MINUTES OF THE 7TH REGULAR SESSION OF THE BARANGAY COUNCIL OF GALAS


HELD AT BARANGAY SESSION HALL, GALAS, DIPOLOG CITY ON APRIL 5, 2021 AT 1:30
P.M.

The 7th Regular Session of the Barangay Council of Galas was called to order by the
Chairman, Hon. Elmer B. Vallecer.

The opening prayer was led by Hon. Juvinal Z. Bustaliñ o, followed by the singing of
the Philippine National Anthem.

Roll call followed after the opening prayer.

Since all members were present during the session, the Chairman declared the session
in quorum. The Order of Business was read by the Secretary after the roll call as follows:

Hearing no insertions to the Order of Business, Hon. Duaso moved for its adoption and
unanimously seconded by the body. Hearing no objections to the contrary, the Chairman
declared the motion approve.

Since there were visitors during the session in the person of Mr. Philip S. Mutia, Ms.
Joviemae Q. Tampon, PCPL Nelson C. Gonzales, PCPL Gezalyn Quinquito and PSSG Jinky A.
Jorozan., Hon. Timonan moved for the suspension of the rules to accommodate their
concerns and was duly seconded by Hon. Bustaliñ o and Hon. Carpitanos. Hearing no
objections to the contrary, the Chairman declared the motion approve.

The representative from the Barangay Health Station, Ms. Joviemae Q. Tampon, was
the first visitor catered during the session. Her concern is the need for resolution of
support regarding the Covid-19 Vaccine. During the schedule for senior citizens, all of those
residents should be present during that scheduled day because the other schedule for the
indigent residents, those senior citizens will not be catered. In addition, she mentioned
there are 1,200 plus encoded with 3,000 plus surveyed of around 19,000 population so
they needed more manpower for the survey. She stated the need for reactivation for the
Barangay Health Emergency Response Team duly the need for new list of name for the
BHERT. Lastly, her letter regarding the broken tiles in our Barangay Health Center in need
of repair.

The representative from the Dipolog City Police Station was the last visitor catered
during the session. Their concern is that the PNP and PDEA with regard against illegal
drugs before the President finish his term hopefully all barangays will be clear of illegal
drugs within this year. They encouraged the barangay officials and their families to
cooperate in reporting any suspicious illegal drug activities and report this to the
authorities in Dipolog City. To mobilized the BPSO of the barangay to assist the PNP in
keeping a sharp lookout in the surroundings of Barangay Galas. The implementation of the
city ordinance with regard to Covid-19 is still in effect and the cooperation of Barangay
Officials is in need more due to many people in Barangay Galas not strictly complying
anymore with the regulations like wearing the facemask. If a resident of the barangay is
found doing illegal drug activities there is a possibility the being of a barangay as a cleared
barangay can be revoked. Curfew still in effect starting from 10:00 p.m. to 4:00 a.m. for
adults and 6pm-6am for minors.

Hearing no other concerns to discussed, Hon. Duaso moved for the resumption of the
rules and unanimously seconded by the body. Hearing no objections to the contrary, the
Chairman declared the motion approve.

In item number 4, Privilege Hour, the Hon. Cuenca, Hon. Duaso and Hon. Osorio,
manifested to reserve their concerns in the Unassigned Business.

In item number 5, Hon. Timonan moved for the adoption and approval of the minutes
of the 6th Regular Session on March 15, 2021 and was duly seconded by Hon. Duaso.
Hearing no corrections and comments to the previous minutes, the Chairman declared it
approved and adopted.

In item number 6, the resignation letter from Ms. Elmi Grace S. Banse under item
number 6.1 was first treated by the body. Since the letter was accepted, the Chairman
proceeded to the next item after reading the letter.

Memorandum Circular 2020-068 – DILG dated March 11, 2021 under item number
6.2 was the second letter treated by the body. It was about the Lifting of Instructions under
the Memorandum Circular 2020-068 or the Postponement of All Administrative Demolition
and Eviction Activities. Since the letter was self-explanatory, the Chairman proceeded to
the next item after reading the letter.

Item number 6.3, letter of Roro Aggregates & Concrete Products Inc., was also treated
by the body. It was about their request for a certificate of verification and no objection on
the cutting of the mentioned trees. Hon. Timonan moved and passed a resolution of
verification interposing no objection in cutting seven mahogany trees and three
mango trees and was unanimously seconded by the body. Hearing no objections to the
contrary, the Chairman declared the resolution approve.

The letter from the Office of the City Mayor under item number 6.4 was also treated
by the body. With this regard, Hon. Timonan moved and passed a resolution of
downloading Php 200,000.00 to the city government of Dipolog, thru the city
treasurer’s office as counterpart to the concrete flooring of the covered court in
Tubod Integrated School and was duly seconded by Hon. Duaso and Hon. Enderez.
Hearing no objections to the contrary, the Chairman declared the resolution approve.

SP Resolution No. 21-657 dated March 23, 2021 under item number 6.5 was also
treated by the body. Herein enclosed returning without favorable action Ordinance No. 18-
002, and to take note of the observations made by the City Legal Office in its 1 st
Indorsement dated October 6, 2020. Hon. Enderez will review SP Resolution No. 21-657
dated March 23, 2021 and what is noted in the resolution to resolve the necessary
requirements for the Barangay Tax Ordinance to be approve by the Sangguniang
Panlungsud (SP).

The body also treated item number 6.6, Memorandum 2021-04 – DILG dated March
25, 2021. With regard to the Observance of Standard Health Protocols during events conducted
in areas of responsibility. Discussion regarding the said matter was involved by the body.

Letter from Aljhem M. Basis a resident here in Barangay Galas under item number 6.7
was also treated by the body. A request for the construction of the road right-of-way at
Purok Eco 5, South Baybay, Galas, Dipolog City. Discussion regarding the said matter was
involved by the body.

In item under number 6.8 a letter from Ms. Joviemae Q. Tampon was treated by the
body. Discussion regarding the letter was involved by the body. Hon. Enderez moved and
passed a resolution allocating an amount of php 30,000 for the repair of the damaged
tiles in the Barangay Galas Health Center and was duly seconded by Hon. Duaso. Hearing
no objections to the contrary, the Chairman declared the resolution approve.

Hon. Cuenca moved and passed a resolution supporting on Covid-19 Vaccination,


Guideline and reactivation of barangay health emergency response team (BHERT)
formation during Covid-19 pandemic and was unanimously seconded by the body.
Hearing no objections to the contrary, the Chairman declared the resolution approve.

Since there were no items number: 7. Report of Standing/Special Committee and 8.


Unfinished Business, the Chairman proceeded to item number 9. New Business, Passage of
resolution for the concurrence of the new appointed barangay secretary, Mr. Nico Glenn L.
So, Hon. Enderez passed resolution concurring the appointment of Mr. Nico Glenn L. So
as new appointed barangay secretary of Barangay Galas, Dipolog City and was duly
seconded by Hon. Duaso and Hon. Osorio. Hearing no objections to the contrary, the
Chairman declared the resolution approve.

In item number 10. Unassigned Business a resignation letter of Mr. Liberto D. Datoy
was catered by the body. Hon. Carpitanos passed resolution concurring the appointment
of Mr. Arcelito C. Alabastro as new appointed utility/driver of Barangay Galas,
Dipolog City and was duly seconded by Hon. Duaso and Hon. Bustaliñ o. Hearing no
objections to the contrary, the Chairman declared the resolution approve.

In this time, the reservation of Hon. Duaso during the Privilege Hour was first catered
by the body. Her concern was first, thankful that before the end of the Holy Week in spite
the heavy rains during the Via Crosses the Chairperson of the Barangay Peace and Order,

Barangay Tanods and the Barangay Captain give the full force of support during the said
event. She also remind about the Chairmanship that whatever is assigned to each person
should be the one to perform if possible. Discussion regarding the said matter was involved
by the body.

The reservation of SK Chairwoman during the Privilege Hour was the second
reservation catered by the body. She informed the body they already have an account in
Landbank but the 10% allocation for SK funds has not been transferred by the Barangay
Treasurer, if the Barangay Treasurer would deposit money on the new account in
Landbank then they can start to withdraw from there. She mentioned that the cheque book
will be given after 3 weeks. Also, the SK Chairwoman mentioned about the Siren, radio and
megaphone. Discussion regarding the said matter was involved by the body. Lastly, she
informed the body the need of a separate room specific for VAWC to accommodate the
victims more comfortably.

Hon. Osorio moved and passed a resolution creating the Barangay Verification
Team (BVT) to conduct initial interview and assessment of complaints received and
submit recommendation to the Local Validation Committee (LVC) during the survey
conducted by the National Household Targeting System for Poverty Reduction
(NHTS-PR) DSWD REGION IX and was duly seconded by Hon. Duaso. Hearing no
objections to the contrary, the Chairman declared the resolution approve.

Finally, the 7th Regular Session was declared adjourned by the Chairman at 4:20 P.M.
through the motion of Hon. Enderez and was unanimously seconded by the body. The
closing prayer was led by Hon. Juvinal Z. Bustaliñ o.
