Promotional & Material Assistance for Persons with Disabilities (PWDs) in Davao
City
AdDU Ignatian Advocacy Project

Rationale:

Every single day, human beings progress. We enjoy the changes we experience
in the 21st century—globalization, the transformation of work processes, and the
development of technologies. But one important thing that humans must keep in mind as
the society moves forward, is to keep our development grounded in the pursuit of
inclusion. The rise of digitalization, the growth of e-commerce and the endless
opportunities is expected to be accessed and relished by all sectors of society. Sadly,
studies revealed that instead of experiencing these benefits, people with disabilities
(PWDs) are increasingly at risk from the digital divide, particularly when it comes to their
ability to participate in the labor market.

Based on the 2010 Census of Population and Housing, out of the 92.1 million
household population in the Philippines, 1.44 million persons or 1.57 percent are PWDs
or as the group prefers to call it, differently-abled persons. Specifically, it is projected that
these 1.44 million differently-abled persons rank the highest among Filipinos aged 15 to
49. The Labor Market Intelligence Report (2020) indicated that 10 percent of people with
severe disabilities had never had a job, and only 12 percent had ever had a job. The most
significant percentage of people with disabilities who have ever worked (48 percent), as
well as the highest percentage of people who have never worked (40 percent), are those
with moderate disabilities. Statistics and research also showed that more than half of
people with severe disabilities stated that they were unable to find employment at the time
of their reporting (either due to a health condition or a disability).

There are government works and various entities that focus on helping and
improving the quality of life of the differently-abled persons such as the Magna Carta for
Disabled Persons, and the International Labor Organization. Despite this, it is undeniable
that a lot of the differently-abled persons are still disadvantaged in their search for their
place in the job market to provide, or even sustain their basic needs.

Learning the current situation of the differently-abled persons in the country


motivated the SIP Power Rangers to work with a community in Tugbok, Davao City called
the SAKADAB or the Samahan ng may iba't ibang Kakayahan sa Dabaw—a community
that houses 27 PWDs or differently-abled persons.

This field project is in collaboration with Seniors for Iggy, spearheaded by Mikaela
Balagot. Upon dedicating some time for meetings and discussions, the SIP Power
Rangers together with the Seniors for Iggy, have resolved to put up the following actions
for SAKADAB: providing them psychosocial support through skills training services,
participating in the promotion and marketing of their products, and extending financial
assistance including the distribution of food, hygiene kits and necessary equipment’s for
their day-to-day living. The group will also work with Local Government Units, Non-
government Organizations, the Ateneo De Davao community, private institutions, and
individuals to raise ample funds to help realize the prospected goals of our field project.

This Ignatian Advocacy is aligned with the University's Vision and Mission, as we
are eyeing to reach the PWDs in Tugbok, Davao City; it contributes to and serves
Mindanao. Through this field engagement driven by philanthropic purpose, it promotes
humanity, as the group will extend its help to one of the marginalized sectors in the
community. By immersing ourselves in our partnered community, this project will
hopefully result in lifelong learning and the dialogue between academe and the world of
work.

More importantly, as Sui Generis Leaders, our mission is to help and reach our
people and community. Hence, the group embodies compassionate, entrepreneurial spirit
while aiming to build wealth and its equitable distribution to society. This is done through
our Ignatian advocacy grounded on supporting differently-abled persons to participate in
the workplace and to offer their skills for their own self-sustenance, and support them with
financial and other needed materials to boost their morale. Moreover, the group members,
as Sui Generis leaders, will work with this marginalized community to contribute for our
own development as individuals. Providing the needed assistance for the community by
financial means, assistance on the promotion of products in the market, and psychosocial
support through partnerships and the skills training that we, together with the Seniors for
Iggy, are planning to take action, will transform our members to become AdDU Sui
Generis leaders in our journey of engaging with the SAKADAB community. This, in the
end, hopefully inculcates the values of compassion and social justice within all of us.

What we are looking forward to in the outcome of this Ignatian Advocacy is the
successful promotion and marketing of the differently-abled persons’ merchandise, that
we may be able to help them sell their products to raise funds for their community. The
group also aims to distribute food, hygiene kits, as well as the necessary equipment the
community needs for their daily sustenance. Through this initiative, we are hopeful that
we will be able to impact their lives and touch their hearts, that they may feel empowered
in participating in the workplace and be inspired to pay it forward, to become men and
women for others in general.

Objectives:

The Promotional & Material Assistance For Persons with Disabilities (PWDs) in
Davao City specifically aims to:
● Extend assistance to the SAKADAB Community of differently-abled persons
situated in Tugbok, Davao City through the distribution of hygiene kits and
equipments;
● Encourage differently-abled persons of the SAKADAB Community to work and
contribute their skills for their own self-sufficiency, and to provide them with the
resources they require (both materially and financially) to do so;
● Empower the differently-abled persons of the SAKADAB Community in
participating in the workplace and be inspired to pay it forward, to become men
and women for others in general;
● To forward the Ateneo mission of promoting equitable distribution of wealth
especially to the members of the SAKADAB Community; and
● To live in the examples of St. Ignatius of Loyola and Fr. Pedro Arrupe, SJ of
being men and women for others.
Indicators of Success

The project's indicator of success will primarily identify the markers to be identified
in order to guarantee that the project execution has a direct influence and effect on the
targeted community. As such, the following points will offer particular markers for success
with regards to the income generating service.

● The advocacy is able to generate a hefty or visible amount of money for the
purchasing of hygiene kits and food donations
● The advocacy is able to establish a facebook page that has numerous facebook
engagements in the promotion of the SAKADAB’s merchandise.
● The advocacy is able to house the number of donations to the desired number of
stakeholders.

Stakeholders Involved

Community/Organization/Institution

The chosen community of this advocacy project is the SAKADAB (Samahan ng


may iba't ibang Kakayahan sa Dabaw) located at SAKADAB GK Village, Purok 6-b7,
Los Amigos, Tugbok Davao City.

Target audience/social circle

SAKADAB is a community of persons with disabilities (PWDs) or differently-abled


individuals/patients. Most of them use wheelchairs since their lower extremities are non-
functional primarily due to diseases such as CVA Infarction, Idiopathic Scoliosis,
Poliomyelitis, Rheumatoid Arthritis, and Juvenile Idiopathic Arthritis, and accidents that
result in Spinal Cord Injury. Most are relocated beneficiaries of Our Lady of Victory
Training Center for people with disabilities and families affected by court demolition orders
in the City of Davao. Currently, they live in family-type houses with children and relatives
to assist them, and some live in shared dormitory-type houses. While they do not pay
rental fees for the place, they pay for the electricity and water. The patients from the
community are provided with care and vocational training for their future needs. Activities
such as baking, making handicrafts and woodcraft, and welding are being taught to them,
which they rely on to generate income by selling handicrafts and pastries. Yet, as they
were restarting their operations and recovering from economic loss brought on by the
pandemic, such activities were not enough to sustain their daily needs of food, toiletries,
medicines and blood pressure maintenance, and catheter set supplies.

The members of the advocacy project and in partnership with Seniors for Iggy.
The partner group, Seniors for Iggy, will get in touch with Davao Light and Power Co.,
Inc. (Davao Light) and Aboitiz Foundation, Inc., who are already in partnership with
TESDA (Technical Education and Skills Development Authority) in offering dressmaking
training. With this, the SIP Power Rangers group plans to partner with them through their
Livelihood Recovery Project for Partner Cooperatives and Associations Nationwide
(REstart) program as we envision helping the community generate funds, expand their
sewing and pastry business, and teach them to use online platforms in marketing their
products

Lastly, we would also ask the Local Government of Davao, Non-governmental


organizations, the Ateneo de Davao Community, private businesses and agencies,
families, and individuals to help us raise funds, provide assistance, and especially to give
hope and allow the SAKADAB community to get back on track and start their livelihood
anew.

Phases of Activities

1. Planning
- The advocacy project's planning began on late December 22, 2022, and will end
on December 28, 2022. During this stage, the group met to brainstorm its selected
disadvantaged sector and organize the community services. Consultation and
research were essential at this step to learn more about the stakeholders and the
activities that would be useful to all sorts of PWDs. The Group also put into motion
a partnership with Senior for Iggy Group. The Two groups decided that the SIP
Power rangers would provide an avenue for an income generating service, and at
the same time the Seniors for Iggy would pursue a Livelihood-Skills Training
Development which could go hand in hand for the benefit of the stakeholder.

2. Preparation
- Based on the idea gathered during the planning phase, the formal preparation of
the advocacy project will start on January 23, 2023 with the creation of a
Facebook page that can be utilized by the two groups for the fundraising activity
and promotion of the merchandise created by the SAKADAB community. The
crucial part of this phase is that the group should generate a hefty and visible
amount before the date of implementation as the funds to be used are heavily
reliant on the accumulated funds.

3. Implementation
- The prospective implementation is marked on february 11, 2023. In this phase, the
two groups will be deployed in Los Amigos, Tugbok, Davao City for the handing
over of donations, implementation of service, and the conduct of a program to
commemorate the activity.

4. Evaluation/Reflection
- Estimated date for the evaluation/reflection will be on February 12 - 17, 2023.
