MINUTES I. Introduction The second Regional Management Committee Meeting (ReManCoM) started at 8:34 in the morning for the preliminaries. A. Roll call ‘The calling of roll was done by Ms. Sancha Nacion, Chief ES of HRDD. B. Determination of quorum After the roll call, Assistant Regional Director Bebiano I. Sentillas was able to determine that there was a quorum to transact business. C. Call to order was at 8:59 in the morning. I Review and approval of the previous mimutes Copies of the previous minutes of the meeting were distributed to the members prior to the meeting for review and comments which shall be sent through the provided link. It was noted that there were no comments or issues arising from the minutes hence upon the motion of Engr. Ronald Asis, duly seconded by several members without objection, the minutes of the previous meeting was approved. Il, Business arising from previous minutes. None IV. Raf Code [PAW FOOT Rev [00 © 069 516 9555 ‘Efictvity 0306.23 [Page| Tot 50 © regionS@deped.gov.ph Republic of the Philippines Department of Education BICOL REGION Director's Time | Before tackling the salient items for discussion, RD Gilbert Sadsad expressed the following: > Congratulatory note to all SDSs and to ARD Bebiano Sentillas for their new assignment and to the successful reshuffling which commenced last April 3, 2023. > Announced the forthcoming reshufiling of the ASDSs and inform them to be ready for any assignment that comes their way for it can help them in their career. He specified that those who are assigned to the island divisions may be assigned to the mainland and vice-versa. > Instructed the incumbent OIC-ASDSs on their exposure to the national search committee for promotion. He encouraged them to submit their names to Ms. Mary Ann Banas (April 25, 2023) for appropriate recommendation. ‘The following were the salient issues discussed by RD Gilbert Sadsad: > Reminded everyone on the continuous regular virtual’ meeting for issues and concerns to be resolved spearheaded by the FTAD. It was found accordingly that the SDOs have low utilization. He instructed everyone to obligate All PAPs at once as per the order of the DepEd Secretary. Those which are already been programmed must be obligated at once. > Received a memorandum on the hauling of school furniture and materials procured by the Central Office which were in the warehouse in Naga City. They were asked to get the said materials from the warehouse to be brought to the SDOs or schools. The problem is the budget for the hauling. This situation is not only true in DepEd Region V, hence the Regional Directors opposed this mode hence Director Ablan is doing his best to provide the Regional Offices with some funds for the hauling. » Another issue that the Office is anticipating is the usability of the materials which were stored in the warehouse for two years, especially the computers and televisions. These materials and equipment were procured by the previous administration but were not delivered to the respective recipients because their procurement was not supply and delivery. The delivery of the procured materials was separate from the procurement. The budget must be provided by the CO. Before the delivery, IT personnel must check first the electronic equipment to see if it is still usable. > It was discussed in the National Mancom the creation of the National Task Force for Senior High School as well as regional and division task force for SHS composed of CLMD, QAD, and PPRD especially on the OJT and the TechVoc. It was reminded that not all schools have the same situation. The SDS shall be the approving authority on the scheme to be adopted by the schools. » Relative to the issue of the weather condition today, the Secretary is advocating the use of modules in times of extreme condition like calamity, armed conflict or any manmade or natural calamity. All SDOs must prepare a learning plan to be adopted in case the aforementioned situations arise. It must be submitted to the Regional Office and shall be cascaded to the schools. The CID Chief must take the lead in crafting the plan to be assisted by the ASDS. This alternative plan must be communicated to all school heads. He emphasized that in case of adverse situations, the alternative plan must work. The Secretary is explicit that learning must not be suspended. Classes might be suspended because of some situations, but learning must continue through other alternative ways. Hence, modules must be distributed to all schools and utilized. > A task force might be created at the Regional Office to monitor the distribution of the learning modules as these are essential to the learners’ learning. It was emphasized by the Regional Director that schools that will not get modules must not suspend classes. If classes are suspended, extension of classes must be done in accordance with the existing guidelines. Hence, to avoid the extension of classes, distribute and utilize the modules. If it is found that modules are not distributed, appropriate action/sanction shall be done. > _The Regional Office was visited by the Regional Center Site, Rawis, Legazpi City 4500 Doe. Ref. He emphasized that said curriculum and _ other interventions that Region V is doing are recognized by the ABC+ and accordingly shall be adopted nationwide with slight modification (4-week curriculum instead of 8-week). > ARD Sentillas proposed to the Regional Director to have a partnership with the HEIs which have education courses that during the students’ on-the-job training, these students shall be tapped to help in the reading activities of the learners. > The Regional Director reminded too the body that teachers who have student teachers do not mean that they are free from their obligations as teachers and give their tasks to these students Reports reached his office and were observed that some teachers let the student teachers do the actual teaching without their supervision which violate the essence of the training of these would-be teachers. He reminded everyone that these students need good role models and need a positive culture that they can emulate when they become teachers. He emphasized that the learning plans of the schools shall include plans for student teachers. The Regional Director explained that one of the issues raised to the in charge of the SBFP is the procurement of milk because it is specifically stipulated in the guidelines that the milk must be procured from the National Dairy Authority and from carabao milk. Clear instruction should also be given to the learners about the lessons that they have to study and the tasks using the module. > Paragraph 4 of the memorandum gives the SDO the leeway to make decisions if they think the options given by the Regional Office are not possible or practical to the division. It was stressed that if the options stipulated by the Regional Office are not feasible in the SDOs, the SDS in consultation with the Elementary and Secondary School Heads and the ALS Focal Person is given the authority and responsibility to implement a scheme and schedule that is deemed appropriate for the learners. Part of the instruction is that while the learners are on distance learning, teachers will also be allowed to work from home and perform their usual duty like preparing lessons, checking outputs, and doing teaching-related tasks at home. For the non-teaching personnel in the school, the school head shall seek the approval of the SDS for the adoption of work from home scheme that promotes the wellness and safety of the school employees such as 4 day-in- person work and one day of work-from- home per week. > The proposed memorandum states that the flexible schedule in the schools will be in effect as long as it is necessary to protect the physical and mental well- being of the learners against the extremely high temperature which can bring heat cramps, heat exhaustion, and heat stroke. The days spent in distance learning shall be counted as regular class days. > The SDOs through the SDSs shall monitor the schools implementing the adjusted modality and submit a report to the Regional Director for record and monitoring purposes. > Private schools may adopt this scheme if desired. > The body was encouraged to suggest additional inputs on the proposed memorandum, and the following were the suggestions /comments/reactions: * ASDS Lauro Millano said that typhoon and rains have predictability while heat index is hard to predict, and the heat index is not the same, hence additional parameters is needed from office concerned (PAG-ASA) as basis of decision in shifting to modular modality. * ARD Bebiano Sentillas acknowledged Regional Center Site, Rawis, Legazpi City 4500 (Doe: Rak Code [PANT aOF ® 0969 516 9555 Efiectivity 0306.23 Page| a0 of © regionS@deped.gov.ph 86 See Republic of the Philippines Department of Education BICOL REGION, the unpredictability of the heat index hence it is suggested to have a modular modality as long as the extreme high temperature is ongoing. However, the SDO in consultation with the school heads can decide what is best suited to adopt. After all the memorandum is not prescriptive but suggestive, hence the SDOs can have their decision. RD Gilbert Sadsad suggested having the scheme until the end of May since it is the peak of the summer season and see from thereon the situation. He reminded everyone about the policy on the use of modules in times of other man-made or natural calamities like floods or typhoons, hence it must always be in place for situations that call for such modality. SDS Nene Merioles of SDO Albay shared one probable option wherein the heat's peak starts at 12 noon up to 3 in the afternoon, hence in-person can be done in the morning and modular distance modality can be done in the afternoon. RD Sadsad again reminded everyone calling their attention to paragraph: #4 of the memorandum that the SDOs are not limited to the stipulated suggestions but can devise their own scheme in consultation with the school heads that would work in their respective schools/divisions. Schools that are not suffering from extreme heat should not adopt the scheme. ASDS Wifredo Gavarra shared the pronouncement of Atty. Poa on the talking points of DepEd and PAG-ASA on the giving of information on the heat index and giving leeway to school heads on the suspension of classes in times of severe heat, but the SDO must be notified and report the modality the school is adopting. Another issue is the requirements for teachers who are working from home as guide. Poa is the suspension of wearing of uniform which is not comfortable in the extreme heat. The Regional Director sted that it will be up to the SDOs and the school heads to decide on the issue. As far as the memorandum is concerned it shall be stipulated that the wearing of school uniform for the teachers, school heads, and school personnel is optional until the end of May 2023. * ASDS Fernando Macaraig suggested to include decency and propriety in the attire of the teachers, school heads, and personnel. He also suggested the inclusion of orientation or consultation of the PTA before the implementation of the scheme/distance learning. = RD acknowledged the suggestion so that parents will be informed. Anyway, if there are queries, the RD assured everyone that he will be responsible to answer the queries. © Other suggestions were raised but RD Sadsad and ARD Sentillas reiterated that the schools and the SDOs are given the authority to decide on the scheme they will adopt which is best suited to their school/division. He further stressed that classes will not be suspended but will only shift to modular distance learning as the present situation calls for it.
