1. Scope

The scope of works to be carried out by Spectrum Mining Solutions & Suppliers comprises of construction
works (civil works). This Method Statement applies to all the civil works -including ground preparation,
setting out, backfilling, soil compaction, concreting, plastering- related to the construction of structures as
per project requirements with reference to the approved drawings and specifications. The Statement is
coherently integrated with the Technical Project, preventive measures and technical protections necessary
for the control of risks and correct execution of the works on site, in safe and healthy conditions. Likewise,
the Safety Plan integrated in this document describes the general safety instructions of the work processes,
providing rules and basic procedures necessary to eliminate or minimize potential dangers, causes of
injuries, damages and losses. It includes main procedures to ensure safety and quality of works.

1. CONSTRUCTION OF MOLADI HOUSING


KAMOA Copper Mine, DRC.

2. Planning
Spectrum Appointed Supervisor and team shall physically visit site, confirm and pre- inspect planned
work area and determine exact location and positioning of work, tools and equipment required. Area
related hazards and Risks shall be identified and incorporated into the DSTI. They will also determine if
interfacing with other activities and contractors will be present and plan and communicate accordingly.
Specific required work permits shall be applied for from the Project permit issuer prior to any work
taking place. Responsible Supervisor / and SHE Officer.
 Supervisor will to go through the work areas with the responsible KAMOA representative to ensure
the work areas are correct
 Only employees with valid inductions shall be able to do the task in question
 Employees are to ensure the minimum required PPE is worn. Hard hat, safety boots, reflective vest,
and safety glasses

ROLES & RESPONSIBILITY


The primary responsibility of carrying out all the activities mentioned in this procedure rests with the site-
in-charge unless mentioned otherwise.
Projector Manager
Overall execution and administration of the project as per contract requirements, specifications and the for
preparation and updating of PQP. Directly control the Site Engineers and Supervisors.

Constractor Manager
Assess manpower, equipment or other resources required to ensure timely completion of the project.
Monitor availability of all materials as per schedule. Inform the Project Leader for any non-availability of
materials to take proper action. Carry out receiving inspection in coordination with the QA/QC Engineer.
Ensure that the drawings and documents are up to date and the latest drawing is available and is being
utilized in the project site works. Filled-up the check-sheet and submit the necessary IR to the QA/QC
function when the work is ready for inspection.
QA/QC Manager:
Responsible for the monitoring and implementing of quality related matters and ensure the works are being
executed with the approved Project Quality Plan and requirements of the Contract Documents, sections 1
part 8 of QCS 2010, approved method statement and ITPs.

The Safety Manager/Engineer is accountable for the plan and implementing Health, safety and
environmental programmes and plans to secure, protect, the health and safety of all workforce/employees.
He is accountable for the implementation of the health, safety and environmental programmes within the
organization/company.
He is also responsible to provide support to site engineer, advising them on safe work procedure and
coordinating with maximum efficiency and minimize the risk to themselves and equipment. Make a
comprehensive and careful inspection for the equipment, tools, device and or machinery before use to make
sure correct storage and appropriate and necessary utilization.
Safety Officer:
Responsible for monitoring and implementation of safety related matters such as work permits, First Aid,
PPE, approval of diversions, follow the safety and traffic regulations by all the workmen during the
construction, according to the approved project HSE plan. First Aid boxes are readily available with HSE
officer and other two numbers at site personnel’s vehicles for site requirements.

Construction Supervisor:
Plan and obtain required manpower and resources in coordination with the Site Engineer. Carry out all
activities as per the planned schedule to achieve target dates. Coordinate with respective disciplines of work
and liaise with the site engineer for day to day activities. Inform Discipline Engineer regarding site
inspections when it is ready. Ensure pre task briefing is to be conducted prior to start of work at each
session.
Foremen
Works shall be executed as per direction of Supervisors/Foremen for all activities as the planned schedule
to achieve target. Coordinate with respective disciplines of work and liaise with the Supervisors/Foremen
for day to day activities. Ensure pre task briefing is conducted prior to start of work at each session

3. Inspections
Site inspection/approval shall be in accordance with the KAMOA approved Inspection and Test Plan for all
activities in addition to the Quality Control Procedure and Project Quality Plan for the Project. The entire
required site test shall be conducted as per KAMOA Standard,
Work Permits
All necessary work permits shall be obtained prior to the commencement of any activity at site and shall
remain valid throughout the entire duration of the operation. Safety Barriers and Site sign boards will be
installed prior to the work commencement
Quality Assurance / Quality Control
All inspections and tests shall be conducted in accordance with written test procedures as detailed in the
Project Quality Plan and Inspection and Test Plan approved by KAMOA / Rigos. Applicable documents
with latest version such as Inspection & Test Plan, Method Statements shall be readily available and used by
inspection and testing personnel at the time of inspection as reference documents. Quality Control Audits
will be done to ensure that the deliverables are as per the requirements as defined. Quality Assurance shall
be ensured for all workmanship on site. Competent personnel shall be engaged to carry out particular tasks.
If required, training shall be provided to upgrade the skill levels of the personnel. Materials shall be
inspected upon delivery to site and before installation or use. Any material(s) failing to satisfy the criteria for

acceptance after receiving inspection will be recorded and reported as damaged, wrong type, undersupplied
quantity or over supplied quantity by the Material Controller in the Stores Discrepancy Register and shall be
stored in a secure, controlled Quarantine Store area until it can be accepted for service or replaced. All
Inspection, testing and measuring tools or equipment shall be inspected before and during use on site to
guarantee good quality workmanship. Any found to be uncalibrated, calibration expired, damaged, defective
or unserviceable shall be quarantined for further action. As part of Quality Assurance, the QA/QC Manager
will ensure that Project Data packs are continually updated until closed, accepted and handed over to client
for future reference. Issued For Construction (IFC) drawings shall be used on site during construction. As
Built Drawings (with no changes) shall be stamped and signed as “As-built” to show that the work was done
as per the design. Red Line Drawings showing changes to the IFC drawings, shall be made in red pen with
each drawing to be stamped and signed as “Red Lined.” The Red line drawings shall be returned to the
design office to capture all the changes and a new revision “As Build” drawing will replace the superseded
revision. Buried Services drawings shall be provided showing all “Buried Services” marked up with a red
pen on As-Built drawings together with the survey data. Superseded Drawings shall be removed from site
and replaced with the latest revised drawings.
Materials
Approval shall be obtained for all the materials with reference to Client’s preferred vendor list, prior to
commencement of activities. Material Inspection Request (MIR) will be submitted to Rigos upon material arrival to
warehouse. All materials must be stored properly as per the manufacturer’s recommendations and QCS. The Material
shelf life will be monitored as per Manufacturer’s data sheets

Health, Safety and Environmental Procedures


Requirements of Health, Safety and Environmental for the project shall be in accordance with approved
Project HSE Plan, the contract document. Before commencing of any work, the required and applicable
work permits shall be checked and ensure all requirements of WP are compiled and they are valid until
completion of the activity and as per approved HSE plan.
All personnel accessing their site will wear the mandatory PPE. All workmen and staff shall wear the
mandatory and job specific Personnel Protective Equipment's. Pre-task briefing shall be conducted on every
day before starting the work. Experienced and HSE inducted workmen shall be deployed for the work. All
personnel shall be cautioned while working near any live lines such as power cable, water lines, drainage
lines, telecom etc.

Prior to commencement of work all workers shall be given pre-task briefing. Hazards identified for the
activity shall be disseminated during pre-task briefing, especially for underground services, slip & trip,
improper access, excavation tools handling, no access or aggress, vehicle collision, heat exhaustion, which
shall be identified and documented separately by permit to work system as per approved HSE plan.
First aid stations complete with all first aid equipment and trained first aiders shall be maintained for the
initial care.Safety and security procedures shall be implemented as a minimal, warning signs and lights,
barricades, railing and other safeguards shall be provided as required by the nature and location of the
work.The environmental risk assessment and environmental management plans have been reviewed for the
work activities proposed in the method statement and found to be suitable and adequate.
Electrical waste will be segregated at source and transported to dedicated segregated waste storage area
and not be allowed to accumulate on site in undesignated areas. Concrete waste will be removed from
work areas at regular intervals to designated areas.
Construction waste will be disposed as per local laws & client guidelines by licensed carrier to a licensed
facility.

4. Tools, Equipment and People


All equipment or tools brought to site be of sound construction and will meet all statutory requirements applicable
to these tools or equipment. An employee cannot use any other tools but their own including machinery or equipment
unless authorized; all lifting equipment will carry a valid certification which will be available for inspection. Portable
electrical equipment will comply with KAMOA standard and conform to the1989 Electricity at Work Regulation. All
ladders used will be of type 1 or 2 and not domestic ladders, ladder will be in a safe condition and used in accordance
with KAMOA standard.

5. Method statement
(Include People, Tools, equipment, Plant. Each step of activity to clearly identify who will perform this,
what tools will he use, where will he work from and exactly what he will be doing)

Methodology:
Number of workers
Approximately 80 personnel will be working on site at any one time including a project manager, health and
safety office, site QC besides the construction workers themselves

Work Procedure and Control Measures for Construction Work

The work will be supervised and monitored at all times by a competent supervisor, all work to be carried out
in accordance with the risk assessment construction phase plan in place and other H&S management
documents in place. Site compound and welfare facilities to be set up in an area agreed with the client or
existing welfare facilities to be used. Identification of any conflicts with other working group or work
activities operating within the same area and specify communication and liaison arrangement to control
additional risks. Work area to be securely cordoned off to prevent unauthorised access. Only authorised
personnel will be allowed access to the work area, all personnel, including visitors to the site must sign in on
arrival and sign out when leaving the site. Appropriate signage will be suitably displaced around the work
area.

 All the materials shall be submitted for [KAMOA/RIGOS] approval before work.
 Necessary shop drawing will be submitted to [KAMOA/RIGOS] before work if applicable.
 The work shall be carried out using proper PTW and necessary isolation shall be obtained by
coordinating with KAMOA/RIGOS.
 Final Inspection shall be conducted after accomplishment of all civil maintenance works.

Training
Only qualified, certified or otherwise competent personnel will be permitted to undertake the work, all operatives are
to receive training on manual handling techniques, hot work area, awareness and work at height. All workers to
undertake site and project induction prior to commencing work provided by Kamoa . tool box talks will be carried out
at daily intervals during the work to raise awareness of relevant H&S issues

Necessary permits (as applicable) shall be obtained before commencing any work such as building and civil works,
painting works, roofing works, electrical works, all installation and finish up works, and other general construction
works
Placing of Concrete
The method for placing of concrete will be worked out to prevent segregation of the material & Engineer’s
approval will be taken before concreting begins. Before placing concrete all formwork therein will be
cleaned of all extraneous material and dust and made free of any standing water. In continuing concrete,
fresh concrete will be placed before the already placed concrete is less than 20 minutes. Concrete of
specified grade will be placed & compacted in horizontal layers normally not exceeding 300mm in depth.
Concrete will not be dropped from a height greater than 1.5m to prevent segregation. Concrete will be free
of all rock pockets, honey combs & voids. Complete Records showing the details of placing concrete in each
part of the work will be maintained and will be available for inspection at the site.

Vibrating of Concrete
Mechanical vibrators will be used for compaction. For this stand by units will available in the site during the
period of compacting. All operators handling vibrators will be trained in their operation properly

Checking water content & slump test


Frequent slump test will be carried out in accordance with BS 1881 on samples of concrete taken
immediately before placing to determine the consistency of concrete. All the test reports will be maintained
in the site office & will be available for the inspection whenever required.\

Testing of Concrete
All necessary arrangements for the sampling & testing of fresh & harden concrete in accordance with the
BS 1881 will be taken. Crushing test will be carried out on concrete cubes formed in 150mm molds. One
set of cubes (2 cubes crushed in 7 days & other in 28days) will be done to maintain the quality of work.
Particular care will be taken to ensure that the test cubes are stored under uniform conditions in the site &
during any transit between site & laboratory.
Plastering
Prepare surfaces for the smooth or non-absorbent solid surfaces that do not have the suction capability to
receive a solid plaster bases by chipping, wire brushing or sand blasting, as appropriate. Install beads at
their locations plumbed and squared. And it will be best achieved by using galvanized nails or small
quantities of mortar and as per manufacturer’s recommendations. Install the corner, control joints and
movement beads at locations indicated in the drawings and manufacturer’s instructions. Prepare plaster in a
mechanical mixer, using sufficient water to produce a workable consistency and uniform color shall be
used to mix a batch containing one bag of Portland cement, 5 parts aggregate, aerating plasticizer as per
manufacturer’s recommendation for use over Concrete Unit. Spray water on the wall surface and throw the
spatter dash mix (scratch coat) by using a spatter dash manual machine in a way to form a rough layer 3-
5mm thick without any attempt to level or smooth it. The rough surface shall be kept damp with fine water
spray or by covering with polyethylene sheet until it sets down. Apply plaster/render coat after the scratch
coat had hardened. Initially, a thin coat is troweled on the scratch coat to ensure a thorough bonding at the
surface. The remainder of the render coat is then built up using wooden float to receive textured finish until
the required thickness met. Apply final thin coat plastering using steel trowel on the interior surface to
match with the Architect’s sample as specified. The coating thickness shall not deviate more than +/-

(6.4mm in 3m) from the trueness of the plastered finish, as measured with straight edge placed on the
surface. The newly applied external coatings shall be cured and protected against frost, heat, and rain for
the first 48 hours using canvass, cloth or sheet, hung clear at the plaster surface. Moist curing by applying a
fine fog spray of water, generally twice daily in the morning and evening.

Curing Concrete
Curing is the maintenance of a satisfactory moisture content and temperature in concrete for a period of time
immediately following placing and finishing so that the desired properties may develop . The need for
adequate curing of concrete cannot be overemphasized. Curing has a strong influence on the properties of
hardened concrete; proper curing will increase durability, strength, water tightness, abrasion resistance,
volume stability, and resistance to freezing and thawing and deicers. Exposed slab surfaces are especially
sensitive to curing as strength development and freeze-thaw resistance of the top surface of a slab can be
reduced significantly when curing is defective.
Construction of Foundation, and Slab
The bottom of excavation shall be compacted and offered for inspection and testing by the client. Over
excavation should be provided with SRC 20 concrete to the required Level. On approval of above
activity, 50mm thick blinding concrete shall be laid to the required levels and size, supplied from
approved ready mix plant. After completing the excavation works, activities for Foundation to be carried
out first, followed with columns up to slab height completed later plinth and inside room work to be
started.
Compaction
It is the most obvious and simple way of increasing the stability and supporting capacity of soil (improving
the physical properties of soil) Soil compaction is the process of increasing the unit weight of soil by forcing
solids into a tighter state and reducing air. This is accomplished by applying static or dynamic loads to the
soil. Compaction is one kind of densification that is realized by rearrangement of soil particles without
outflow of water. Soil is compacted by removing air and water from its pore space. There exists a certain
amount of moisture that a soil can have where a maximum unit weight is obtained. It does not involve fluid
flow, but with moisture changing.
Reinforcing Steel
Client’s approval will be obtained for reinforcement before using in permanent works. All reinforcement
will be stored on racks inside the stores. Different types & sizes will be kept separately. All reinforcement
will be kept to protect from damage, free from dirt, loose mill scale, rust scale paint, oil, or other foreign
substances. As per the specifications & drawing, the bar bending schedules & bar lists, cutting schedules for
each individual structure will be prepared by the Spectrum and will obtained the approval from the Rigos.
Manual cutter or mechanical cutter will be used for cutting of bars & bending machine will be used for
bending of bars. All reinforcement will be cleaned by a wire brush or any other means before placing. All
reinforcement placed should comply with the drawings. Lap length will be taken in to account according to
the project specification when binding reinforcement bars.

Form work
All formwork will be made by using plywood sheets by metal. Supports and scaffolding will be Arco props.
All surfaces of formwork will be finished smooth and mortar tight. The dimensions & position of formwork
will be carefully checked after erection. Before placing concrete all dirt, chips, hardened concrete or mortar
and all other foreign matter will be removed from the forms. Before fixing of form work, well qualified

foremen will be appointed for fixing on formworks & reinforcement work.

Roof work
Roof materials will be safely lifted to be roof area. Materials lifted under the control of a lifting plan for the
lifting operations, fall protection to be provided throughout the roofing works, either via permanent edge
protection, full access scaffold providing edge protection or for minor work fall preventive will be via
harness and lanyard connection to suitable anchor device. Lightweight materials (e.g. insulation) will be
weighed down to prevent it being blown from the roof. All additional PPE to be worn during cutting
operation including wear eye protection, ear protection and a respiratory protection.
Access
Fixed scaffolding to be provided to the access roof level and to provide a safe working platform for
operatives, full edge protection to be in place and fall restraint system or crash deck to prevent fall through
roof structure during construction. Ladders are only to be used when for access and short duration work and
only when there is no suitable alternative, access equipment will be securely stored at the end of each shift to
prevent unauthorized use. Exclusion zones will be established in the area below any overhead work using
suitable barriers and signage to protect people below from risk of any falling tools or materials.
Manual handling
All manual handling will be minimized through the provision of mechanical aids where practicable where
possible of materials will be supplied in loads under 25kg operatives are not expected to handle loads any
items weighing more than 25kg on the site without assistance. If items above 25kg are to be lifted or unusual
unstable or hazardous items, the supervisor / site manager will determine a safe method of handling through
completing a risk assessment and specifically instruct nominated individuals. Any items items or loads
above 25kg to be handled through mechanical aids or team lifting. Appropriate PPE will be worn to make
sure that materials can be handled safely e.g gloves and safety footwear.
Fire prevention
All current legislation and codes of practice regarding fire prevention will be complied with all hot work will
be controlled through the use of permit to work system. Prior to the commencement of any work that may
involve pressurized containers will be removed from the immediate vicinity, and any works that could create
a fire suitable portable firefighting equipment will be positioned accordingly. Upon completion of any work
which may have given rise to the risk of fire the area will be checked and left in a clean condition. A 1-hour
fire check will be in place for all hot work
Work at height
For potential falls through unfinished roofs where there should be adequately protected by used a solid
platform to eliminate the fall potential or by using a safe landing system and fall restraint system to
minimize injury. All current legislation and code of practice regarding working at height will be complied
with suitable access equipment will be selected to safe working platform (taking into account the task the
duration of the platform use and the location in which the platform is to be used) shall be employed whilst
undertaking any work at height and will be subject to inspection before and during its use.Suitable access
shall be provided to the working platform and will be subjected to inspection before and during its use.
Suitable barrier edge protection shall be employed where necessary and suitable warning signage and
barriers (as appropriate) shall be positioned around the work platform base and danger area, so as to prevent
unauthorized access. Only those persons who have been induced shall be permitted to undertake work at
height.
Electrical
Adequate supervision of the workforce will be provided at all time and all Spectrum staff will be suitably

Health And Safety/Environmental Rounds
Health and safety/environment rounds shall be carried out regularly on suitable intervals in all buildings,
plant and working areas. The (internal) inspection made by EHS expert (health and safety/environment
advisor) and personnel responsible for the work activities shall attend the rounds. The rounds and all non-
conformances and findings must be documented. Related to the corrective actions - action plan must be
drawn up and the responsible persons, priorities and deadlines should be determined exactly. After the
deadlines the fulfilments regularly must be rechecked.
Health and Safety Meetings
Spectrum’s site manager, the health and safety/environment advisor and client representative
shall attend the health and safety meetings. All meetings shall be documented and copies of the
minutes of meeting shall be kept in a health and safety file. Frequency shall be minimum weekly.
Accidents
All accidents will be reported to managing site authority. An accident means any injury to personnel damage
to property or event which may have led to such an occurrence. Spectrum may wish to investigate all
accidents that occur and expect the cooperation of the managing site authority and his employees in
ascertaining the true cause in an effort to prevent a similar accident. Accidents and dangerous occurrences
must be reported in accordance with Report of Injury, Disease or Dangerous Occurrences Regulation 1995

Minor injuries
A First-Aid kit shall be kept on site at all times during the execution of the works and Spectrum will make
sure that the kit is easily within reach and replenished whenever necessary. All accidents are to be recorded
by the Spectrum’s site representative and immediate action taken to avoid similar accidents from happening

All Spectrum staff has been advised of the fire evacuation procedure and of the assembly points they are to
report to in the event of a fire.

Signage
An OHSA signboard shall be fixed to the access gate and at entrances .Signage will serve the purpose of
informing all passers-by that unauthorized entry is strictly prohibited and that authorized visitors must wear
all the necessary protective clothing and strictly adhere to safety regulations and procedures. The project
manager’s contact information (including office hours and emergency non-working hours telephone
numbers) shall also be shown on the board

Security
Prior to starting on site all employees will obtain permission to access the site through undergoing KAMOA
induction and an identity card is issued and a list of Spectrum staff working on site will be notified each day.
Normal Working Hours would be 07:00hrs. to 17:00hrs
Personal Protective Equipment
1. The site induction must detail exactly what PPE is required to be worn and where. The site PPE
requirements shall be displayed on the site notice board at the entrance to the site.
2. All personnel on site shall at all times wear safety boots.
3. All personnel on site shall wear a hard hat when over-head work is performed, or where overhead risks
exist on any part of the site.
4. High visibility vests/tabards or jackets shall be work by all those on site, to ensure visibility.
5. Risk assessment shall identify if any additional PPE is required, such as protection goggles, ear
protection, respiratory protection, overalls, gloves and kneepads etc. If so it shall be provided and worn.
6. Adequate supplies of personal protective equipment (PPE) shall be made available on site for visitors.

Spectrum intended methods for waste management and waste minimization shall be implemented from the
outset of the contract. All personnel shall be instructed to dispose of all waste in the proper manner. A waste
avoidance, minimization and separation approach will be encouraged for the duration of the project. The
following steps in order will be applied.

 Prevention – avoid and minimize waste


 Recycle – reuse and recover all general waste
 Treat – treatment in order to reduce toxicity reduce waste quantities
 Dispose – waste removal into a registered landfill facility.

Waste will be separated on site according to waste type and to avoid mixing waste at source. A
designated bin to each waste type will be made available and clearly marked. All personnel will be
trained on separating waste on site.
The following serves to identify the various relevant procedures required to address the criteria needed
to conform to all legislative and project specific requirements for the management of solid and liquid
wastes.

Stock yards

Domestic waste:

 Leftover food and packaging will be kept in plastic wheelie bins with lids to prevent projectiles,
vermin and wind from entering and causing litter pests.
 A reputable waste contractor shall be appointed to remove and dispose waste at an authorised waste
disposal facility.
 A skip will be provided by the waste contractor to empty the wheelie bins in when they are full. The
waste contractor will service the skip when necessary and dispose the content at a registered waste
disposal facility.
 The camp sites will be monitored daily to ensure that the wheelie bins have lids intact, does not leak
effluent produced by waste into the environment and are not full.
 Full bins will be disposed of into the skip provided for domestic waste by the waste contractor.
 No domestic waste will be left on the ground to become litter.

Concrete and Cement:

 All minor spills from shoots of mixers next to foundations must be picked up and put back into
foundations.
 The same will apply where curing blocks have been made.

 All waste products from packaging of materials that may or have an impact on the environment
must be removed from site daily. These include:
 Cement bags, conductor off cuts, insulator boxes, steel straps, all plastics and pipes for guy rope
foundations, re – bar and wire off cuts, wood and all other materials that can harm animals or
become litter on site.
 The segregation of construction waste must be done as far as possible to ensure that materials that
can be recycled are recycled.
 Example: glass, plastics, metal must be kept separate and disposed of as such or recycled.

Medical Waste:

 Due to the small amounts of medical waste envisaged for first aid injuries on site arrangements shall
be made with the local clinic/hospital to dispose of any first aid medical waste at the
clinics/hospitals facilities.
 First aid medical waste includes but is not limited to band aids, plasters, gauze, gloves, disinfectants
etc.
 First aid medical waste will be sealed in a plastic and transported to the local clinic/hospital by the
appointed first aider or the Safety Officer.
 Proof of disposal and an agreement with the local clinic/hospital will be kept on record.
 In the unlikely event of large quantities of medical waste produced these will be removed &
disposed by a Health Care Waste (HCW) contractor to an approved disposal facility for
incineration. Proof of disposal certificate will be kept on site.
 In the event of a medical injury or any other serious injury on site assistance from emergency
services (ambulance) will be required and all medical waste shall be removed by the emergency
services

Litter Control on Site:

 Litter on site caused by food packaging and smoking will not be tolerated by SPECTRUM.
 All foremen will have designated smoking areas on site for the disposal of cigarette buds.
 The construction team must be in possession of a receptacle for the containment of waste produced
by leftover food or food packaging.
 All litter removed from site will be taken to the general waste skip at the contractors camp site

up using the standard Risk Factor Chart and thereafter, proposed control measures to reduce the risk will be

Spectrum will be prepared for emergencies that may occur during working at height. Due to increased risks
from working at heights and we shall plan on what to do when an emergency occurs and how to respond to
that emergency. Other considerations to include in the emergency plan, include but not limited to:
 Providing a rapid and effective rescue where employees working at height have activated fall protection
systems, rescue equipment shall be available to retrieve employees as any delay might have severe
consequences;
 Providing first aid response to employees who have been rescued from height to prevent possible
suspension trauma;
 Appointing emergency response personnel who can take charge and make decisions on behalf of the
Spectrum during an emergency and liaise with emergency services;
 Employees are trained in emergency response, including information of first aid arrangements and where
first-aiders, first aid equipment and facilities are located;

supervised by a competent person. Spectrum planning includes conducting a risk assessment, the selection of
work equipment and preparation for emergencies and we shall plan for emergencies and rescue, and where
necessary have a rescue plan in place before the work starts.
We shall assess working at height and the hazards arising from these work activities and implement effective
control measures to reduce the exposure to the employee and also shall ensure those affected by working at
height understand the hazards and risks associated, control measures in place, emergency procedures and

distance and consequences of a fall.

Other procedure applies to all spectrums’ operations for which potential accidents and emergency situations
may arise. The procedures for preventing and mitigating are following emergency situations are described:

 electrocuted; Electrical Thunderstorms
 Accidents as a result of equipment failure
 Work at heights.
 Snake Bites
The purpose of this Emergency Preparedness Plan (EPP) is to describe the scope, responsibilities and
capabilities of the emergency preparedness program and emergency response and provide details of how to
prepare for and respond to emergency situations

Fire
a) In case of a fire, spectrum will notify the Fire Department.
b) We will proceed to the scene of incident and take steps to extinguish or contain the blaze.
c) Spectrum will arrange training of sufficient Fire Fighting team members.
d) We shall ensure that all fire-fighting equipment is in good working order and that it is
serviced on an annual basis.
e) Direct any first aid / firefighting as necessary.
f) Management will accompany safety personnel to safe assembly point and do a roll-call.

Electrical Thunderstorms
If you are caught outside as a thunderstorm approaches, remember that lightening always takes
the easiest path to the ground. Make sure you are not it. The following precautions should be
taken when caught in the open during an electrical thunderstorm.
a) Lightning can strike within 11km range from the source of where the thunderstorm is
looming. Use the 30-second counting method (as a rule of thumb) to determine how far the
striking distance is. If the time lapse between the striking of lightning and the noise of

thunder, which can be heard, is less than 30 seconds, then you are in danger of being struck
by lightning.
b) Warn and withdraw all workers until the thunderstorm has passed.
c) If possible, take shelter in a building protected by a lightning rod system, in a closed
automobile, or in a large sheltered building. Stay away from plumbing, wiring and
appliances.
d) If caught in the open, avoid large groups, stay low in a ditch or depression. Do not handle
metal objects. Turn off field radios and minimize use of field telephones.
e) Do not stand under an isolated tree in an open field.
f) Stay away from streams, pools, pipelines and telephone / electrical poles.
In case of electrocution the follow procedures must be followed:
 The person who witnesses the electrical shock must make alarm. (Shout to inform
other personnel of danger.)
 If the electrocuted person can walk on his own, he must be taken to a safe place and
helped by the First-aider, then taken to the nearest hospital or Clinic.
 All persons not involved in the rescue operation must evacuate the substation.
 If the electrocuted person is unconscious, do not touch him as he may still be in
contact with the electricity.
 If the person is still in close proximity of live equipment, perform emergency
switching. Emergency switching means the opening of such breakers as may be
necessary to avoid imminent danger to life or apparatus. This can be done by anybody
but preferable by the senior person on site.

 Snake Bite
 Do not use a tourniquet or any suction apparatus on the wound.
 Do not try to kill the snake, but try to identify the snake according to a snake chart.
 Get the person to a hospital as quickly as possible.
 Apply a conforming (crepe) bandage the full length of the body part infected.
 If one gets snake poison in his/her eyes, immediately rinse the eyes with large amounts
of water - do not rub the eyes.
 Keep the bitten person as calm as possible and don't let him/her run or walk around
more than is absolutely necessary.

7. Closeout
No lose objects on elevated levels during and after work. Area supervisor to perform an end of shift
inspection to ensure proper stacking and storage as well as proper housekeeping. All tools, equipment and

Incident Report
we want everyone to report incidents, positive safety observations and near-misses to serve as learning
material for the future. Spectrum has a process of collecting safety data from our organization to recognize
the root causes of incidents and learn how to prevent them in the future. We systematically analyse and
identify lessons learned and best practices from incidents, near misses and audit findings. Investigation of
safety incidents and near misses identify any potential underlying causes and define corrective actions and
effective control measures to prevent a similar incident from recurring.

Monitoring And Compliance


Management will monitor and enforce this method statement by periodic auditions and visits to site,
throughout the whole duration of the job. Frequency of such visits determined by the requirements of the
client and/or by the complexity and the level of assessed risks. Regular monitoring and review of work
practices ensures that tasks will be completed safely.

NB: This document will be updated and modified to reflect possible changes in the working procedures,
risks, or other relevant changes in work.
