Sub: Medical Education - Mandatory attendance as per NMC norms for
both Exit and Entries of the doctors and Medical Staff — To be
ensured diligently — Certain instructions issued - Regarding

Department, Chennai-9,
The Deans of Government Medical Colleges / Hospital are aware that the
AEBAS (Adhaar Enabled Biometric Attendance System) is one of the basic and
mandatory requirement as per NMC norms. The National Medical Commission
(Undergraduate Medical Education Board) Notification dated. 16.08.2023 has
prescribed the norms for AEBAS under section 3.1 & 3.2 and is furnished below for
reference,
3.1 AEBAS
i All Medical Colleges/institutions shail install AEBAS to be linked to Command
and Control center of NMC.
fi. The daily AEBAS of the required staff (faculty, residents and supporting
staff), preferably along with face linked recognition, shall be made
available to NMC as well as on the Medical College Website in the form
of daily attendance dashboard.
3.2 Minimum requirement of attendance:
It shall be mandatory to have at least 75% attendance of the total working days
(excluding vacations) for all faculty and resident doctors. During vacation period, other
than sick leave or leaves availed due to emergency situations, the faculty on duty shall
not be availing any leave. Emergency leaves shall be certified by Head of the
department or Head of the Institution.
AEBAS, preferably with face recognition of all students attending every
lecture / teaching class / seminar shall be recorded and linked to NMC.
In this regard, the Principal Secretary to Government, Health and Family Welfare
Department, Secretariat in D.O. letter 2” cited have requested to issue strict necessaryinstructions to all the Deans, Principal, Vice Principal, Directors and Medical
Superintendents of all the 36 Government Medical Colleges and Hospitals to notify the
official working hours timings of all faculties as per the Government orders and circulate
‘such timings to all the faculties / staff for strict adherence.
Further, the Principal Secretary to Government, Health and Family Welfare
Department has also requested to instruct all the above mentioned staff categories to
register their attendance through Aadhaar Enabled Biometric Attendance System
( AEBAS) twice per day (i.e., when they come to Medical College (Entry) and when they
leave the Medical College after work (Exit). Occasional exemption in not marking the
attendance during exit should be done ONLY with the approval of the Dean and
Directors alone for the acceptable reasons of the compliant authority.
Therefore, all the Dean, Principal, Vice Principal, Medical Superintendent,
Director and Superintendent, Director and Professor & Professor and Superintendent of
Government Medical Colleges and Institutions, under the control of the Director of
Medical Education & Research are requested to ensure 100% of the implementation of
daily attendance through (AEBAS ) Aadhaar Enabled Biometric Attendance System
twice per day (ie., when they come to Medical College (Entry) and when they leave the
Medical College after work (Exit). Occasional exemption in not marking the attendance
during exit should be done ONLY with the approval of the Dean and Head of Institutions
only for the acceptable reasons of the compliant authority.
The above said instructions issued for strict adherence and compliance.
