Hosted by the brothers of the Eta Psi
Chapter on the campus of the
University of Maryland, College Park,
our Province Leadership Team and host
committee have developed a robust
experience this year for your benefit
with the following objectives:

The event programming has been intentionally designed and carefully planned to
create spaces that facilitate the advancement of these goals. So whether you’re
passion is Sinfonia’s music, the arts management business of running a chapter,
the history, symbolism, and philosophy of our traditions and rituals, taking interest
in province level leadership, or the fellowship with brothers during the various
social activities and downtime, we have worked to try to provide an opportunity
that interests and nurtures YOU!

Thank you in advance for your participation and engagement and we look
forward to sharing this exalted experience with everyone in attendance, that you
may carry the light and torch of Sinfonia back to your chapters, communities, and
the world beyond our portals, let it ever shine! May the Spirit of Sinfonia be with

Brothers new, old, and brothers yet to be, let me be the first to
welcome you to the University of Maryland and the Eta Psi
Chapter. We are honored to host the first Province Workshop
of the new triennium, and the first official Province Workshop
for many current collegiate brothers. It is a special year for
Province 27 and a special year for Eta Psi as we celebrate the
65th anniversary of our chapter's installation in a few weeks.
We hope your time here will reflect the charitable nature of our
brothers, and have you leave with all kinds of new wisdom.
Again, welcome to the University of Maryland and Eta Psi, if
you have any questions, suggestions, ideas, please do not
hesitate to seek me out over the weekend. I am excited to
begin this new triennium with all of you. Go Terps!

Originally chartered on February 28, 1958 and reactivated on
April 26, 2015, the Eta Psi Chapter has a longstanding
connection to the University of Maryland School of Music. Many
charter members of Eta Psi were associated with military
bands, which drew them to the D.C. area, and chapter brothers
played a large role in the formation of the School of Music's jazz
program during the 1960s. Since the chapter's reactivation in
2015, we engage students across campus and strive to build a
welcoming community of music-loving men within the School
of Music, holding food and instrument drives, performing for
refugees assisted by the University, and holding regular
concerts throughout the semester.

Meet The
Keynote
Lamar R. Hylton, Ph.D. serves as
Senior Vice President for Student
Affairs at Kent State University. In
that role, he is charged with
leading the university’s Division of
Student Affairs, comprised of 25
departments and over 1500
professional and student staff,
and institutional efforts aimed
toward enhancing the engaged
cocurricular lives of all Kent State
students within the eight-
campus system. He has the
distinction of being the first Black
vice president for student affairs
Lamar Hylton, Ph.D.
in the 113-year history of Kent Commission on
State. Dr. Hylton is also an affiliate Standards Chair & Pi Eta
Charter Member '01
faculty member in the College of Education, Health, and Human
Services’ School of Foundations, Leadership, and Administration at Kent
State.

A native of Columbus, OH, Dr. Hylton received his bachelor’s degree in


Vocal Music-Performance from Morgan State University in Baltimore,
MD; his master’s degree in College Student Personnel from Ohio
University in Athens, OH; and a doctorate in Higher Education
Administration from Morgan State. Dr. Hylton is personally invested in
giving back to the students that he serves. He works towards impacting
academic achievement, college satisfaction, and student success. He has
served in a variety of different roles in fraternity & sorority life, residence

life, student conduct, student activities, commuter student
programs, leadership development, and multicultural affairs. Dr.
Hylton has worked for a variety of institutions, including Goucher
College, University of North Carolina - Asheville, and University of
Minnesota.

Dr. Hylton is a charter member of the Pi Eta chapter of Phi Mu


Alpha Sinfonia Fraternity of America, Incorporated. Since his
initiation in 2001, he has served in a variety of leadership roles at the
chapter, province, and national level, including serving for two years
as Deputy Province Governor for Province 27. Currently, Dr. Hylton
services as the chair of the Commission on Standards and holds an
appointment as Deputy Province Governor for Province 3. He is also
product of the Ohio Wesleyan University Upward Bound Program
and is a first-generation college graduate three times over. His
dissertation research centers around the impact of student-faculty
interactions on the academic achievement and college satisfaction
among Black males who attend predominately White institutions.
He credits the Upward Bound program for providing him the
introduction to a world of endless possibilities and cultivating the
leadership competencies that have helped him succeed in his
professional and personal life. Dr. Hylton is active in several civic and
professional organizations, including NASPA - Student Affairs
Administrators in Higher Education and the Association of Public
and Land-Grant Universities. He also serves on the Board of
Directors of United Way of Portage County and of Portage County
Family and Consumer Services. Dr. Hylton is a proud member of Phi
Beta Sigma Fraternity, Inc., where he most recently served as the
Great Lakes Region - Secretary and the International Director of the
Sigma Leadership Academy.

Dr. Hylton is the recipient of several awards including being named


to the Crain’s Cleveland 40 under 40 list, an American College
Personnel Association (ACPA) Diamond Honoree, the Scott
Goodnight Award winner for Outstanding Service as a Vice
President from the National Association of Student Personnel
Administrators (NASPA) Region IV-East. In 2021, Dr. Hylton was
awarded the NASPA Pillar of the Profession designation, the
highest honor the association bestows upon student affairs
educators. He is the proud husband of Dr. Rhonda Hylton, who is a
tenure-track Assistant Professor in Kent State's College of
Education, Health, and Human Services. They are the proud parents
of two amazing, beautiful and awesome children, Emilee and
Madison.

Alpha Sinfonia in which chapters are resources to each other,
work together to successfully commune at events, and, maintain
high standards in music, membership development, & Fraternal

Attire Pin attire is encouraged throughout the weekend.


In those moments where you are unable to wear
your pin attire, we ask that you proudly wear your
letters.

Parking Attendees of Province Workshop are encouraged


to park in Lot Z or any Lot 1 sublots, which are
large commuter lots adjacent to the Clarice Smith
Center for the Performing Arts. These lots are free
after 4PM and on weekends, but your car cannot
be left overnight. Parking is also available in the
Stadium Drive Garage directly across from CSPAC,
but is paid by the hour.

Province 27,

This has been an amazing weekend together in our noble bond. The work of Sinfonia
continues, with each Brother doing their part. In great fashion, it is necessary to show
our gratitude for those who have supported in making our first province workshop, since
the return to in-person activities, special. The Province 27 Leadership Team would like to
take a moment to thank the following:

It is not easy being responsible hosting such a grandiose event on such short notice,
especially when dealing with institutional red-tape. We would like to thank Eta Psi and
