Implementation of electrical instructions for MV/HV premises

1 General information
This document replaces Technical Instructions “TD-GO-01-ger-eng-14-011 Implementa-
tion of electrical instructions”. Its content has been updated according to recent findings.

2 Implementation of electrical instructions


Transformer stations, distribution stations and substations in or on ENERCON wind energy con-
verters and the transmission substations are “restricted electrical premises” by definition. Access to
such stations is for authorised persons as per EN 50110 Part 1 only.
Only skilled electricians or instructed persons with valid reasons for access can become authorised
persons. Ordinary persons (personnel who generally have no background in electrical engineering)
must be instructed. These are service mechanics and other employees of ENERCON who are not
familiar with the field.
Also, access can be granted temporarily to technicians from external companies after having re-
ceived appropriate instruction and after ENERCON staff has taken all required occupational health
and safety measures.
Instructions are always provided by a switching authorised ENERCON technician.

2.1 Procedure
1. The instruction must be documented in the form “Instruction” (TD-esc-03-de-xx-16-040). In the

process, a separate document is filled out for each person receiving instruction.
2. This Electrical Instruction has only to be performed in the case of an impossible work
supervision of “ordinary persons” by the switching authorised ENERCON technician
(TD-GO-05-ger-xxx-14-008).
3. Each instance of instruction must be registered and coordinated with the ENERCON Grid Op-
eration department directly before it is performed so that the respective special conditions can
be discussed. During this discussion the document number from the form must be communi-
cated so that it can be entered on the system.
4. The instruction must be carried out as per the declaration form. The main points of the instruc-
tion concern information on hazards (components in conjunction with the effects of electrical
current on the human body) and actions which are permitted and not permitted.
5. The declaration form must be signed on site by the person receiving instruction and the switch-
ing authorised ENERCON technician providing the instruction. The instructed person then re-
ceives a carbon copy of the form from the person providing instruction. File the signed original
document in the Grid Operation instructions + forms folder for a period of one year.
