesos (Php
409,162.80) for the installation of Solar Street Lights at Sitio Tubod going to Sitio
South Baybay and duly seconded by Hon. Osorio. Hearing no objections to the contrary,
the Chairman declared the resolution approve.

Hon. Osorio moved and passed a resolution allocating the amount of one hundred
thousand pesos (Php 100,000.00) for the completion of the barangay hall Galas,
Dipolog City and duly seconded by Hon. Duaso. Hearing no objections to the contrary, the
Chairman declared the resolution approve.

Hon. Timonan moved and passed a resolution allocating the amount of one
hundred ninety-nine thousand four hundred eighty four pesos (Php 199,484.00) for
the midyear bonus in our barangay and duly seconded by Hon. Bustaliñ o and Hon.
Osorio. Hearing no objections to the contrary, the Chairman declared the resolution
approve.

Hon. Merel Z. Osorio was the last person catered by the body. His concern was about
the budget for the Araw ng Galas which there is an allocated funds amounting to Php
180,000.00. Since there will be no physical activities during the said event due to the Covid-
19 he suggested to the council to allocate the funds to whatever they may deem important
for the residents of the barangay with the permission of the COA.

Hon. Osorio moved and passed a resolution allocating the amount of one hundred
eighty thousand pesos (Php 180,000.00) for the Araw ng Galas celebration and
unanimously seconded by the body. Hearing no objections to the contrary, the Chairman
declared the resolution approve.

Hon. Osorio moved and passed a resolution allocating the amount of one million
pesos (Php 1,000,000.00) for the road concreting at Sitio Paraiso Galas, Dipolog City
and unanimously seconded by the body. Hearing no objections to the contrary, the
Chairman declared the resolution approve.

Finally, the 9th Regular Session was declared adjourned by the Chairman at 3:05 P.M.
through the motion of Hon. Duaso and was unanimously seconded by the body. The closing
prayer was led by Hon. Artemio B. Timonan.

Session of the Barangay Council of Galas held at Barangay Session Hall on May 3, 2021 at
