TITLE: BUSINESS ANALYST CLASSIFICATION: INFORMATION SYSTEMS 24


JOB OVERVIEW

Under the direction of the Manager of Business Services, this position is responsible for providing business,
systems and data analysis supporting all applications within Service BC. This includes e-service applications
providing services to the legal, financial and citizen communities. The position is responsible for documenting
existing and new processes, business requirements, application specifications, change management and
quality assurance for new and enhanced services to staff and citizens.

ACCOUNTABILITIES
Required:
 Facilitates requirements gathering sessions with client to elicit, identify and document business
situations requiring technological solutions.
 Understands and provides LEAN solutions to the development and enhancement of business
processes.
 Researches and develops business cases including technological alternatives, cost benefit analysis,
revenue and operational impacts, implications, program area resources and policy/procedural
enhancements.
 Translates business processes into technical specifications.
 Prepares requirements analysis, operational requirements within government, ministry and industry IT
standards.
 Participates in, or leads project teams, technical reviews, quality assurance checks and post-
implementation reviews.
 Ensures program logic and specifications are adhered to.
 Reviews and identifies potentially reusable system components.
 Develops and implements procedures (i.e. naming conventions, data dictionary management,
transaction definitions, testing/operational procedures, client training, etc).
 Documents changes to systems and costs of producing new manuals, reports, etc.
 Develops and executes application test plans and executes detailed test scripts to ensure that system
functionality meets specification.
 Develops, monitors and provides orientation for user acceptance testing by program staff
 Work closely with program staff of the various branches to understand their business requirements
and technology needs.

 Develops and delivers change management functions in the form of communications and training to
staff and other stakeholders to provide exposure to new and enhanced application features.
 Provides operational support to a large number of applications utilizing varied technologies to ensure
that service interruptions and other related issues are responded to and addressed in accordance with
service level agreements.
 Works closely with stakeholders from other branches, ministries and levels of government to provide
high levels of integrated services to citizens.

JOB REQUIREMENTS
EDUCATION AND EXPERIENCE
 Degree, diploma, certification or equivalent in the computer science field or equivalent combination of
education and experience.
 Experience providing business analysis related to integrated custom applications with complex
business processes.
 Experience working with front line clients in service delivery based organizations.
 Demonstrated experience in requirements gathering and documentation including business cases,
business requirements documents, use cases and process flows diagramming.

Preference may be given to applicants with:


 Certification in business analysis or equivalent.
 Experience working with multi partner and multi jurisdictional agencies.
 Experience with usability issues and web-based applications.

KNOWLEDGE, SKILLS AND ABILITIES


 Knowledge of business and data analysis methodologies.
 Knowledge of application design and development life cycle; and all aspects of IT security.
