EMERGENCY RESPONSE PLAN

1 AIM

The aim of this emergency response plan is to detail the various measures and
operational actions that need to be undertaken by the company in the event of
any fire or other emergencies such as Hazmat that occur within the installation
in order to minimize injury to personnel and damage to property.

2 SITUATION

This section contains the company’s background information which includes its
nature of business, location, neighbor’s and its inherent risks and hazards.

2.1 INTRODUCTION
UrbanWoods Centre is owned by UrbanWoods Pte. Ltd. which is a multinational
property development company operating in Southeast Asia.
UrbanWoods Centre is a mixed development building consisting of 38 above
ground levels and 3 basement levels. B1 is used as a retail space while B2 & B3
are used as carpark. 1st to 5th storey are shops and 6th to 38th storey are
offices.
Currently the property is managed by Letsdo Property Management Pvt. Ltd..

2.2 AREA OF OPERATIONS

2.2.1 LOCATION OF PREMISES AND ITS MAIN ACCESS ROAD

UrbanWoods Centre located at No 63 Woodlands Industrial Park E9


Singapore 757047. The main access to the UrbanWoods Centre is from
Woodlands Industrial Park E9 road.
Refer to Annex A for the location plan.

2.2.3 LAYOUT OF PREMISES


UrbanWoods Centre is consist of single block. The Building
Management Office, Fire command centre and Security Guard
Reception are located at Level 1. The gross floor area of the car park is
15,000m2 and total gross floor area is 200,000 sqm.
The building is mainly leased to financial firms, legal firms, real estate
firms and InfoTech firms which are located at the Level 6 to Level 38.
There are also commercial/ retail outlets and shops at Basement 1 to
Level 5.
A cafeteria is located at Level 1 with seating capacity of 120 pax and two
outlets which use piped gas for cooking.
The Property is equipped with standby diesel generators and will supply
emergency power for firefighting equipment and essential systems in the
event of disruption to the main power supply. Hence there are diesel
storage tank with capacity of 1000L located at Basement 1.
Refer to Annex C for inventory of flammable/hazardous material storage.
Refer to Annex B-1 to B-5 for the layout plan.

Note:
The Safety Data Sheet (SDS) of the hazardous materials used / stored at
the premises is not included in this ERP. However UrbanWoods Pte. Ltd.
Will ensure that the SDS be located in the Building Management office
and Fire command Centre at Level 1, which is an easily accessible area
and that will be handled to the SCDF responders in times of emergencies.

2.3 SPECIAL HAZARD AND RISK ASSESSMENT

I. Following are the potential hazards identified within the building that may
lead to an emergency situation:
I. Gas leak
II. Diesel spill
To create awareness of potential hazards in the building, common corridors,
vestibules and stairways are to be examined periodically for latent and
readily observable hazards. These hazards if left unattended could become
obstacles in the event of an evacuation. Such hazards are to be reported
immediately to the Management for corrective actions.
(Refer to Annex D for Premises Emergency Data)

I. Gas leak
If odor is detected in the building and it has been assessed to be unsafe,
the following procedures are to be followed:
If the odor is overwhelming, execute evacuation procedures out of the
building and assemble at the Fire Assembly Area.
Switch off main gas supply located at right side of Main Lobby (closer to
the main drop-off). Gas valve Key located at Level 1 Guardhouse.
Open up all windows, doors, panels, etc.
Do not use the cell phone to contact other occupants in building.
Do not smoke or light a match.

Technician/Security to notify SP Services at 1800-752 1800 (24 hours)
(City Gas) for suspected gas leak.
Guardhouse to call SCDF at 995 if fire-fighting or rescue is required.
Guardhouse to contact and inform neighboring building officer in charge
about the current situation, especially buildings located at downwind
areas.

II. Diesel Leak/ Spill


In the event that any spillage or leakage happens, the Duty Manager and
the Security department will be informed immediately by the first person
on-site that spotted the spillage or leakage. Duty Manager to assess the
situation and execute the SOP based on the degree of the Leak/ Spill.

a. Minor Spill / Leak


Use full protective clothing, rubber gloves, rubber boots, and eye
goggles.
Prevent further leakage if it is safe to do so.
For minor spill / leak, contain spills and soak up with suitable
absorbent (spill kit) and forward to licensed waste disposal
contractors for disposal. For the contained spill / leak, render
harmless by careful addition of a suitable reducing agent, such as
sodium thiosulfate solution. Assistance can be obtained from
licensed waste disposal contractors / supplier
b. Major Spill / Leak
If odor is detected or fumes observed in the building and it has
been assessed to be unsafe, the following procedures will be
followed:
Execute evacuation procedures out of the building and assemble
at the Fire Assembly Point.
Switch off main power supply at Main Switch Room.
Open up all windows, doors, panels, etc.
Do not use the cell phone to contact other occupants in building.
Do not smoke or light a match.
Guardhouse to call SCDF at 995, SPF at 999.
SMC to call licensed waste disposal contractors / supplier.
Guardhouse to contact and inform neighboring building officer in
charge about the current situation, especially buildings located at
downwind areas.

2) Emergency / Mitigation Measures


 Smoke curtains & fire extinguishers
 Smoke detectors/ heat detectors & gas leak detectors
 Automatic sprinkler system
 Main & sub fire alarm panel
 DECAM and PA System
In case of emergency, above listed systems/ appliances to be use or
automatically activated to minimize the damage, evacuate the building
occupants on time and notify the relevant parties.
In case of contact with hazardous materials, following actions to be taken
immediately;
Eye Wash eyes thoroughly with water for at least 15 minutes
contact with eyelids held widely open.
Immediately summon for eye doctor / specialist.
Skin Immediately wash off with plenty of water. Any clothing
contact contaminated with sodium hypochlorite should be
removed immediately and washed before re-use.
Summon medical attention for serious exposure.
Inhalation Remove to fresh air and give oxygen if necessary.
Summon medical attention.
Ingestion Don’t induce vomiting. If victim is conscious give plenty of
water. Avoid spontaneous vomiting, which may occur.
Never give anything to an unconscious victim.
Immediately summon medical attention.

3) Safety Control Measures


Daily monitoring by shift personnel and once a year servicing team will conduct
inspection for leakage and provide a certificate
Tenants to submit SDS (Safety data sheet) of flammable and hazardous
chemicals or materials used and promptly update if any changes.
All the fire fighting appliances and equipment to inspect regularly and make sure
in good order.

3 EXECUTION

This section highlights all main credible scenarios (such as fire or Hazmat
incident) and the necessary actions to be taken by the company during
emergency.

3.1 CONCEPT OF OPERATIONS

The emergency operation to be conducted in phases is as follows:


Phase Actions
To notify SCDF and SPF immediately for all
emergency, fire or mass casualty (10 or more
casualties) incidents. To notify other related
agencies (NEA, MOM, etc) and surrounding
companies if necessary.
The alert message or announcement shall be

broadcasted after alarm activation and after
investigation of the alarm had been completed. The
alert message played after investigation of the
alarm may be an evacuation message or
informative message (false alarm, evacuation not
required, etc.), depending on the situation.
Company personnel to conduct evacuation

Phase II (a) and (b) should be conducted simultaneously or as directed by
the Site Main Controller / Site Incident Controller or Fire Safety Manager.

3.2 EMERGENCY ACTIONS TO BE TAKEN

3.2.1 (PHASE I) PROCEDURE TO NOTIFY SCDF, SPF. TO


NOTIFY OTHER RELATED AGENCIES AND
SURROUNDING COMPANIES
Standard Operating Procedures (SOP) to follow in the event of an
emergency (including incidents such as fire / non-fire & mass casualties).
During office hours:
a. Any occurrence of emergency incident of fire, immediately raise the
alarm by breaking the glass of the nearest fire alarm call point
b. The shift supervisor on duty will activate in house emergency
response procedure. The site incident controller (SIC) will be notified
and he will inform SCDF (995) (Control Room by telephone after
initial assessment of the situation. The SIC / FSM will be the liaison
officer with SCDF ground commander. He will provide information
and necessary assistance to SCDF ground commander. Information
to be given to the SCDF shall include the following:
 Location of the fire
 Type of incident
 The flammable liquid /Flammable gas or chemical involved
 Any Casualties Etc.
After office hours:
When a fire or any emergency occur during after office hour, the duty
guard or any personal present at the premises that discovers the fire or
emergency shall immediately:-
a. Call the SCDF 995
b. Raise the alarm by breaking the glass nearest fire alarm call point
c. Contact the key personal as listed in the contact list

3.2.2 (PHASE II a) PROCEDURE FOR EMERGENCY EVACUATION

The main purpose of the emergency evacuation plan is to safeguard


human life in the event of fire or any emergency. Hence this emergency
evacuation plan has been established to provide a systematic and
orderly evacuation plan for the occupants.

The plan is as documented below:


The Emergency Evacuation Team will be consist of key holders from the
Fire Safety Committee:
1) CERT
2) First Aiders
3) Fire Warden
4) FSM
5) Chief Security Officer
6) Chief Coordinator

Each key holder will have their specific roles to-do during such an event.

1st Alarm

When the 1st fire alarm is activated, a general alert announcement will be
broadcast over the public address system.
“Ladies and gentlemen, your attention, please. The fire alarm has
been activated in the building. We are investigating the situation.
Please remain calm and stand-by your speakers for further
instructions. Thank you.”

All key appointments will be on standby at this point of time to verify the
causes and prepare for the evacuation if necessary.

The Fire alarm panel will indicate the floor zone at which the alarm has
been activated. At this point, the Chief Security Officer will proceed to
inform the Decentralized Alarm Monitoring company to notify them of the
floor zone or area that has been activated and isolated. The Chief
Security Officer and Fire warden will then investigate the area at which
the alarm has been activated.

2nd Alarm

When the 2nd Fire alarm is activated, this is the signal to commence
evacuation. Upon confirmation of a fire situation from the key
appointment holders, the evacuation announcement will then be made
via the public announcement system to proceed with evacuation in
phases.
“Ladies and gentlemen, your attention, please. There is an
Emergency situation in the building. Please evacuate by the
nearest exit staircase and obey all instructions given by the fire
wardens. Do not use lifts."

Control Points
Upon confirmation of the fire emergency situation, CERT team, Chief
Security Officer, Fire warden, First aiders and Chief Coordinator will
assemble outside the Reporting Point (Fire Command Centre) to
prepare their equipment before proceeding to carry out their task. FSM
will conduct the briefing to inform them of the Fire Zone and the next
course of action.
The Evacuation Assembly areas will consist of two areas (Primary and
Secondary) which meet the requirement of an Assembly area. It will be
located at the open area outside of the Westrail Building (Singapore) Pte
Ltd. The open area can contain more than 500 people.
The First Aid Point is located at the guard house near the main
entrance/lobby for easy access to ambulances. It will also be located at

the assembly areas in case of any injured victims. The first aiders will be
ready to attend to them.

Key Appointment Holders


FSM- In the event of fire, FSM have to ensure that the Singapore Civil
Defense Force (SCDF) has been notified. FSM will activate the Chief
Security Officer and Fire warden to check on the affected zone/area.
FSM will proceed to the Fire Command Centre (FCC) to ascertain the
location of fire from the main panel and gather reports from the Chief
Security Officer and Fire warden during their checks. FSM will proceed to
activate CERT.
FSM has to ensure the first fire alarm bell has been isolated and the first
announcement has been made on all floors. The CERT team will report
to FSM if the situation is under control.
During the event of evacuation, FSM has to ensure the building
evacuation status is monitored at the FCC.
FSM will be responsible for reporting the condition of fire and number of
missing persons. FSM to update SCDF if there are any unaccounted
personnel.
Fire Wardens – Upon activation of the 1st alarm, Fire wardens shall
check the fire alarm panel and conduct a physical check to determine the
area according to the zone indicated on the fire panel. Fire Wardens shall
report to FCC upon confirming the affected area.
Fire wardens will proceed to prepare for the evacuation upon hearing the
evacuation announcement via the public announcement system.
Fire wardens will check all shops/offices and alert everyone to evacuate
safely in an orderly manner using the nearest exits.
Ensure the person with disability, children, pregnant woman and elderly
are given extra attention during evacuation. They will facilitate the
evacuation for these mentioned people.
Fire wardens have to ensure that all occupants have evacuated
successfully. Report to FCC and assemble at the assembly area to
conduct roll call with the Chief Security Officer.
Chief Security Officer – Upon hearing the 1st alarm, CSO will proceed
to inform DECAMS of the situation. Conduct checks with fire wardens to
ascertain the fire zone according to the fire alarm panel.
Chief Security Officer will proceed to deploy his officers at the ground
staircases exits to usher and guide the occupants to the assembly areas
when evacuation has been declared.
Officers will ensure all main entrances and exits are manned to prohibit
unauthorized entry and conduct patrolling.
Officers will direct the SCDF to the FCC. They will conduct and ensure
the traffic flow is smooth during the evacuation.

CERT – Ascertain the location of the fire from the fire alarm panel. One
from the team member will be deployed at the fire lift level 1 and await
arrival of the SCDF. CERT will be responsible to fight/extinguish the fire
before the arrival of the SCDF.
First Aiders – They will be responsible for preparing the first aid
equipment and setting up of first aid points at the assembly areas as well.
Persons with disabilities- (PWDs) will be evacuated out of the building via
control usage of the fire lift/service lifts. They are to be assisted by the
security team.

3.2.3 (PHASE II b) EMERGENCY ACTIONS TO MITIGATE OR


CONTAIN THE EMERGENCY

3.2.3.1 Emergency Shutdown Procedure


Gas
In the event of a potential gas leakages detected from the gas leak
detector or during a fire situation, personnel shall switch off main
gas supply located at right side of Main Lobby (closer to the main
drop-off).
The gas valve Key located at Level 1 Guardhouse.
The curbside closer to the gas valve is painted yellow for easy
identification.
To open the manhole using the manhole opener to reveal the gas
valve and use the valve key to turn clock wise to cut off the gas
supply.
The shutdown process for gas to be completed within 5 minutes
upon activation.

Diesel
In cases of diesel leaks or spillage, a spillage kit is on standby
to be used to contain the spill and prevent spread or entry into
waterways, sewer, basements, or confined areas. Possible
ignition sources are to be removed (no smoking, flares, sparks,
or flames in immediate area). Equipment that produces sparks
or heat are not to be used in or nearby the spillage area. Diesel
spills are to be absorbed with the spill kit and transfer to
containers for disposal by licensed vendors.
The shutdown process for diesel to be completed within 15
minutes upon activation.

3.2.3.2 Fire Fighting, Hazmat Monitoring,
Containment and Rescue Procedures

Fire Fighting
The CERT team comprises of one (1) Site Main controller, one (1)
Site Incident Controller and four (4) Respond Team Members.
a) Upon hearing the first stage alarm, members of the CERT team
to ascertain the location of the fire from the Main fire panel located
at Main lobby and use the staircase to go to location of the “FIRE”
floor and proceed to the “FIRE” floor via the passageway;

b) The Respond Team will equip themselves with mask &


firefighting equipment to the scene of fire. The Site Incident
Controller is equipped with a walkie-talkie and is to assess the fire
and report to the Site Main controller and Guardhouse.

c) A member of the Security team shall then proceed to the Main


Entrance and wait for the arrival of the SCDF;

d) In the event of a fire attempt to extinguish or control the fire


without taking personal risks before the arrival of the SCDF;

e) If the fire is out of control, the CERT Team is to inform the FSM
and receive further instructions on the next course of actions; and

Hazmat Monitoring, Containment and Rescue Procedures


In the event that any diesel spillage or leakage happens, the Duty
Manager and the Security department will be informed

3.2.3.3 Procedure to Implement In-Place Protection


(IPP)
The signal for IPP will be broadcast over radio or TV after the
sounding of important message signal through the Public Warning
System. The authorities may also conduct a door-to-door
notification.
Upon receiving advice from the authorities to initiate IPP,
announcement should be made through the public address
system of the building to notify everyone to conduct IPP.
The IPP kit should include the following items:

i. Plastic sheets - Pre-cut plastic sheets to fit over any


windows or vents in the IPP room.

ii. Masking tape - Rolls of tape to be used to seal any


obvious gaps around windows and doors and to secure
the plastic sheets over windows/vents.

iii. Battery operated radio with fresh batteries - In the event


of a power outage; a battery-operated radio is necessary
to hear emergency announcements.

iv. The shelter room should also have a telephone for
emergency use only. Stay off the phone during the IPP to
keep lines free for emergency responders.
v. Optional items include :
(a.) 1 torchlight with fresh supply of batteries
(b.) Bottled drinking water (if there is no access to
running water in the room selected)
(c.) Non-perishable food supply for at least one
meal
(d.) Mobile phone (if there is no hard-wired
telephone in the room selected)
(e.) TV for tuning in to emergency messages
Check your IPP kit on a regular basis to ensure that the
necessary items are readily available at all times.

An EMC is formed to achieve the above objective. It shall comprise
the following person:
i. FSM / Coordinator

iv. Customer Service Officer

vi. Mechanical Ventilation Operator
Procedures for conducting IPP
i. The basic steps are:
a) Shut all windows and doors
b) Turn off all air handling equipment (e.g. air
conditioning)
c) Go to a pre-determined IPP room or rooms.
d) Seal any obvious gaps around windows, doors and
vents with masking tape and cover with plastic sheets
e) Turn on a TV or radio and listen for further
instructions.
f) When the message to terminate IPP is announced,
open windows and doors, turn on ventilation systems
to ventilate the room(s)

d. Additional steps required:
i. Develop an accountability system. You should know who is
in your building and where they are if an emergency
develops. Visitors should be made aware of your decision
to implement IPP if advised by authorities.

ii. Duties should be assigned to specific individuals. Key


personnel should have backups.

iii. Drills should be planned and executed on a regular basis,


at least once a year.

1. ACTION TO BE TAKEN IN THE EVENT OF ACTIVATION OF IPP

a. Announcer (e.g. Counter Staff)


The person who is in-charge of making announcements through the
public address system is to announce the implementation of IPP and
termination of IPP, upon receiving instructions from emergency
authorities or management of the building.

respective floors or as directed by the IPP wardens. Before
leaving, please ensure windows and doors are closed and
machinery and lights are switched off to minimize heat generation.
- While in the IPP rooms, please remain calm and wait for further
instructions.

b. All Occupants
Upon hearing the instructions to execute IPP, occupants shall lock
important files, cash, shut down machinery etc., and remain alert. Do not
make unnecessary telephone calls to verify the instructions to conduct
IPP.
All occupants, guided by their respective IPP Wardens should
immediately evacuate by using the nearest route and proceed to their
pre-determined IPP room when:-
i The announcement for IPP is declared over the public address
system; or
ii Instructed by their IPP Wardens.

There should be enough rooms pre-identified to house all occupants and


any guests (numbers can be estimated based on historical data).
Location of IPP rooms should be indicated in floor plans attached to this
plan. IPP rooms should also be catered for transient population, like
shoppers or visitors to the building, if applicable.

All occupants/staff/guests/customers/visitors should not leave the


building once IPP has been activated.

c. FSM/ Coordinator
In the event of IPP implementation: Ensure that announcement has
been made on all zones.

d. IPP Warden/Asst. IPP Warden


i. On hearing the announcement over the Public Address
System to conduct IPP:
(a) Check all areas within the building e.g. office or guestrooms
and alert everyone under his charge to move in an orderly
manner to their IPP rooms. Each IPP room should have
an IPP Warden.

(b) Ensure that the disabled, children, pregnant women, etc. if
present are given particular attention.

(c) On reaching the IPP room, conduct a roll call of the staff
present using the floor register (as per floor recommended
in Appendix G)

e. Security Executive / Security Supervisor


i. The Security Executive shall ensure that security personnel
are deployed at the ground floor staircases exits to guide
guests/visitors to the designated IPP rooms when the IPP plan
is activated.

ii. Ensure that all main entrances and exits to the building are
adequately manned to guide any transient population seeking
IPP.

iii. To place a signage at entrances to indicate that IPP is in


progress.

f. IPP Team
On entering the IPP room all staff within the room should assist in
sealing up the room. However, it would be beneficial to assign specific
tasks to each staff to co-ordinate the activities
a) Window Sealing Crew – Can start sealing the windows and
vents once they enter the room.

b) Door Sealing Crew – To start sealing the doors only when IPP
warden gives the instruction after conducting roll call.

g. Mechanical Ventilation Operator upon activation of IPP


i. On hearing the announcement to conduct IPP, he/she is to
proceed to the Building Automation System (BAS) room and
disable all air ventilation system to reduce the infiltration of
hazardous air from the outside. This is achieved by accessing
the Facility Management System (FMS). This is a central
control system that manages the entire building facilities.

ii. The ventilation systems include the following: all mechanical


systems drawing air from outside (e.g. staircase ventilation fan,
smoke purging exhaust fan, Make-up air unit (MAU), exhaust fans
for kitchen/ restaurant, lift shaft ventilation, Air Handling Unit
(AHU) and disable all magnetic-held doors).

iii. The piston effect of moving lifts may cause hazardous vapors to
be drawn into the building. All lifts should therefore be homed.
Access via the FMS and home all lifts to the 1st Floor.
h. Upon Termination of IPP
i. Once announcement has been made by emergency authorities to
terminate IPP, he/she will proceed to the mechanical room to turn
on all ventilation equipment. Purging systems can be turned on to
purge any vapours, which may have infiltrated.

2. DUTIES AND RESPONSIBILITIES


a. FSM
i. Represents the management of the building in respect of all
IPP measures.

ii. Has the full responsibility for:


(a) Establishment of a IPP Committee
(b) Training of all occupants
(c) Preparation, drafting, exercising and implementing the
IPP Plan.

iii. Ensure that all staff is familiar with the IPP Plan.

iv. Appoint one person as Coordinator during his absence from


the building.

v. Responsible for the formation and training of the IPP team


from amongst responsible employees who are physically fit
to fulfill this function.

b. IPP Wardens/asst. IPP Wardens


i. Acquaint any new occupant with the IPP Plan including his
specific role (if any) during an emergency.

ii. Be familiar with the IPP Plan and location of the IPP rooms.

iii. Be familiar with the IPP procedures in sealing up a room

iv. Maintain and update a register

v. Liaise and co-ordinate with each other.

c. Security Executive/ Security Supervisor
i. Be familiar with the IPP Plan and floor layout plan indicating
where the IPP rooms are located.

ii. Ensure that the security personnel are well versed with their
roles as described in the IPP Plan.

d. IPP Team
i. Be familiar with the location of the IPP room and its layout
(e.g. where the windows and vents are located)

ii. Be aware of where the IPP kit is kept and be familiar with the
IPP procedures in sealing the room

iii. Responsible for practicing the procedures in the room

e. Mechanical Ventilation Operator


i. Be familiar with the location and operation of the mechanical
ventilation system and controls within the building.

3. IPP DRILLS
a. IPP drills to be conducted once a year.
b. All persons in the building should participate in the drill.

4 SERVICE SUPPORT

This section describes the facilities and equipment that are available to assist
the company in mitigating an emergency.

4.1 FIXED INSTALLATIONS

4.1.1 FIRE / HAZMAT PROTECTION FACILITIES

4.1.1.1 Detection System


The building is protected by an automatic sprinkler system when

Fire Hose Reels
Hose reel are installed at designated locations at the 1st storey,
2nd storey, loading bay and driving range. A fire hose is a high
pressure hose that carries water to a fire to extinguish it. Fire hose
reel is permanently attach to building standpipe or plumbing
system. Special attention must be taken to ensure that hose reels
are not misuse for washing purposes.

Portable Fire Extinguishers


Portable fire extinguishers are located throughout the building in
accordance with Singapore Code of Practice 55:1991 Code of
Practice for use and maintenance of portable fire extinguishers.

Fire Hydrant System


Fire Hydrant System is designed to aid fire fighters in fire-fighting
operation. Fire hydrant installed at clubhouse premises is meant
for fire engine to draw water supply. The hydrant pump can only
be stopped manually to prevent any faulty stopping of the pump in
the event of any fire situation.

Wet Chemical Fire Suppression System


Wet chemical suppression system are designed for use on
Class F fires involving cooking oils and fats, such as lard, olive
oil, sunflower oil, maize oil and butter. It is extremely effective as
the wet chemical rapidly knocks the flames out, cools the
burning oil and chemically reacts to form a soap-like solution,
sealing the surface and preventing re-ignition.

Independent fire tests have established that it is capable of
extinguishing a fire in a deep fat fryer. The extinguisher is easy
to use producing a gentle but highly effective spray. The gentle
application helps prevent hot oil splashing onto the user. An
added benefit is that they are also suitable for use on free
burning materials (Class A) such as wood paper and fabrics,
and are also effective on flammable liquids (Class B).

5.1 COMMAND STRUCTURE

6 PLAN REVIEW & MAINTENANCE

This section details the plan review process. The plan review is to be conducted
on an annual basis.

6.1 COMMUNICATION OF PLAN

Below is the communication flow chart describing how the key personnel are made
aware of various parts of the Emergency Response Plan that they are involved in.

New staff will be required to go through fire safety briefing within 3 months of their
employment. Existing staff shall be subjected to annual refresher training to ensure the
currency of their knowledge of fire safety plans. Members in the FSC are expected to
go through proper training prior to undertaking their respective roles.

6.2 TABLE TOP EXERCISE

The tabletop exercise is intended to assist the management and Fire


Safety Manager of the building to address the needs of the building and
building occupants in terms of coping with an emergency situation.
Throughout the exercise the issues or problems faced by the building
management and occupants pertaining to such an emergency will be surfaced
through on discussion based, assessed and finally addressed with solutions to
ensure that all efforts towards preparation and readiness for the emergency will
be well coordinated and workable.

6.3 CONDUCT OF EMERGENCY DRILL

Emergency Evacuation Drills are conducted at least 2 times a year. The drills
will be discussed in detail during the table-top exercise. The scenario that has
been discussed will be simulated through the drills.
All the Fire Safety Committee will have their predetermined roles during the drill.
Along the drill, the FSM can inject simulated problems relating to the scenario.
The participants will need to find the best solutions to handle the problems.
The FSM and Fire Safety Committee will also take note of any pertaining issues
that can come out during the drill. A table form as shown below can keep record
of the drill findings:
