SOCIOECONOMICASSESSMENTFOR

CENTRALSECRETARIATBADARPURCORRIDOROF DELHIMRTS
DelhiMetroRailCorporation(DMRC)isplanningandexecutingtheDelhiMRTSproject inphases.ThepresentstudyhasbeenundertakenforthesocioeconomicAssessmentfor CentralSecretariatBadarpurCorridorofDelhiMRTSProjectPhaseII. ScopeofWork Thescopeofworkforthisassessmenthasbeenfinalizedasfollows: 1. To carry out socioeconomic survey along the proposed corridor and in the proposedareaforSaritaViharDepottoidentifyProjectAffectedPeople/Project affectedfamilies,developingtheirsocioeconomicprofilethroughsamplesurvey withsamplesizeofapproximately20%anditsevaluation.Informationrelatedto various aspects like demography, occupational details, vulnerable groups, rehabilitationrequirements,institutional/communityaspectswouldbecollected. 2. Tocarryoutenumerationofhousesandstructures,temporary&permanentalong thealignmentandintheproposedareaforSaritaViharDepot.Theenumeration shallbeofallhousesandstructuresrequiredtobeacquiredfortheproject.Person affectedbylandtobeacquiredbytheprojecttobeidentified. 3. Informationrelatedtodetailsofexistingbuildings,businessinstitutions,andcivil amenities like sanitation, water supply, borewell etc would be collected and analyzed.SuggestmethodforrehabilitationofPAPsasperGovernmentpolicies. ObjectivesoftheStudy Thestudyhasbeenundertakenwiththefollowingobjectives: a.) ToassessthesocioeconomicimpactsofDelhiMetroonProjectAffectedPersons/ Families. b.) Toassessthenumberofhousesandstructuresthatwillbeacquiredduetothe constructionofthecorridor. c.) ToarriveatarehabilitationpackageforPAPsasperexistingGovernmentnorms. Methodology TheroutealignmentasshownintheprojectreportofDMRChasbeenconsideredfor carryingoutthesurvey.Specificquestionnairehasbeendevelopedforcarryingoutthe surveyintheaffectedareas.ThesamplequestionnairehasbeenplacedasAnnexure1.

Findings Survey along the route alignment brought out the fact that the proposed corridor is undergroundbetweenCentralSecretariatandJLNstadium. TheMetrolineappearson surfacenearJangpuraandthereafterthewholeroutealignmentisthatofelevatedline ThreeareashavebeenidentifiedwhereclustersofPAPshavebeenlocated.Theyareas follows: 1. HarkeshNagarGBlockadjacenttoZBlockOkhlaPhaseIIIndustries; 2. RajivCamp(MadanpurKhadar/Saidabad)onthemainMathuraRoadfallingin thearearequiredforSaritaViharDepot; 3. ClusterofhutmentsfallingatTuglakabadStationandbetweenTuglakabadand BadarpurStations. Detailedsurveyatthesethreelocationshasbeencarriedout.Ithasbeenfoundthatthere are570ProjectAffectedFamilieswhosespatialdistributionisgiveninTable1. Table 1. Note:PAPsincludefamilies,whichhavetobedisplacedtotally Communityfacilitiesatalltheselocationswerealsosearched.IthasbeenfoundthatThe HarkeshNagarHousesarehavingallthefacilitieswithinhousessuchasdrinkingwater, drainage,sewageetc. Sincethesearethepartofestablishedcolonytheresidentsand ownershaveaccesstoallthecivicamenitiesavailableinthevicinityofthesehouses. AtRajivCampalongthemainMathuraRoad,ithasbeenfoundthattherewereshopsof dailyneeds,tailor,barber,carpenteretc.TherewerethreeborewellsinstalledbyDelhiJal Board,whichareenergized,andtheseareoperatedbyDJBtosupplydrinkingwatertothe residentsofthislocality.Internalroadsarethere.ThereisfacilityofSulabhShauchalaya

(20seatgents+10seatladies)forsanitationpurpose.Thereisonerecreationcenterinthe camp. One temple is there. Medical facilities are available by a private practitioner. Teacher is teaching students privately. Powersupplyisavailable through BSES.Cable networkhasalsobeenseenduringthecourseofSurvey. Thesocialharmonyisobservedandpeoplepresentedthemselvesasawellknitsociety. CommunalharmonyandcooperationhasbeenreportedbythecommunityleadersMr.L.P Yadav,theteacherandMr.GaindaPrasad,aresidentofRajivCamp.Theconstructionof housesisamixedtypehavingafewKutcchaJhuggies,mostlySemiPuccaandagainafew PuccaJhuggies.About15%Jhuggiesaredoublestoried. AtTuglakabadStation,mostoftheaffectedhousesbelongstothetradersofBadarpur supplierswhohaveprovidedtemporaryshelterstotheirmigratorytemporarylabour. TherearehutmentsofSansiCampbehindBadarpurPoliceStation.Theseareonlyhuts withouthavinganycommunityfacilitiesexceptanapproachroad.Thereisnosanitation facilityorelectricityinthesehuts.Onewatertaphasbeenseenontheroadside.Thepeople belongtoScheduledCastesmostlydoingtheworkofshoepolishbywanderingaround. SocialAssessmentofPAPs SocialAssessmenthasbeenmadeonthebasisofdatacollectedfromallthethreespatial locations. At Rajiv Camp, survey team was made to collect data for each and every householdhowever,thepresentreportisbasedonapproximately20%sample. DemographicProfile Samplesizeforthepurposeofthisassessmenthasbeentakenfor115households. SexwisedistributionofPAPshasbeengivenin Table2.Itisobservedthatthereare 53.56%maleand45.44%femalesamongthePAPs.Thesexratioworksoutto867females perthousandmalewhichislowerthanthenationalaverage. CastewisedistributionofPAPsshowsthatthereispredominanceofOBCsamongthe PAPsandtheyaccountfor60.87%.ScheduledCastesconstitute26.97%ofPAPsandthe restsaidtobeforwardCastesareabout12.17%amongthePAPs. AgeofheadoffamilieshasalsobeenconsideredasanindicatorofthePAPs.Families. AgewisedistributionofHeadofFamiliesisgiveninTable3. Datashowthatmostoftheheadoffamiliesbelongstoyoungeragegroup.Morethanthree fourththatisabout75.66%headoffamiliesarelessthan45yearsofageandevenamong thesearound28.70%arelessthanageof35years.Only1.74%headoffamiliesareabove 60yearsage. Thismaymainlybemigratorytendenciesofyoungerpeopleinsearchof employmentwhichgenerallyexistsatnewlyestablishedcoloniesofmigrants. FamilyStructure Familysizehasalsobeenlookedupon.DataisgiveninTable4. Ithasbeenfoundthat aboutonehalffamiliesbelongstoaveragefamilysizeof3to5 members.28.70%familiesarelargerfamilieshaving5to7members.However,about21% familiesaresmallfamilieshaving3orfewermembers.

Ithasalsobeenfoundthat8.69%familiesarejointfamiliesotherwisemostofthefamilies arenuclearfamilies. EducationStatusofPAPs Education status of PAPs has been worked out on the basis of collected information. Datagivenintheabovetableshowthat27.62%populationisilliteratewhereas29.08% populationiseducateduptoprimarylevelonly.40.80%populationhasobtainedmiddleto Secondaryleveleducation.GraduateandaboveisrarelystudiedbythePAPs. EconomicStatusofPAPs Duringsurveyanattempthasbeenmadetoknowtheeconomicstatusoffamilymembers ofPapfamilies.Ithasbeenfoundthatabout27.34%offamilymembersareworkingand therest72.66%familymembersamongPAPsaredependents. OccupationalDistributionofPapsbringoutthefactthatmostofthePAPsareworkingas labourersondailybasis.Thelaboureraccountfor73.97%oftotalworkersamongPAPs. About13percentworkersareinservicewithindustriesandabout5.48workersarealso havingregularworkwiththem.7.54%workersareprofessionalspracticingeitherinthe colonyitselforoutsidetheaffectingcolonyalso. Datahasshownthatmorethan60%PAPfamiliesarehavingMonthlyincomelessthanRs. 2000. About7.83%familiesareabletoearnmorethanRS.5000inamonth. The monthlyincomeofPAPfamiliesisbetweenRs.2000toRs.3000/for17.39%families. RehabilitationandResettlement DisplacementofPAPs incaseofCentralSecretariatBadarpurCorridorisofunique nature.Here,thePapsresidencesarebeingaffectedandtheyarenotsolelydependenton theaffectedareafortheirlivelihood.Thematterofdisplacementhasbeendiscussedwith

thePAPsandtheyhadshowntheirwillingnesstovacatetheareaoncetheyareresettled. Theremaynotbeanysevereresentmentattheseareas. TheresidentialdwellersatRajivCampandatSansiCampmaybeprovidedsheltersatone placebyallocatingland/dwellingunitprovidingthemsimilarspace. TheirrehabilitationwillbedoneinaccordancewithrehabilitationpolicyofGNCTD,Delhi J&JrelocationandDMRChasundertakentosincerelyaddressingPAPsconcerns. DMRCwillinputsupontheGNCTD&DDAtofortheirrehabilitationtobepossible southernareaofDelhi.
