CHAPTER I

INTRODUCTION

A Community Portal is a website that provides information, knowledge articles,

self-service modules, and a dedicated place for discussion. It could also be developed as a

mobile application. These dedicated online communities serve as a way to educate,

engage, and notify audience members. Content on a community portal should be

regularly updated and contribute to the knowledge base of the community. (Kazmi, 2022)

According to Hunter, a Community Portal is a website that provides relevant

information to a specific group. Local governments and school districts are common

users of online portals as a way to inform their audiences of current news, views, and

activities. An effective portal has regularly updated information, is easy to navigate, and

has a strong online following. It should be dense with up-to-date information that also

links to other websites. A successful online portal is one that has trustworthy content and

a loyal following of regular users who continue to visit the site to find new information.

Also, users are able to use the community portal to look for, discover, follow,

visit, and participate in communities of interest. It is an ideal platform for bringing

people from your community together and increasing their engagement. Community

portals provide a unique platform for your community and create a greater sense of

belonging, all of which contribute to the overall strength of your brand and community

power.

In conclusion, Pag-asa Youth Association of the Philippines or PYAP Community

Portal is a community portal that provides youth members, out-of-school youth and other

personnel of Victorias City an efficient and convenient online process. It aims to create a

new youth experience in which they could easily apply for PYAP organizations without

leaving their homes and have easy access through online that would help people learn

about the organization.

Project Context

The concern of this project is to assist Victorias City's youth organization,

out-of-school youth, PYAP members and CSWDO personnel by creating a portal that is

accessible through an online web-based platform. This portal intent to enhance and

improve inquiring information and utilization. The respondents will be the out-of-school

youth and youth members. Each barangay can inquire, however, limits to 15 to 24 years

old. In addition, this portal can benefit them and those who are in charge of this

organization for easier and faster acquiring of information. This project will last one year

and nine months and will be carried out within Victorias City. All announcements will be

visible in this page if you use this portal. This online platform can help the community to

address problems in terms of applying and obtaining information in PYAP organization.

Purpose and Description

This project, entitled "PYAP Community Portal" aims to create a gateway for out-

of-school youths, PYAP members and CSWDO personnel where they may register, view

any announcements, programs, and social activities, as well as those who are involved in

PYAP organization.

The Out-of School Youth:

This project aims to demonstrate the feasibility of a PYAP Community Portal where they

can register easily without applying their applications in barangay hall and stay informed

of any announcements, programs, and upcoming activities where they can benefit

trainings and many more.

The CSWDO Personnel:

To monitor the portal, members who registered and view any updates, programs, or

activities for the PYAP Community.

The PYAP Members:

To access the portal for them to be aware of any program, updates and upcoming

activities.

General Objectives

This capstone project entitled "PYAP Community Portal" aims to provide an

online web based to develop a computerized portal for out-of school youths, PYAP

members and CSWDO personnel.

Specifically, this capstone project aims to:

1. To determine the feasibility of implementing a web-based for all the out-of

school youths and PYAP members of Victorias City.

2. To develop the system requirement or specifications based on the approved

web-based of the PYAP organizations as used by the out-of school youth,

CSWDO personnel and PYAP member.

3. To develop strategies in maintaining the implemented software and system.

4. To provide an easier and faster way for PYAP members to know any updates of

the organizations.

5. To develop a web-based system for a better accessibility for out-of-school

youths, members and other personnel of PYAP organization.

6. To assist new and inquiring members with regards on the process of

membership specifications.

Scope and Limitations

This capstone project entitled “PYAP Community Portal” is focused on

development and implementation of a web-based that will be implemented for those who

are in charge in PYAP organization. Only the process of membership, announcement,

activities, programs and other information about PYAP are covered in this project.

Definition of Terms

Platform- a means or opportunity to communicate ideas or information to a group of

people

PYAP- (Pag-Asa Youth Association of the Philippines) is a duly constituted barangay-

based organization for some of the out-of-school youth between 15-24 years old who are

clientele of the DSWD.

Portal- a website or web page providing access or links to other sites

Community Portal- an online tool that is created to manage an online community

CSWDO- (City Social Welfare and Development Office) is the local social welfare arm

of the City Government mandated to provide basic social welfare programs and services

to its disadvantaged citizenry.

Utilization – the action of making practical and effective use of something.

CHAPTER II

REVIEW OF RELATED LITERATURE

This chapter primarily presents the different researches and other literatures form

both foreign and local researchers, which have significant bearings on the variables

included in the research. It focuses on several aspects that will help in the development of

this study. The study is generally concentrating on the feasibility of creating a web portal

for PYAP community in Victorias City. The literatures of this study come from books,

journals, articles, electronic materials such as PDF or E-Book, and other existing theses

and dissertations, foreign and local that are believed to be useful in the advancement of

awareness concerning the study.

An Analysis of Health Science College Library Web Portals in Karnataka (Vladimir

Ocennasek (2015)

According to Ocennasek evaluated regional web portals which were based on the

methods of Digital Governance in Municipalities using 12 parameters in area of content

and services. They have focused on the areas of content and services and compared

Czech web portals against Austrian and Swiss web portals. This study found that the

highest number of points go to obtained full score for immediate updates, searchable

database, newsletter subscription, event calendar and capabilities of GIS evaluation

brings insight in matter of increasing attractiveness and website traffic of concerned.

A Study of Web Portal Features as a Knowledge Management System in School

Education (Thakur Ranjit Singh and J. Durga Prasad Rao, 2016)

According to Singh, Rao the development of Web has affected different aspects

of our lives, such as communication, sharing knowledge, searching for jobs, social

activities, etc. The web portal as a gateway in the World Wide Web is a starting point for

people who are connecting to the Internet. The web portal as the type of knowledge

management system provides a rich space to share and search information as well as

communication services like free email or content provision for the users. This research

aims to discover the university needs to the web portal as a necessary tool for students in

the schools to help them in getting the required information. A survey was conducted to

gather students’ requirements which can be incorporated in the portal to be developed.

Community Information Portals: Content and Design issues for Information Access

(Philip Hider, 2014)

In 2014, The researcher finds that the challenge facing portals is not a lack of

information, it is the need to improve the mediation between the community services and

people that CI portals promise useful and usable information for. While public libraries

remain integral to the provision of CI in their geographical area, they now form part of a

larger online network for CI provision, involving a wide range of organizations.

Development of a Web Based Decision Support System to Provide Relevant Climate

Indicators for Climate Change Adaption (Heiko Paeth, 2023)

According to Heiko Paeth (2023) The African continent faces various challenges

and numerous risks due to current and future climate change. To strengthen the resilience

of West African societies in the sectors of agriculture, food security, water and risk

management, adaption measures need to be implemented in time. In the WASCAL-

LANDSURF project, an earth system model for West Africa is developed to enable high-

resolution regional climate change information. The obtained data must be accessible to

the public so that interested stakeholders and smallholders can incorporate them into their

decision-making processes. To realize this, a web based spatial decision support system

(SDSS) is developed with state-of-the-art open-source technologies to give information

on climate change as well as relevant cross-sector indicators.

Enhancing The User Experience of Portal Website using User-Centered Design

Method (Rosa Ariani Sukamto, 2020)

According to Sukamto, many of the activities are done online nowadays. The

portal website is one of the websites that the users need to visit. This makes the portal

website need to meet user satisfaction. The user satisfaction can be reached by increasing

the User Experience (UX) value. User-Centered Design (UCD) is a method used to

develop a product by involving users in its development. Products developed using the

UCD method will have a better user experience so that the users will be more

comfortable using the product. The purpose of this research is to improve UX on a portal

website using the UCD method. The initial value and final product value will be assessed

using the User Experience Questionnaire (UEQ).

Telematics for Community Portal Development (Stephen J. Musgrave, 2015)

According to Musgrave, community portals emanate from information and

communication technology (ICT) applied to community networking, enabling citizens to

access information and services on-line. These telematic portal systems are now deployed

globally, facilitating information services to geographic and virtual communities. The

context of this research study is one of community portals deployed by UK government

local authorities for citizen service interactions. To date there have been few studies that

holistically and longitudinally examine the subject of community portals.

LOCAL LITERATURE

E- Retention: Web-Based Applying Deterministic Approach of HEI Board

Programs (Nicko Alvarez Magnaye, 2023)

According to Magnaye, the system E-Retention Portal was designed with the

primary purpose of helping every student of board programs of MinSCAT Bongabong

Campus to check the result of their academic grades every end of the semester. The

design and implementation of the online e-retention portal assist the students in

managing their academic status that can be viewed on their mobile phones or gadgets.

This system would also help the instructor lessen the time to make data by efficiently

inputting every student’s grade and sending them to the registrar. Rapid application

development (RAD) was utilized to develop the system, HTML as the programing

language, and MySQL as the database Information concerning this work was obtained

through a questionnaire, oral interview, and observation.

Impact of Web Enabled Knowledge Platform: An Analysis (Anurag Scrivastava,

2012)

According to Srivastava, knowledge portal in the study represents the knowledge

organization. Many learners fail to acquire knowledge because of improper school

facilities, faculties residing in remote areas, jobs or business tasks etc. Knowledge

management represents a systematic means of acquiring, sharing and using knowledge

effectively. This paper explores web-based systems to connect learners and faculties

using knowledge management methodologies via a web-based portal. A systems analysis

and design process were done to understand the needs of various stake holders of

education system. Based on these explorations, knowledge portal was developed to fill a

perceived gap in knowledge sharing and accessibility.

Research on Web Portals in Library Environment: A Literature Review (Manisha

Navale, 2016)

According to Navale, this research aims to provide an overview of web portal and

its implication in libraries, which focuses on issues related to the library portals and

importance of portals in a library environment. The review covers literature published in

mainstream library and information science studies. The review was done on literature

published in both academic and professional LIS journals and other documents. This

review reveals that basically seven types of research are being done on library portals: 1)

Evolution of library portals, 2) Role of Librarians in Library portals 3) Design of Library

Portals 4) Library Portals and web 2.0 application and 5) Portal and Web-Enabled

Library Services 6) Usability of Library portals and 7) Evaluation of Library portals.

Predominantly this research is directed towards solving conflicts between Librarians and

users of through the guidelines for effective design and services of library to cater the

the quality of library portals.

Web-Based Information and Entertainment Portal Development Using Igniter Code

Framework (Diondy Kusuma, 2021)

According to Kusuma, the purpose of making this web-based information and

entertainment portal application is to develop a portal that can be used by the public in

obtaining entertainment and information about trends and lifestyle. In addition, this

application is also made with the aim of developing information and entertainment

portals that can facilitate content contributors so that they can share ideas and participate

in the production of content available on this portal. The method used to develop this

web-based information and entertainment portal application is the waterfall method using

the Code Igniter framework. Evaluation of this application is carried out with two

approaches namely questionnaire and comparison with similar applications. The end

result of the development of this application is a web-based portal called Cacta Media

that provides information and entertainment in the form of articles and videos.

Rapid technological development, making the exchange of information becomes

faster and easier. With the advent of wireless broadband Internet can increase the activity

of users to share and get information on the worldwide web. Users are connected to each

other and can share their thoughts, pictures, video and a position where they are with

geographic information. Advancement of technology development for the acquisition of

location and wireless communication technology allows people to add location

information to the social network. A user can easily share some information about some

of the places or locations only through a mobile device.

ADUN e-Community Portal is a web portal that helps the community to voice out

their complaints, dissatisfaction or opinion towards relevant government agency services

in Malaysia. The main significance of this portal is to present an online access portal that

supports back-end management for enforcement authorities twenty-four hours daily. This

portal provides services that community members can observe and interact about the

progress of many troublesome complaints which distracting their district and state

representative can supervise and take action towards particular government agencies that

responsible in handling community’s complaints.

E-Health Portal is a web-based system by which someone can find all the doctors

chambers, private or govt. clinic and hospitals in a specific location at anywhere of this

country by means of location. Specialized doctors and services are also categorized here.

I design and implement such an e-Health portal which can integrate many backend

medical services effectively. Using this system one can easily get a specialist in nearby

location in one’s emergency case and get appointment. The doctors can also track the

history of the patients and can use the information in any need.

In Indonesia itself, the government has established the system of e-Government,

by which one of the forms is a website. In order to accommodate global visitors, the

website contents written from Bahasa Indonesia have to be shifted into English.

Consequently, the process of translation is required. This study aims to analyze the

English translation in the website of Indonesia Information Portal. Furthermore, this

study also intends to investigate the aspects of localization and globalization throughout

the website contents.

The paper promotes the use of ICT for an E-Participation prototype for the Local

Government Unit specifically in the Barangay level. E-Participation provides officials

and the community interaction to produce information concerning policies and decision

making through technological tools. The study incorporates the different types of E-

participation namely E-informing, E-Consulting, E-Involving, E-Collaborating and E-

Empowerment. The main feature of the system will focus on the application of Incident

Mapping. Through this, citizens will be allowed to point areas in the community through

a digital map that requires attention from the barangay officials. Social media integration

is also included to allow the community receives notifications for every update done by

the officials to the website. The paper will focus on the acceptability of the proposed

system for Barangay 343 Zone 44 Sampaloc, Manila towards the implementation of the

E-Participation Barangay Portal prototype.

This paper describes a semantic portal through which knowledge can be gathered, stored,

secured and accessed by members of a certain community. In particular, this portal takes into

account companies and research institutes participating in the E.U. funded thematic network

called OntoWeb. Ontology-based annotation of information is a prerequisite in order to offer the

possibility of knowledge retrieval and extraction. The usage of well-defined semantics allows for

the knowledge exchange between different OntoWeb community members. Thus, members are

able to publish annotated information on the web, which is then crawled by a syndicator and

stored in the portal’s knowledge base. The backbone of the portal architecture consists of a

knowledge base in which the ontology and the instances are stored and maintained. In addition,

ontology-boosted query mechanisms and presentation facilities are provided.

CHAPTER III

TECHNICAL BACKGROUND

The Pag-Asa Youth Association of the Philippines, Inc. or PYAP is a duly

constituted barangay-based organization of the out-of school-youth between 15-24 years

old who are clientele of the DSWD. The PYAP was first incorporated on July 29, 1974

with the SEC under the name of Pag-Asa Youth Movement Inc. and thus become an

affiliate organization of the DSWD.

CSWDO employees in Victorias City are quite busy since they have a lot to do, not only

for the youth but also for various social services that include children, women, PWDs,

senior citizens, and others.

However, PYAP organization have evolved over time but have received less

attention. When it comes to applying, most people inquire about them at their barangay

halls. This is done to make it easier for people to apply to or to inquire since they are not

familiar on how to join the PYAP organizations.

To solve this problem by creating a community portal that is accessible through
