1 General information
This document replaces Technical Instruction document TD-GO-01-ger-xxx-14-024. Its content has
been updated according to the most recent findings.
This information describes how to handle the “Permit to work” form (TD-esc-03-de-xx-16-005).

1.1 When to carry out work


The tasks described in this information must be carried out every time the “Permit to work”
is issued.

1.2 Reason for the instructions


According the EN50110 part 1 after completion of the work safety a permission to start work has to
be granted to the workers.
This means for every work in the MV/HV area a permission to start work needs to be given.
It doesn`t matter if this is an electrical or non- electrical task.
Only the nominated person in control of the work activity is allowed to issue the permission to start
work.
To avoid mix-ups and misunderstandings between the cooperating parties involved on site the
permission to start work has to be handed out in written form.

2 Preparatory work
Before the issuing of the “Permit to work” you must adhere to the procedure instructions “Work
supervision on MV/HV premises” (TD-GO-05-xx-008).
Also the instruction for safe use (BA_bl_1040) “Working in medium-voltage and high-voltage are-
as” must be known and understood.

3 Required work steps

3.1 Issuing of the “Permit to work”


The switching authorisation dispatcher of the Grid Operation department defines the responsibili-
ties during the switching conversation.
In case of a line switching operation the switching authorised technician additionally makes a note
in the “Switching order documentation” form (TD-esc-03-de-xx-16-036).
The responsibilities can be seen then in this document.
If the decision during the conversation has been made, that the ENERCON employee who is carry-
ing out the switching operations is responsible for the work activity, then he has to give the permis-
sion to start work.
This is generally the case if for the work safety only a switching off procedure of the MV transform-
er is necessary.
When line switching operation is required, it’s possible that the responsibility for the work activity
e.g. lies on the customer side.
The permission to start work has to be documented in the “Permit to work” form
(TD-esc-03-de-xx-16-037).
The document number from the header of the form has to be provided to the Grid Operation coor-
dinator during the switching conversation, because it has to be entered in the database.
After the document has been filled out and signed by both, the worker as well as the person grant-
ing the permission, the worker has to get the duplicate of the form.
The nominated person in control of the work activity keeps the original paper.

The “Permit to work” form (TD-esc-03-de-xx-16-037) is allowed to use only if the


switching authorised ENERCON employee is the nominated person in control of the work
activity.

After finishing the task the “Permit to work” has to be returned to the nominated person in control of
the work activity in writing.
If there is no chance that the person who has issued the “Permit to work” is receiving back this
permission, he has to deposit this form at a suitable place.
The switching authorised technician who takes over the responsibility and will be the nominated
person in control of the work activity then, has therefore the possibility to get back the permission
on the original document.
This measure avoids misunderstandings and mix-ups during the switching on procedure.

Fill in the date and time of issuing of the “Permit to work”.
Cross out the not applicable words in the sentence: ”The 5 safety rules ...”.

From:
Fill in full name, complete company name (e.g. WEA Service Nord-West),
Enter the telephone number and signature of the party issuing the “Permit to work”.

Fill in full name, complete company name (e.g. company XYZ),
Enter the telephone number and signature of the party receiving the
“Permit to work”.

Place:
Fill in the location of the safety measure here.
- Serial number of the wind turbine including panel name.
- MV substation, including panel name
- Transmission substation, including panel name

Measure:
Measures in accordance with the five safety rules can be filled in this field.
e.g. - Earthing switch panel 3 switched on
- Earthing switch panel 3 locked with padlock
Transmission Substation:
- Disconnector of panel -C01 blocked
- Local/remote switch of panel -E01 set to local

Date / time:
Fill in the date and time of establishing (installing) the occupational health and safety
measures.

For works like cable measurements it is also possible to fill in at point 8, 9 and 10 the
temporally removing of the occupational health and safety measures.

Date and time:
Fill in the date and time of the returning of the “Permit to work”.

From:
Fill in full name, complete company name (e.g. Cable Technics Corp.),
telephone number and signature of the party giving back the “Permit to work”.

To:
Fill in full name, complete company name (e.g. WEA Service Nord-West),
telephone number and signature of the switching authorised
ENERCON technician, who has to get back the “Permit to work”.

Permit for energisation issued:


After finishing the work and giving back the „Permit to work“ mark “Yes”, if a
permit for energisation can be given.
If a energisation is not possible, mark “No”. The reason has to be documented in
the comments (15). In such cases contact the respective Grid Operation department
to clarify how to proceed. Finally the “Permit to work” remains unaffected and can be
given back.

In cases of work without electrical background section 14 has not necessarily to be filled
out.

3.3 Filing the form


After the “Permit to work” has been returned, the signed original document has to be filed in the
“Grid Operation instructions + forms” folder for a period of one year.
