MINUTES OF THE 17TH REGULAR SESSION OF THE BARANGAY COUNCIL OF GALAS


HELD AT GALAS SESSION HALL ON SEPTEMBER 6, 2021 AT 1:30 P.M.

The 17th Regular Session of the Barangay Council of Galas was called to order by the
Chairman, Hon. Elmer B. Vallecer.

The opening prayer was led by Hon. Artemio B. Timonan, followed by the singing of
the Philippine National Anthem.

Roll call followed the opening prayer.

Since all members were present during the session, the Chairman declared the session
in quorum. The Secretary read the Order of Business after the roll call as follows:

Hearing no insertions to the Order of Business, Hon. Duaso moved for its adoption and
duly seconded by Hon. Florentina C. Martinez. Hearing no objections to the contrary, the
Chairman declared the motion approve.

Since there were visitors during the session from the Zamboanga del Norte Electric
Cooperative, Inc. (ZANECO) and Department of Agrarian Reform (DAR), Hon. Timonan
moved for the suspension of the rules to accommodate their concerns and was duly
seconded by Hon. Duaso. Hearing no objections to the contrary, the Chairman declared the
motion approve.

The first visitors catered by the body was from the Zamboanga del Norte Electric
Cooperative, Inc. (ZANECO), who addressed their concern about their program wherein
they address their program’s concern first to the Provincial Governor’s Office, thru the
Provincial Governor, Hon. Roberto Y. Uy and the Office of the City Mayor, thru City Mayor,
Hon. Darel Dexter T. Uy. They addressed their heartfelt thanks for the support given by the
Provincial Governor, Hon. Roberto Y. Uy and City Mayor, Hon. Darel Dexter T. Uy for their
program especially in the time wherein our country is greatly affected by the pandemic
with also this dreaded delta variant. They mentioned that the position of General Manager
in their company is open for application and that the Zamboanga del Norte Electric
Cooperative, Inc. (ZANECO) in Dipolog City is being handled by the Project Supervisor, Atty.
Rhett Roswell F. Mislang, but they are hopeful they will have their confirm general manager
by this year. Especially since there are a lot of applicants for the said position from the
inside of the company and the outside since it is open for all applicants. They addressed
their concern why they made this program because of the IATF Guidelines wherein it is not
tolerated such gatherings of plenty people. They added that the ZANECO have energized
already 584 barangays. The representatives from the ZANECO addressed their concern that
it has been observed in a lot of barangays, including the Barangay Galas that there have
been a lot of households who are energized through a series connection. In line with the
program of the ZANECO that due to a lot of fees for such and such they waive it for free

except for five (5) pesos membership fee. They mentioned that there are almost ten
thousand households who don’t have KWH meter. They mentioned that only one pesos and
sixty centavos (Php 1.60) from the payment of per KWH and the rest goes to different
payments of the ZANECO. Their program is by bringing their services to all applicants in
bringing their service in the barangay but needed to inform the City Mayor, Hon. Darel
Dexter T. Uy in providing the program since he will issue the temporary permit.

Mr. Allan Sales from the ZANECO was the next speaker to address their concern. Such
as that instead of expensing, a lot in public transportation’s fare their proposal for their
program for the barangay to have an appointed collector for the constituents to pay their
bills from the ZANECO to the Office of the Barangay. Hence, they suggested that twenty (20)
pesos service charge from the consumers should be enough, giving half of it to the collector
and the half to the organization in Galas. Mr. Sales added that in time in the creation of the
small ZANECO organization in the barangay those consumers whose KWH meter is not in
their name will be asked to provide a certification from the barangay. Consumers will be
asked to transfer their KWH meter name in their name. Mr. Sales added that they are open
for orientation for the consumers and will be waiting for a communication from the
barangay for them to conduct the orientation. Urging the Barangay Council if they could
assemble few consumers and contact them. The representatives from the ZANECO
addressed that the small ZANECO which will be organized in the barangay will be
authorized to received complaints from the consumers. Through the orientation the
representatives from ZANECO will explain everything for the concern of the consumers.

The last persons catered by the body are representative from the Department of
Agrarian Reform (DAR). They mentioned that the province has assigned them 11 teams for
11 Barangays to organize Barangay Agrarian Reform (BAR). To organize a BAR Chairman,
Vice Chairman, Secretary and so on. The DAR representatives asked the council to assemble
30-50 ricefield owners for a meeting together with the DAR to be scheduled.

Hearing no other concerns to discussed, Hon. Duaso moved for the resumption of the
rules and duly seconded by SK Chairwoman. Hearing no objections to the contrary, the
Chairman declared the motion approve.

In item number 4, Privilege Hour, SK Chairwoman, Hon. Duaso, Hon. Enderez and Hon.
Bustaliñ o manifested to reserve their concerns in the Unassigned Business.

In item number 5, Hon. Carpitanos moved for the adoption and approval of the
minutes of the 16th Regular Session on August 16, 2021 and duly seconded by Hon. Duaso.
Hearing no corrections and comments to the previous minutes, the Chairman declared it
approved and adopted.

In item number 6. Reading of communications, petitions, messages, etc., DILG


Memorandum Circular No. 2021-091 dated August 18, 2021 under item 6.1 was first treated

by the body wherein the subject is the implementation of a more aggressive PDITR+V
strategy and stronger contact tracing initiatives to contain highly transmissible COVID-19
variants. After the chairman read the memorandum circular, discussion regarding the said
subject was involved by the body.

CSC Regional Memorandum Circular under item number 6.2 was the next item treated
by the body. It was about the 121 st Philippine Civil Service Anniversary celebration.
Discussion regarding the said matter was involve by the body.

DILG Notipikasyong pagpayo dated August 11, 2021 under item number 6.3 was the
next item treated by the body. It was about the “Pagpayo para sa mga pamahalaang local
ukol sa pag-iskedyul ng mga babakunahang indibidwal at pagsunod sa alituntunin ng
national vaccination operations center (NVOC)”. Discussion regarding the said matter was
involve by the body.

DILG Memorandum Circular No. 2021-089 dated August 12, 2021 under item number
6.4 was the next item treated by the body. It was about the “Komposisyon ng mga
sanggunian sa local na pagpapaunlad o local development councils ayon sa seksyon 107 na
kodigo ng pamahalaang local”. Discussion regarding the said matter was involve by the
body.

DILG Memorandum Circular No. 2021-086 dated August 11, 2021 under item number
6.5 was the next item treated by the body. It was about the reiteration of ARTA, DICT, DILG,
DHSUD, DPWH, CAAP, DOH, FDA, NTC AND BFP revised joint memorandum circular no. 01
series of 2021 revising and expanding joint memorandum circular no. 01, s. 2020 or the
“Streamlined guidelines for the issuance of permits, licenses, and certificates for the
construction of shared passive telecommunication tower infrastructure (PTTIs)”.
Discussion regarding the said matter was involve by the body.

DILG Memorandum Circular No. 2021-084 dated August 9, 2021 under item number
6.6 was the next item treated by the body. It was about the “Pagsuporta sa Brigada Eskwela
(BE) 2021". Discussion regarding the said matter was involve by the body.

DILG Notipikasyong Pagpayo dated August 4, 2021 under item number 6.7 was the
next item treated by the body. It was about the “Pagpayo para sa mga pamahalaang local
ukol sa pag-sunod sa alituntunin para sa paggamit ng vaccine administration system at iba
pang paalala. Discussion regarding the said matter was involve by the body.

DILG Advisory under item number 6.8 was the last item treated by the body. It was
about the strict compliance to the National Vaccine Operations Center (NVOC) advisories
and all COVID-19 vaccine-related policies and guidelines. Discussion regarding the said
matter was involve by the body.

Since there were no items number: 7. Report of Standing/Special Committee, 8.
Unfinished Business and 9. New Business, the Chairman proceeded to item number 10.
Unassigned business.

SK Chairwoman Ma. Kate Ivory M. Cuenca was the first person catered by the body. SK
Chairwoman addressed their council’s concern about where they could locate an office, and
then they will purchase office supplies and materials. SK Chairwoman added her concern
that their remaining SK Funds has not yet been transferred in their new SK land bank
account since the COA keep asking her for update. SK Chairwoman mentioned that the
preparation of the Annual Budget for 2022 should be done in the month of September for
the early submission to the Sangguniang Panglungsod (SP).

Hon. Ma. Merlita A. Duaso was the next person catered by the body. Hon. Duaso
addressed the office of the barangay’s concern about a lack of computer sets available for
use. Hon. Duaso also addressed the concern of the Barangay tanods requesting raincoats
and flashlight.

Hon. Ma. Merlita A. Duaso moved and passed a resolution allocating the amount of
ninety thousand pesos (Php 90,000.00) for the purchase of three (3) computer sets
for the barangay hall and unanimously seconded by the body. Hearing no objections to
the contrary, the Chairman declared the resolution approve.

Hon. Juanito Z. Enderez was the next person catered by the body. Hon. Enderez
addressed that he attended a seminar in the Sangguniang Panlungsod (SP). There was an
ordinance with regard the slaughterhouse and the proper procedure of meat shops.
Further discussion regarding the said matter was involve by the body.

Hon. Florentina C. Martinez moved and passed a resolution allocating amount of


one hundred twenty five thousand nine hundred fifty eight pesos (Php 125,958.00)
for the purchase of senior citizen t-shirt uniforms, office supplies and others and duly
seconded by Hon. Duaso. Hearing no objections to the contrary, the Chairman declared the
resolution approve.

Hon. Juanito Z. Enderez moved and passed a resolution allocating the amount of
sixteen thousand two hundred pesos (Php 16,200.00) to defray the expenses (meals
and snacks) to the COVID-19 vaccination team on September 8, 2021 and duly
seconded by Hon. Duaso and Hon. Osorio. Hearing no objections to the contrary, the
Chairman declared the resolution approve.

Finally, the 17th Regular Session was declare adjourned by the Chairman at 4:10 P.M.
through the motion of Hon. Duaso and duly seconded by SK Chairwoman Ma. Kate Ivory M.
Cuenca. The closing prayer was led by Hon. Artemio B. Timonan.
