Group Diary.
As a group member, we had a group meeting on week 9 which was held on the 29th of April
at the USP Green table from 10am to 12.30pm. We have a maximum of 4 members in a
group.

 Conclusions.
INTRODUCTION.
Control is the regulation of one or more organizational activities in such a way as to facilitate
goal attainment, so that some targeted element of performance remains within acceptable
limits. It allows managers to gauge how well the organization is performing by comparing its
current positions to where it should be. The three major types of managerial controls are
firstly, is feedforward control which is also called preliminary controls, it ensures that
objectives are clear, that proper directions are established, and that the right resources are
available to accomplish them. Secondly is concurrent control, also called steering controls;
it is usually focus on what happens during the work process. They monitor on going
operations and activities to make sure things are being done according to plan. Thirdly is
feedback control which is also called post action controls is usually taking place after the
work is completed. They focus on the quality of and results rather than on inputs and
activities.
To begin with, The Ministry of Infrastructure and Transport is one of the public sector
organisations. They are directly responsible for policy formulation, planning, design,
regulatory, coordination and implementation of programs, projects and services relating to
engineering works, meteorology, transportation and public utilities which are part of the
Government infrastructure sector in Fiji. In addition, the Ministry is also responsible for
policy and legislative formulation as well as administrative and regulatory functions of
various Government Commercial Statutory Authorities (CSAs) and Government Commercial
Companies (GCCs) under its line portfolio of the Minister of Infrastructure and Transport.
Under the Ministry’s core functions, engineering works cover important infrastructure
components such as buildings, joinery, mechanical, electrical, vehicle plant hire, rural
electrification and renewable energy sources. Similarly, the transport sector covers land and
maritime transportation as well as Meteorological Services. The public utilities sector
encompasses energy, water and sanitation.
Therefore, the project overview will undergo the analyzation of different types of control
process in the organization and also, in response to the challenges faced globally, ways of
improvement would be introduced to help the business organization.
THEORETICAL FRAMEWORK & LITERATURE REVIEW.
The Ministry is responsible for seven departments, including Departments of Transport,
Government Shipping Services, Energy, Water and Sewerage, Meteorological and Hydrology
Services, Buildings and Government Architects and Public Works. The Ministry is also
responsible for the policy and legislative formulation and the administrative and regulatory
functions of Fiji Roads Authority, Land Transport Authority, Water Authority of Fiji, Fiji
Electricity Authority and the Maritime Safety Authority of Fiji.
The transportation agencies have historically focused on major building and expansion of
roads, bridges, and other transportation infrastructure. However, the emphasis has drastically
shifted from development of new infrastructure to intelligently maintaining the existing one.
In recent years, budget tightening and increasing demands had also impacted the allocation of
funds in transportation infrastructure. This situation has led to emphasize the development of
asset management systems.
At its core, asset management is a business process that often changes the way of thinking in
an organization and drives the decisions based on information. A strong asset management
system provides a solid foundation that optimizes the performance and cost effectiveness of
transportation facilities’ operations and maintenance. Keeping in mind, this paper provides
an overview of transportation infrastructure asset management.
While the concept of linkages between transport and productivity is relatively clear and
straightforward, the frameworks used to assess these linkages become complex because of
the multiplicity of impact dimensions spanning freight and passenger transportation. As
incomes rise, better transport services are needed to support the growth of business activities,
exports and value creation, and the focus for infrastructure investment shifts to supporting
these sectors of the economy. Transport infrastructure plays a critical role in the transition
from a middle- to high-income economy.
Infrastructure can be an effective policy tool to address social and territorial imbalances by
connecting rural and remote areas to larger centres of production and consumption, creating
more economic opportunities for residents and reducing out-migration. Effective and efficient
infrastructure is vital to Fiji’s future prosperity and driving sustainable economic growth.
Rehabilitated land and maritime transport infrastructure. The project will finance civil works
to repair, rehabilitate, reconstruct, or upgrade existing roads, bridges, and rural jetties. It will
also finance safety improvements on selected roads and bridges, which may include road
safety furniture and streetlights, and gender sensitive designs for improved pedestrian access.
Subprojects will be selected in accordance with the approved subproject selection criteria
framework. Where possible, subprojects will be grouped geographically into suitably sized
and cost-effective contract packages that will maximize local impact.
RESEARCH METHODOLOGY.
One of the research methods used is secondary research which is Internet research. This
research was possible with the use of internet access to gather important information under
the Ministry of Infrastructure and Transport. Poor road conditions are a major concern in Fiji.
While the government has implemented a policy of gradually upgrading national roads from
gravel standard to two-lane sealed highway standard over the past 30 years, there has been
insufficient investment in routine and periodic maintenance and rates of deterioration have
been faster than otherwise would have been the case. Economic growth can be promoted by
improved transport infrastructure, which will improve communities' accessibility to socio-
economic opportunities, restore basic social services in rural areas, and build rural
economies.
RE- ENGINEERING PROCESS PLAN.
Organisation Mission:
Their main mission is to positioning the Ministry to catalyst to current and future economic
development with all government ministry and agencies through developing and resourcing
of appropriate infrastructure and assets. This ministry will lift the services it provides,
enhance the client experiences, coordinate planning with stakeholders and partners,
modernize and automates its processes, share relevant information, and position itself to
enable the most effective use of infrastructure and development of the country and prosperity
of its people. The organization mission statement is ‘Complete Service Delivery that is
Accessible to All”.

The goals of the organization are it sets out how funding is allocated between activities such
as road safety policing, state highways, local roads and public transport. Also, to advance the
Safe System approach, address speed as a cause of road death and serious injury and improve
roads and roadsides. To effectively, efficiently and sustainably provide an environmentally
friendly land transport network to which people are able to gain easy access and travel on
safely, efficiently and comfortably to their destinations.
Furthermore, to halt the deterioration trend and reduce the value of deferred maintenance and
deferred renewals. To develop capacity and capability at all levels of the Roading industry
such that Fijians are ultimately able to be appointed to any role within the FRA, Principal
Engineering Services Provider or Maintenance.

For instance, working in teams to develop proposals that speak to the client’s needs, concern
and objective. Handling objections by clarifying, emphasizing agreement working through
difference to a positive conclusion singing variety of styles to persuade and negotiate.
Overseeing the development of marketing literature, writing reports and providing
management with feedback. Actively contribute to all corporate requirements of the Ministry,
including planning, budgeting, recruitment and selection, discipline and performance
assessment activities.
PART B: LEADERSHIP.
Leadership in the public sector is especially important, it not only influences the job
performance and satisfaction of employees, but also how government and public agencies
perform. Leadership is critical to good public governance including good planning,
efficiency, transparency and accountability.
A leader in this public sector organisation that truly inspires me is Leuta Sokowasa. He has
been working in this association [MOIT] for nearly 18 years. He begun of as a storeman and
is presently in a position of foreman shipping.
One of his fundamental leadership styles is key administration, he guarantees that the current
working conditions stay steady for everybody within the organisation. He too incorporates a
kind of transformational authority where he is continuously changing and progressing upon
the company’s tradition. He too includes a coach fashion administration, where he is centres
on distinguishing and sustaining the person quality of each part in his group.
In addition, a few of his individual characteristic that was pulled in by him are his
conscientiousness[dependability], where he is tended to be determined, dependable,
dedicated, lively, decided, organized, and self-disciplined. He is additionally suitability
[Loveliness], where he is trusting, humble, understanding, respectful, steadfast, kind,
accommodating and unassuming.
Furthermore, one of his sources of power in his department is to supervise work, making sure
that they are not lacked behind and preventing accidents occurring in the department. He also
monitors employee productivity and providing constructive feedback and coaching. He is
also used to inspecting, caring for, and preserving equipment. And keeping records and
preparing reports.
Some of the ethical issues that he had faced is firstly social media use where he is not really
addicted to social media and also dislikes his photos to be taken and to post it on social
media. Secondly, is how his members used to treat him in an unkindly manner. Even though
he had to go through all this issues, all he did was that to never bother about them and just
continue with what he is inspired to do.
CONCLUSION.
To conclude, in order for an organisation to ensure that their planning objectives are achieved
and the consequent benefits are realised they are required to use the major types of
managerial controls as written above. Therefore, controlling helps the organisation fulfil its
goals in many ways such as monitoring changing condition, avoiding compounding errors
and cost minimisation. The Ministry of Infrastructure and Transport also provide policy and
legislative oversight for Fiji Roads Authority, Water Authority of Fiji and Energy Fiji
Limited.
To succeed as a leader at the workplace, one must be good at dealing with all aspects of
ethical conduct, communication, interpersonal relations, motivation, job design and team
work. Even though leadership can be viewed in different ways, but truly great leaders are
extra ordinarily good at turning their vision into concrete results.

RECOMMENDATION.
To recommend, other organisation are to be encouraged to use the types of control and follow
its process of controlling, because without the managerial controlling the company won’t be
able to function according to their objectives or goals of the public sector organisation.
Organisations should also be advised to assist people in relocating homes and provide
services due to natural disasters that has affected individuals. Organisation should try to re-
equip machines due to the equipment that was invented and advertised for usage purposes.
Materials are so important in the development of civilization that we associate Ages with
them. In regards to materials, it can be reduced, reuse and recycled to avoid wastage of
materials. The companies should provide a safe working environment in order for one to
move freely while working.
In order for an organisation to be successful in management, planning is essential as it works
best when it is comprehensive, systematic and based on well-established foundations.
