Message from the Minister
Dear Education Stakeholders, Colleagues and Citizens;

The Ministry of Education greets all stakeholders as we prepare for Academic 2023-2024. This year the academic
calendar is being distributed early, giving that all stakeholders including parents need to be prepared for academic
2023 – 2024, well in advance.
I am also pleased to commend education stakeholders in all categories; sponsors, public and private providers,
colleagues in higher and vocational institutions, whose service to country enable us to deliver education even during
emergencies.
This year is the year of our National Elections with a huge number of first -time voters in the school system. The
Ministry encourages all parents, school administrators, teachers and other stakeholders to guide these first time
voters to execute their civic responsibility in a peaceful and respectful manner.

Additionally, all parents, students, teachers and more importantly headmasters and school administrators, and
people of like responsibilities, are requested to think ahead, adopting innovative methods of managing academic
institutions and learning centers, standing ready, should unforeseen circumstances avail themselves.

In consonance with 2022 theme, for the Joint Education Sector Review (JESR) “Transforming Education to achieve
National Growth and Development in Liberia”, the Government of Liberia shall continue to enhance its support and
guarantee every child an education that is transformative for the individual and supportive of the corporate interest
as a nation.
The Ministry of Education shall remain committed to this process, ensuring that the personal goals of those involved
in this sector are realized within reason, as they teach the Liberian children to become relevant and productive
citizens. The overall goal is to make Liberia the place of first choice for all Liberians, especially the youth population
which we understand comprise nearly 65% of the population.

On behalf of all education beneficiaries, I express profoundest gratitude to the Government of Liberia, Development
Partners, Private providers of education, Teachers, Principals, all school staffs, PTA Networks, private citizens and
institutions for the support given to the education delivery system of the Country.

I am privileged to serve with other Ministers in Education, Deputies, and Assistants, supported by several civil
servants (CEOs, DEOs, Directors and the like) whose commitment to the common cause of human development
remains unwavering. While we might have done well, I believe we could have done better and therefore, going
forward and with greater commitment, our combined initiatives will yield such deliverables beyond our
imagination, God being our helper.

MISSION STATEMENT
The mission of the Ministry of Education is to provide quality education for all and prepare future leaders who are
capable of handling the task of nation building, protecting our national heritage and enhancing the socio-economic
growth and development for the sustenance of the Liberian state.
PHILOSOPHY OF THE EDUCATION SYSTEM OF LIBERIA
1. We believe that the 21 st century Liberian Education System will provide equal access to quality education
for all residents, regardless of race, ethnicity, color, creed, gender, special needs, religious, or political
affiliation.
2. We believe that the foundation of this education system is based on the following ‘Core (central) values’;
Accountability and Commitment to duty, Commitment to excellence of performance. Transparency,
Diligence and Moral rectitude.
3. We believe that the 21 st century Liberian Education will subscribe to the Liberian Constitution and the
Universal Declaration of Human Rights which considers education as a fundamental human right.
4. We believe that the 21 st century Liberia Education will promote the health and well-being of its people to
be technologically literate and life-long learners.
5. We believe that the 21 st century Liberia Education will provide a caring, nurturing, safe, and secured
learning environment.
6. We believe that the 21 st century Liberia Education will prepare its people to become productive contributors
to nation building through workforce development.

Preparation
I. Back To School Campaign
❖ Age-Appropriate Enrolment Campaign-
❖ Radio talk shows, jingles, announcements, meetings and flyers will be the highlights of this campaign.
❖ 2023-2024 Academic Calendar Awareness (Radio Talk shows, social media Podcasts, meetings, etc.)
❖ Teacher Professional Development
o All schools are required to plan and provide need based Professional Development
opportunity for all teachers and staff. This should include issues resulting from monitoring
and supervision done during the last school year.
❖ Birth Registration
All schools Administrators are requested to collaborate with nearby public clinics or hospitals to
ensure that Pre-schoolers obtain birth certificate (for those who do not have it).
➢ All parents of Early Childhood Education/Development children (Day-care - Kindergarten II: 2-5
years old) are required to go to the nearest center to obtain a birth certificate for his /her child
II. Renovation, Maintenance and Classroom Preparation
The Ministry will conduct robust monitoring visits to ensure that all facilities for learning are:

a. Renovated and painted
Classrooms are child-friendly (age-appropriate seats, freshly decorated bulletin boards, teaching material,

School Calendar and Information Sheet
a. Every school (public, private, mission or faith
- based and community) is required to submit its Academic
Calendar and Information Brochure to the Office of the District Education.
b. The school Brochure or information sheet should include all information that parents and students need to
know about the school and its operation for the academic year.
c. This should include all fees required for the Academic year.

AGE-APPROPRIATE ENROLMENT
Over-age enrolment is a serious issue in the Liberia school system.

The Ministry is striving toward achieving age - appropriateness at all grades levels. Therefore, the
chart below is meant to guide Registrars, school administrators and parents in the placement students.
a. The Age-Appropriateness chart should also form part of the discussion/ information for parents during
meetings and other engagements.
b. The age-appropriateness chart should be placed in each school brochure or information sheet. It should also
be reproduced on posters and mounted on the bulletin board or on the wall where everyone can see it.

Accelerated Learning Program


a. The Accelerated Learning Program condenses six years of Lower Basic Education (Grades 1-6) into three
years. This curriculum focuses on the core subjects: Numeracy (Math), Literacy (Language Arts), Social
Studies (Work Readiness) and Science (Life Skills). Civics is a stand -alone in the Accelerated Learning
Program.
b. The skills acquired prepare learners for a smooth transition into beginning class of conventional upper
basic school. (Grade 7)

The Accelerated Learning Program can be conducted using any or two of the scenarios that work(s)well for a
school.

Scenario Description
ALP -CS ALP and Conventional classes are conducted alongside each other. This is
possible, provided the classroom spaces and the teachers are available
Exclusively ALP With more than 80% of the enrolment overage, the school is operated as an ALP
school
CS-ALP Shift Operate a shift schedule: CS-morning, ALP -afternoon
Night School Night schools will provide ALP for its learners. This will fast track their
learning.

Accelerated Learning Program Teaching-Learning Materials


a. The Ministry has the ALP and ABE teaching and learning materials available. Master Trainers are also
available at Central and District levels.
b. AE Coordinators can be contacted at the office of the County Education Officers or the Division of
Alternative Education, Bureau of Basic and Secondary Education.

Night Schools
a. Night schools -Night schools are regular academic schools that are conducted between the hours of 5:45
p.m. and 9:45 p.m.
b. Instruction is based on the National Competency-Based Curriculum.

ADMISSION
Grade One
a. All Grade One students should be given a competence-based assessment in basic Literacy and
Numeracy.
b. These assessments are meant to identify the child’s competences in basic literacy and numeracy,
including other required developmental skills.
c. The teacher will use the results to guide the child’s learning.
d. This policy holds for all schools-public, private, mission and faith based.

Note: The assessment result should not hinder a child from getting enrolled into Grade One.

Grade 9 Admission

a. No admission for new students. For continuity, 9 th graders and secondary school students
should remain at the same schools until completion.
b. However, in the case where a school operates exclusively at the Junior High level (Upper
Basic), 9th graders can enrol in other secondary schools.

Note: Admission in Grade Twelve is not allowed!

Eligibility For Promotion
a. A student must earn passing grades in each of the core subjects. (Mathematics, General Science, Social
Studies and Language Arts)
b. A student failing in any one of these subjects passes on condition.
c. A student failing in any two of the core subjects will be required to attend vacation enrichment classes to
be promoted.
d. A student failing three or more of the core subjects must repeat the grade.
Double Promotion (Except for Grades 3, 6, 9, through 12)
A student may be promoted to the next grade at the end of the first semester only based on:
a. Excellent performance in all subjects with a minimum average of 92% in each subject.
b. Being overage for the grade level and is demonstrating exceptionally good competence with a minimum
average of 85% in each subject.
Note:
a. There shall be no double promotion at the end of the school year. No child may skip a class completely.
b. There shall be no double promotion skipping 3rd, 6th, and 9th Grades.
c. There shall be no double promotion beyond 7th grade.

Payment Modality and Requirement

All school administrators should ensure that their schools are registered with the Government. The key documents
required in obtaining a School Operation Permit are:

a. Assessment Report from the District Education Officer

b. Business Registration Certificate

c. Tax Clearance--- Withholding taxes, receipt of payment of 10% of rent/lease (where applicable)

❖ W AEC will process registration of candidates from only schools that are registered!!

a. Step 1. The parent/student pays the fee at the school and obtains a receipt.

b. Step 2. The school does the registration of the students on its WAEC platform.

Processing Fee
a. One Hundred Fifty Liberian Dollars ($ 150.00) is the fee for processing students for the exams at all levels.
b. This amount will be used to process the registration of the students.
Penalty for Over charging

In the unlikely event that it is proven that a school administrator is caught charging more than the approved amount,
that school administrator will:
a. Pay the amount of One Hundred Fifty Thousand Liberian Dollars into Government’s revenue. The Revenue
receipt will be submitted to the office of the District Education Officer.
b. The school will also receive a warning letter which will be made public via social media and on the radio.
c. The Operational Permit of the school may be revoked.
Tutorial Classes
a. Schools are encouraged to conduct tutorial (preparatory) classes on Saturdays/Sundays in preparation for
the WAEC exams.
Syllabus, Past Tests and Objective Answer Sheets
a. All schools are required to obtain the syllabus and the past examinations paper from the office of the County
Education Officer or WAEC Liberia office. These documents should be used to enrich teaching and
learning.
b. The use of past tests, objective answer sheets and all related documents is encouraged to ensure that students
are academically and psychologically prepared for these exams.
Submission of Grades to WAEC

a. The cumulative grades for 10th and 11 th Graders must be submitted to WAEC at the time of registration of
the 12th Graders for the WASSCE.

b. The grades for Grade 12 students should be submitted at least two weeks before the administration of the
WASSCE. Only Schools that have submitted their candidates’ grades for Grade 12 will access their
candidates’ numbers.

Note: School administrators should not prevent any student from sitting the WAEC administered assessment
or examinations because of tuition or any other related fee. If students are prevented from these tests, they
will have forfeited their opportunity, even if they pay the fee later.

Private Candidate Examinations

a. Private candidates will register for the test, using the online platform.
b. The tests are scheduled for:

❖ January 29 to February 15, 2024, for the First Series

❖ September to October (Day and time to be determined by WAEC Headquarters)

Test Administration Integrity

a. The assessments and examinations are expected to be administered void of any fraud.

b. Camping for the examinations is prohibited. Students should study at home or in school.

c. Proctors, Supervisors and other examinations invigilators should demonstrate professionalism at all times
during these exams.

d. Fee collection “no flexibility fee” should be collected.

Graduation (Grade 12)
Timeline
a. All graduation ceremonies for Grade 12 will be held from August 1-30, 2024.
Eligibility for Grade 12 Graduation
A student is considered for passing if he/she:
a. Passes in 5 subjects including Math and English
b. Passes at least in Math and English and any other subject.
c. Only students who passed the WASSCE are eligible to participate in the Graduation Ceremonies.
Graduation (Grades 6 & 9)
a. A school may grade its 6th/9th Graders if and only of that is the terminal class of the school.
b. Kindergarteners are eligible for graduation.

Penalty
Should it be established that a school allowed anon qualified student to participate in the Graduation Ceremony,
that school will be penalized as deemed necessary by the Ministry, which may be:
a. A fine (that hurts) will be paid into Government Revenue.
b. Suspension of the school’s Operation Permit.
c. Withdrawal/Banning of the principal from participating in school Administration.

NOTE:
The school administrator who will allow a student who has failed the WASSCE to participate in th e Graduation
ceremony, will be penalized through the payment of a fine into Government Revenue, or any other punitive action
deemed necessary for such offense.

GRADUATION FEES AND FORMALITIES

What Guides Graduation Fee:


The Ministry has set the following as the basic items for graduation, for which the school could incur
expenses:
a. Souvenir Program
b. Diploma & Cover
c. Hall Rental (in some cases)
d. Publicity
e. Transcript & Letters of Recommendation

Graduation Fee Payment

a. Graduation fees are collectable only when the WASSCE results are officially released.
b. Fees collected from students whose results show that they failed should be refunded
immediately.
c. Five Thousand Liberian Dollars ($ 5,000.00) in Public Schools
d. Private school administrators should work in close collaboration with the PTAs in
determining Graduation fees.
e. Not more than One Hundred (US$ 100.00) United State Dollars in Private Schools
f. Students participating in the Graduation ceremony must have passed the WASSCE.

Uniform for Graduation
The official attire for graduation for 12 th Graders is their respective school uniform. However,
students may graduate in gowns, wherever gowns already exist in consultation with P.T.A.
This is intended to reduce the cost associated with graduation services.

Adherence to Regulation
The Ministry seeks strong partnership with all education stakeholders and appreciates the support being given
through the provision of quality education of Liberian children. However, this partnership must be respected by
all.
a. All rules/regulations must be adhered to. In the unlikely event that any school is in violation, relevant
punitive action(s) will be meted out against such school.

Some of the perceived violation include:


a. Illegal Operation: a school will be fined One Thousand ($ 1,000.) Liberian Dollars for each day of
illegal operation. The fine will be paid in the government Revenue (LRA)

b. Corporal Punishment-The Ministry has zero tolerance for corporal punishment (spanking, beating,
pumping tire etc.)

c. School involved in flagrant violation, shall be penalized by imposition of fines that hurt, cancellation of
permits, removal from the list of registered schools in the Republic and from the list of schools registered
with WAEC and publication of such schools to parents.

d. Schools subjected to such penalty, shall not be restored for a minimum of one academic year or two,
depending on the gravity or frequency. Students from school penalized, shall be given permission to be
enrolled at other
schools of their choice.

Academic Competitions
All school administrators are requested to conduct academic competitions. These activities will enhance and make
learning fun. Some suggested competitions include, but are not limited to the following:
Spelling Bees, Quizzing, Science Fairs, Essays, Debates, Music/singing, Art/Drawing, Speech, etc.

Minimum Teaching Load For Teachers in All Schools:

a. All full-time teacher in any school, (private, faith-based or community) is required to teach at least four to
five periods out of a six-period school day. This accounts for a minimum of twenty- twenty-five hours a

b. A full-time teacher whose workload does not meet the minimum requirement, shall be given additional

subject or more, where applicable.

Student Handbook
a. Every school is required to have a student handbook or rules and regulations.
b. Each school should present a copy of its Student Handbook to the Office of the District Education
Officer every academic year.

P.T.A. Engagement
a. Every school is required to have an active Parent Teacher Association.
b. School administrators and teachers should have periodic engagements with community stakeholders
c. PTAs. should be trained on its roles and responsibilities using the National P.T.A. manual
d. Each school should obtain a copy of the National P.T.A. manual from the office of the DEO.
e. Regular PTA meetings should be held.
f. Student academic and moral performance records should be discussed and shared with parents at the end
of each marking period.

Lateness
a. The Ministry of education does not encourage lateness of students. However, for the health and safety of
the students, all students arriving late should be allowed to enter the campus.
b. The school should inquire about the reasons for students arriving late to school.
c. These inquiries should be done through interview with student and or call to the parents.
d. Students arriving late should be given physical work assignments on campus, such as sweeping and
cutting
grass, during recess and /or after school, during the 1st period for which they shall be late.
e. Persistent lateness should claim the attention of the parents through a conference and eventually in
writing.
Misuse of School Property
a. Absolutely no public school should be used to operate a church /mosque. The principal of such school
found in violation shall pay into Government revenue the amount of One Hundred Fifty Thousand
Liberian Dollars (LD 150,000.00) for the first offense and be suspended for one month without pay.
b. Public school principals must desist from giving out school furniture and other properties for use by the
community.
c. Market days, bereavement, and other non-school related celebrations shall not stop or interfere with the
operation of the school
d. Public school buildings should not be used for political campaign rallies.

Career Guidance and Psychosocial Support


Schools are required to provide a safe and supportive learning environment for all students, therefore:
a. Each Senior Secondary school, private and public is required to have a full time Guidance Counselor to

support the learning environment (preferably female) as of academic 2023/2024
b. School administrators shall send a staff/teacher to MOE Back to School Psychosocial planned Training
for teachers.
c. The Psycho-Social Orientation Training shall form part of the back-to-school campaign.

School Safety and Child Protection Regulations


All school administrators including teachers and all school personnel must ensure the safety of each child under
their supervision. The following actions should be adhered to and practiced in schools always:

General Safety
a. Increase security measures on campus, to prevent dangerous people from entering our schools, assemblies
etc.
b. Everyone should wash hands before entering the school. Students, teachers and guests must wash their
hands upon arrival at the school, before and after meals and after the use of the toilet.
c. Masks wearing is still encouraged.
d. Safe water supply must be provided for all students.
e. Schools should provide gender-sensitive toilets. This means, there should be separate toilets for boys and
girls. The need of people with disability should be considered.
f. A school should be inclusive. Ramps should be available in the construction of all schools as of 2022, to
accommodate physically challenged students and others accessing the school building. Existing schools
should plan for modifications to meet these standards in reasonable time by 2023/2024.
g. Create a relationship with the nearest Police Depot. Have them visit periodically to create awareness on
issues of school safety and self-protection.

h. Any form of sexual and gender-based violence and abuse is not permissible.
i. Teachers should see the students as their children and always protect them.
j. Students should be threated respectfully always.

Prevention of Contract bands


a. Regularly inspect students’ carry-ons bags, pockets, socks, etc. to prevent students from taking dangerous
items from entering the schools.
b. Post zero-tolerance messages/policies on walls and talk about them during devotion

Drugs and Substance Abuse


a. Create awareness on the use of alcohol, cigarettes, and drugs of any kind, guns, and knives.
b. Create awareness also that the possession of other harmful items is completed prohibited!

Peer Pressure and Bullying


a. Design and implement programs that boost children’s self-esteem.
b. Post zero-tolerance messages/policies about bullying on walls and talk about them during devotion.
c. Regularly provide education about bullying and danger about the signs and danger of peer pressure.
d. Discourage harmful trappings like peer pressure – and encourage independent thinking and self-
confidence.

Skin Bleaching
It has been observed that students and teachers are bleaching their skin. This is a dangerous practice.
Below are some dangers of skin bleachi9ng:

e. Disorder thoughts
f. Ultra-exposure of blood vessels on the skin
g. Kidney, liver or nerve damage

Handwashing
a. Hand-washing facilities should be made available at all schools. That include the entrance,
in or in front of the toilets etc.
b. Everyone accessing the school campus (Principals, teachers, parents, students.) must adopt
the culture of handwashing. Hand washing should also be done after using the toilets.
c. Mask wearing is still encouraged.

First Aid Services


a. Health rooms/Nurse rooms/Clinics should be available with at least a First-Aid staff at all
schools. The staff can manage minor illnesses and accidents.

b. In the absent of a health room, a school should have a first aid kit with all needed items.
(Paracetamol, ORS, gauze bandage, gentian violet, band aid, alcohol

d. Serious incidents should be referred to the nearest clinic/health facility.

Nationalism and Patriotism

The National songs of Liberia which include the National Anthem and the Lone Star Forever are
part of our National Identity. All school administrators are required to ensure that the lyric and
tune of these songs are thoroughly taught.
Students should be made to feel nationalistic and patriotic through the understanding and
appreciation of the words in each song.
Therefore:
a. The National songs should be taught and sung properly during devotion time, closing and
other programs.

b. The words of these songs must be taught in context to reflect nationalism and patriotism.

c. The music should also be properly taught. Research, using Google to get the actual tune and
timing will be of a great value.

d. The Pledge of Allegiance should be taught likewise and recited at all morning devotions
while the National Flag is being raised.

a. Standard English should be spoken by all in schools, especially by the teachers.
b. Teachers are to read the Code of Conduct and be in full compliance to all regulations therein.

a. Gala Day celebration must be limited to two school days only. Celebration on weekends is
encouraged.
b. The cost of dress code for gala day celebration should be low or no additional cost to
students.
c. Schools should refrain from imposing /requesting for celebration regalia that are costly.

Parades
The following should guide authorized parades:

a. The schedule of the parade should be included in the school Academic Calendar.
b. Parades are not allowed on the main streets, except with Police Permit and escort.
c. Approved parades should be held at any of the Venues/sites:

etc.)

Girls Education
