Terms of Reference (Pre-qualification)

1. Background

AIIB has initiated building an Interim Operational Hub (the Hub) in United Arab Emirates (UAE). It has about
750 sqm of office space, accommodating around 50 people working simultaneously. The address close to: Al
Khatem Tower, Abu Dhabi Global Market Square (ADGM Square), Al Maryah Island, Abu Dhabi, UAE.

To meet the office needs of employees in the next three years, AIIB needs to build a small local area network
involving Wi-Fi access, Wired access, cloud dedicated line connection, security protection, and related
supporting services.

2. Target Solution Outline


2.1. What to Procure

• Subscription service of AWS DX dedicated lines to the Bahrain region.


• Local area network equipment with a 3-year warranty and related accessories.
• Network equipment installation and commissioning services.
• Network support service for three years.

Process
 Bidders ranked at top 4 after the Pre-qualification evaluation will be shortlisted for
the next round of IFB estimated to start on Nov.18, 2022.
 When been invited for IFB session, AIIB will provide detailed technical
requirements and IFB evaluation criteria.

4. IPQ Evaluation Criteria and Weight


Bidders ranked at top 4 after the evaluation will pass the IPQ.

4.1 Bidder qualification (55 points)

4.1.4 Proof of being a global company with world-wide branches or technical support 10
teams coverage in AIIB member countries, including mainland China, Asia, Middle
East, Europe, Africa, North America, and South America, Oceania, etc.
4.1.5 Capability of providing global 7*24*365 multilingual call center service; 5
5*8 on-site technical support service.
4.1.6 Bidder has a PoP in mainland China and has sufficient bandwidth resources to 15
global PoPs.
4.1.7 Has a good cooperative relationship with other large multinational telecom service 5
providers.
4.1.8 Provide ICT services including various dedicated line services, equipment sale, 10
network system integration, cloud networking connection services, colocation
services, and IT outsourcing, etc.

4.2 Solution qualification (30 points)

4.3 Service team qualification (15 points)


All CVs should be submitted via Ariba.
ID Evaluation Criteria Weight
Project Manager:
1) Demonstrate at least 3 relevant project experience in relevant solutions.
2) Over 5 years of IT project management experience.
3) Industry experience in ICT service territory.
4.3.1 4) Experience in establishing cross-department communication, coordinating 5
the meetings, drafting meeting materials and presentation decks,
facilitating the meeting discussions, etc.
5) Experience in cloud interconnections, cross-border dedicated line
connections, and traditional IP network.
Technical Specialist:
1) Demonstrate at least 2 relevant project experience.
2) Over 5 years of ICT Industry experience in relevant project.
4.3.2 5
3) Experience in cloud implementation.
4) Relevant technical certifications from manufacturers are preferred, such
as AWS, Azure, Fortinet, Cisco, Huawei, etc.
Other requirements:
1) English and Mandarin Chinese proficiency.

3) At least 2 members working on-site during the implementation phase.
