Staffing Plan

This Staffing Plan aims to delineate the policies, procedures, and compliance measures adhered
to in meeting the minimum Performance Work Statement (PWS) staffing requirements for
healthcare environmental cleaning within the specified Medical Treatment Facility. This
comprehensive outline also includes the Basis of Estimate (BOE) that demonstrates the
methodology for calculating the Productive Hours proposed.

Recruitment and Onboarding

A thorough screening process will be implemented for all potential hires, including background
checks, drug screenings, and confirmation of relevant certifications.

Executive Housekeeper (EH): Certified Healthcare Environmental Services Professional


(CHESP) per AHE or a Certified/Registered Environmental Services Executive (C/RESE) per
IEHA.
 The executive housekeeper shall possess a minimum of five (5) years in a healthcare
environmental cleaning experience within the last eight (8) years in a medical facility
with inpatient, outpatient, and surgical specialties. (The Government will not accept
experience in general custodial or janitorial environments).

Assistant Executive Housekeeper (AEH): possesses CHESP or C/RESE with at least three (3)
years within the last five (5) years of experience in healthcare environmental cleaning in a
medical facility with inpatient, outpatient, surgical and other specialty services.

Contractor Service Provider (CSP): personnel that are trained in healthcare environmental
cleaning.

The EH, AEH and CSP must complete the Greenfield International Corporation’s Healthcare
Environmental Cleaning Training Program and must complete initial and annual Government
training.

Staffing Policies

Training: All new employees will undergo mandatory training sessions on health, safety, and
environmental cleaning procedures in the healthcare setting. Periodic refresher courses will also

they are free from contagious diseases.
Staffing Procedures

Recruitment: The recruitment process includes job posting, interviewing, health screening, and
orientation training.

Shift Management: To ensure 24/7 coverage, employees will be allocated in 3 shifts – morning,
afternoon, and night. A rotating weekend schedule will ensure every team member has a
weekend off once a month.

Performance Monitoring: A monthly review of staff performance will be conducted to ensure


adherence to protocols and standards.

Compliance with Performance Work Statement Staffing Requirements

Staffing Levels: The following staffing levels will be implemented:

- One (1) QA/Team Leader for each shift.


- Ten (10) Environmental Cleaners for each shift.
- Two (2) Specialized Cleaners for equipment and critical zones for each shift.
- One (1) Staffing coordinator for oversight.

Qualifications: All staff members will have:

- A minimum of a high school diploma.


- At least 2 years of experience in healthcare cleaning or a related field.
- Successful completion of our training program.

Basis of Estimate (BOE)

Estimation Process: Our BOE is based on:

- Historical data from similar healthcare cleaning projects.


- Expected workload derived from the size and capacity of the facility.
- Current market wage rates for professionals in healthcare cleaning.

Productive Hours Proposed:

- Each employee will work an 8-hour shift, excluding a 1-hour break.


- This results in 7 productive hours per shift per employee.
- With 13 employees (excluding the staffing coordinator) per shift, this totals 91 productive
hours per shift, or 273 productive hours per day.
- This totals 1,911 productive hours per week, considering a 7-day workweek.

Assumptions:

- Employee absentee rate is estimated at 5%.


- Peak seasons may require additional temporary staffing, not exceeding 10% of the total
workforce.

Metrics
The staffing plan percentage is the percentage of staff on-hand working on contract tasks at a
specific point of time each month. The staffing plan percentage is calculated by dividing the on-
hand staff by the number of staff listed.
