hence will be given Not Yet Competent as result. Passing mark is 70%.

ASSESSMENT QUESTION:
FMC Corporation Sdn Bhd had being appointed as FM Contractor for Government’s Quarters
(Semi Detached and Terrace Houses types (808 units) buildings in Putrajaya to provide a
comprehensive FM services for a period of 5 years using PWD Facilities & Maintenance Form
2016. As a FM Manager for this project, among your main responsibility is to ensure the entire
project deliverables delivered in accordance with the contractual requirements.
Scope of works
1) The contractor is responsible to maintain all assets and equipment in order to prolong
the lifespan, as intended by manufacturer.
2) The contractor shall maintain the building and its surrounding to a comfortable level,
safe and healthy to the tenant.
3) The maintenance contractor shall appoint the approved specialist pest control services
based on the complaints received from tenant via telephone calls, complaint forms,
facsimile and email or call centre / service help desk.
4) All equipment, plants, tools, materials, works etc, except those ‘clearly specified and
stated ‘not necessary’ shall be deemed to be included in the Contract and shall be
supplied/performed by the contractor.
A performance measurement process would be applied as an agreeable management tool to
reflect the FM Contractor’s performance indicator. The indicators shall also be used as a
measure of the FM Contractor’s performance whether or not affected by a decision or policy
shift already implemented by the FM Contractor.
The FM Contractor’s performance will be monitored on periodic basis using agreed set of Key
Performance Indicator (KPI) which encompasses statement of measurement standards used
to define the actual work delivery against agreed objectives in which the minimum quality of
services to be delivered are being identified and measured against a quantified value.
Based on the above case study, statements and PWD FMM 2016, you are required to produce
the following: -
1) Propose a Contractor’s obligation compliance plan.
2) Propose a template for KPI measurement which shall include KPIs, performance
measurements, target outputs, source of data, ascertained performance deduction
(APD) indicators and parameter unit. (Minimum of ten (10) KPIs)
3) Propose a work/ process flow for change order request which include activities
involved, contracting parties’ responsibilities and documents reference
4) List of main and supporting documents for final account submission to clients
