CONSTRUCTION AND SITE SUPERVISION AND MANAGEMENT

EMAY provides comprehensive management, supervision and inspection services, which are tailor-made for each project
and which cover all dimensions and phases of construction and site applications of projects of its employers and clients
serving both in public and private sectors in different Fields of Activity.
EMAY exercises the authority as the “Engineer” and “Employer’s Representative” given by
and on behalf of its employers and clients in order to complete the construction and site
activities
 in compliance with related conditions of contract,
 in compliance with legislation, rules, regulations, standards, specifications,
technical works and field of art rules and
 in compliance with application / detailed design, and
 within specified budget and time

By keeping its project management organization full-time at the construction site and carries
out the following sub-services:
 Provide general project administration, prepare action plans,
 Planning, coordination and control of construction and site activities in order to provide most optimum use of
existing resources
 Carry out Design and Interface Management services
 Manage selection process of suppliers and contractors (refer to Preparation of Technical Specifications and
Tender Documents), monitor order and procurement phases
 Prepare (or have it prepared), check, approve, continuously monitor the implementation and revise (or
have it revised), if necessary, the detailed work schedule, material / equipment supply schedule, budget and
financial plans
 Monitor the compliance of work progress with the approved work schedule, material / equipment supply
schedule, budget and financial plans; determine critical construction / material supply / permission / approval
activities, verify with updated data, establish and execute cost control system, carry out planned - actual analysis,
determine the deviations, take necessary measures for speeding up the works and against deviations
 Prepare (or have it prepared), check, approve, revise (or have it revised) if necessary, continuously
monitor and supervise the Quality Assurance / Quality Control Plans (procedures, method statements and
inspection forms)
 Monitor, supervise, coordinate and manage daily construction and site activities
 Control the compliance of material, equipment, facility and workmanship provided by suppliers and contractors in
terms of quantity and quality, to have related guarantee / warranty certificates provided by suppliers and
contractors
 Make (or have it made), continuously monitor, control, evaluate and approve periodical and final
inspections, measurements and tests done at site or in laboratory
 Determine physical progress and quantities of works completed / approved / accepted; prepare (or have it
prepared), check, correct if necessary, approve monthly progress and final payment certificates
 Monitor and update list and status / qualifications of contractors’ machinery, equipment, vehicles / tools
and technical personnel, and give instructions related to situations requiring correction in order to have them on-
the-job at the required time and in proper condition
 Check and evaluate contractors’ facilities, workshops, warehouses, etc. and give instructions related to
situations requiring correction
 Ensure that insurance policies are submitted by suppliers and contractors on time and for required scope,
monitor validity of the policies
 Determine and analyze risks related to construction and site activities, carry out evaluations according to
progress, perform management activities to prevent or minimize the risks
 Carry out necessary investigations and evaluations related to variations and/or claims (time extensions, additional
payment, determination of new price, etc.) in the event of occurrence, prepare variation orders, express opinion to
employers and clients, and carry out necessary studies in order to finalize the issues
 Help, express opinion, prepare necessary technical documentation and provide coordination to
employer / client for the resolution of any technical, administrative and legal problems, conflicts and disputes
arising between employer / client and contractors / suppliers
 Provide communication and coordination between all project stakeholders (employer / client, contractors
/ suppliers, public institutions and organizations, financial institutions, non-governmental organizations, general
public, etc.)
 Develop and execute documentation, record and archive system
 Ensure timely submission of documents to be submitted by suppliers and contractors; review, have them
revised if necessary, approve the submitted documents
 Prepare, approve and archive all records (minutes, surveys, attachments, reports, site records, etc.) to
document the construction and site activities progress and implementation
 Follow-up correspondence with suppliers and contactors; to check, evaluate and reply the incoming
correspondence
 Report progress and forecasts of construction and site activities with all dimensions (scope, quality, time
and financial status and future projections of supplier and contractor activities) to employers and clients in a
comprehensive and regular (periodical) way
 Organize periodic coordination meetings, prepare minutes of meetings and monitor the executions of
decisions taken
 Prepare (or have it prepared), check, approve, revise (or have it revised) if necessary, continuously monitor and
supervise, ensure execution of necessary corrective and preventive actions related to Health / Safety Management
Plans (procedures)
 Prepare (or have it prepared), check, approve, revise (or have it revised) if necessary, continuously
monitor and supervise, ensure execution of necessary corrective and preventive actions related to Environmental
Management Plans (procedures); ensure execution of pre-construction / construction / post-construction and site
activities in accordance with the points specified in Environmental Impact Assessment study
 Perform Testing, Commissioning, Operation and Maintenance, Training Management and
Support services
