1.Preparation Basis and Instruction

1.1 Preparation Basis

This procedure is only use for piping prefabrication and installation of this project.

1.2 Preparation Instructions

The main material of unit piping as follows:A106.GR.B,API 5L-B,A53-B-S/GALV,


A333-Gr6,A335-P11,A335-P22,A312 TP304,A312 TP304L,A312 TP316,A312 TP316L,
A312 TP347,A312.TP316L-UGand so on.
The Pipes which diameter ≥3″are fabricated in prefabrication workshop, in order to prevent
deformation, the pipes which diameter <3 should be fabricated and installed at site.

3. Flow chart of piping prefabrication and installation

Construction preparation→material received, management and storage→sand blasting,


anti-corrosion→color code removal→material take off, cutting→assembly welding→pipe
spool tag→NDT→heat treatment(if require)→internal cleaning, sealing→transport to lay down
area→transport to site for installation

4. Preparation work before construction

4.1Technical preparation

1) Compiling work procedure and ITP, and submit to OWNER for review and approval.
2) It is familiar with drawing, engineering status, relative standard specification and design
documents.
3) Request WPS and PQR for inspection, and organize welder for qualification.
4) To confirm document form and handover form.
5) Joint database and material database are set up as per construction drawing and welding
plan.

6) To compile “safety, technical handover card”, and organize construction person to


handover safety and technical.
7) To compile “construction manual”, and convenient for instruction.

4.2Construction Preparation

1) To set up piping prefabrication area


Properly layout of prefabrication area, piping fabrication is divided into workshop, CS
material lay down area, SS material lay down area, CS material cutting area, SS material
cutting area and product fabricate lay down area. Prefabrication area should be equip with
“four passes and one flatness” condition before construction, construction area should be
convenient for crane stand and vehicle pass. Hard ground is required for fabrication
workshop, other area should leveling by gravel, lay down area of material and product
should put wood or cement block to prevent material soak into water.
2) Construction equipment and tools preparation
Construction equipment and tools are arranged as per workload and progress plan. To check
construction tools and apparatus whether are in line with requirement or not, it should
request for inspection as per requirement.

5. Material received, management and storage

5.1Material received

1) After material arrive at site, WUHUAN and OWNER/PMC should check material quantity,
specification, model, material component whether accord with packing list or not, and
inform storekeeper of Construction team to transact material take off.
2) Storekeeper will feedback information to technician, technician as per material situation to
issue 《limitation material take off card》, store keeper will fill in 《material take off
application》as per 《limitation material take off card》and hand in WUHUAN engineer for
confirmation, after 《material application form》is confirmed then handover WUHUAN
warehouse for material take off. The detail flow chart as follows:

5.2Material certification inspection

1) Piping, pipe fitting and valves etc must have manufacture product quality certificate.
2) Product quality certificate, certificate should have company stamp or manufacturer stamp.
3) Careful check material, specification, model, quantity, mark, tag, batch no. of pipes and
pipe fitting whether accord with packing list or not, high pressure steel pipe should have
manufacturer RT certificate
4) If quality certificate of steel pipe is not in line with steel number, heat number, it could not
use without steel number and heat number.

5.3Material recheck and visual examination

1) Visual examination is required before using pipe and pipe fitting, it could not use without.

2) Surface of steel pipe is not allowed defect, such as crack, enfold, fold, abscises layer and
scab etc.
3) To check ovality, wall thickness tolerance and perimeter by former and calipers whether in
allowance scope or not, inspection proportion is spot-check 10%, if one piece is not
qualified need to double spot check.
4) Steel pipe is checked whether have rust, pocking mark, pit and mechanical damage.
5) High pressure steel pipe and pipe fitting should be spot check by thickness tester, any
minus of thickness wall should not more than 12.5% of nominal wall thickness.
6) Alloy steel material should do PMI test and mark it, inspection proportion is spot-check
5%.Special Alloy steel material should do PMI test 100%.
7) The size tolerance of elbow, reducing pipe, tee, pipe cap, connector, boss club, flange and
etc should be accord with relative standard stipulation. Pipe fitting surface is not allowed
crack, visual should be smoothly and without scale, others default of surface should not
more than allowance depth, bevel and screw fabricate accuracy should accord with product
standard requirement. Weld should be make properly molding, and smoothly transition
with base metal, it is not allowed defect that crack, lack of fusion, lack of penetration and
undercut etc.
8) Flange sealing surface should be cleaning and smoothly, it is not allowed that radial
channel, porosity, crack, burr or others defect that reduce intensity and without properly
connection.
9) Roughness or male and female ring of flange should be natural table, the height of lug boss
should not less than groove.
10) Make a good record of material inspection, if find unqualified material should be
immediately report to WUHUAN, and return to warehouse immediately

5.4Material management

1) All material should be register and make an account, to carry out material dynamic
management.
2) If material have instead situation, it must have WUHUAN official material instead list,
otherwise forbidden using it.
3) After inspection, the qualified material should be anticorrosion as soon as possible.
4) It should cancel from an account after material issued, make sure account, card and object
are consistent.

5.5Material storage

1) Material should be separated putting and tagging as per specification and material
component; CS. AS and SS should be separated putting.

2) The material which ≤3” should be stored indoor; Pipe connector should be stored indoor;
others big diameter material should be stored outdoor.
3) The material which storage outdoor should put on wood or cement block, the distance from
ground should keep 100mm.
4) Pay attention to protecting flange sealing face, during storage or handling period sealing
face is protected by wood or plastic material to prevent sealing face damage by machinery.
If sealing face is damaged during handling period, as per damage situation to return or
re-fabricate as per WUHUAN flange sealing face repair procedure, it could not reuse until
qualified.
5) Pipe spool must be store as per unit; two ends of pipes should be closed in time.
6) Forbidden material soaking into water in any time, if meet raining season, it must take
action to cover, pad or transfer material.

5.6Welding material management

1) Welding material should be request for inspection in time, welding material should have
product quality certificate, and the object should be in line with batch number. Electrode
coated is not allowed wet, break off or obviously crack.
2) If electrode ex-factory period is more than three years, it should test welding process
capacity, it could not use until qualified.
3) All qualified welding material is stored in door, the relevant humidity of store room should
control below 60%, and temperature should be control above 5℃, welding material should
be separated as per material component and mark it; Material certificate code should
toward outside; welding material should be 300mm away from ground and wall, package
welding material storage should be not too much higher and not more than 10 boxes.
4) Electrode baking and constant temperature should be carried out as per instruction; baking
time is not more than two times. Welder should use oven box when they taking electrode,
remain electrode should return to baking room.
5) Material baking room is managed by pointed person; fill in baking record and issue record
of welding material.
6) All welding consumable must be marked with clear identification. Retest shall be carried
out for welding consumable without marking.

6. Material sandblasting, primer anti-corrosion

1) After material is received by material department, technician should arrange sandblasting,


rust remove and painting as soon as possible, when anti-corrosion material is completed to
handover technician and storekeeper, then return to material department for storage.

2) Material removal and anti-corrosion quality should accord with relative standard or design
requirement.
3) Tubes and pipes, pipe fittings should separate remove rust and anti-corrosion, it is only
sandblasting the material which is same material and same thickness, color code is marked
after anti-corrosion is qualified.
4) The detail method of sandblasting and anti-corrosion please see other working procedure.

7. Color code re-mark

1) Make a card of specification, material, thickness etc information before sandblasting and
stick in wall by scotch tape, after sandblasting completed to implement color code re-mark
as per card information.
2) The detail methods of color code re-mark as follows: 25mm width fully color strip is
painted, color code as follows:

3) Material specification and wall thickness information, tubes and pipes should re-mark at
two ends of pipes; pipe fitting should be re-mark the obviously location.
4) Pipe color code of small diameter should use points instead of color code.
5) During construction, confirm color code and card is removed by construction person.

8. Material take off, material cutting

8.1Material take off

1) When pipe line is equip with prefabricate condition, technician issue 《rated material card》
to construction team, working team and material department, storekeeper make a summary
of material as per 《rated material card》and report to WUHUAN for approval and make
material take off, the material which is not need sandblasting and anti-corrosion to
transport fabrication area directly, opposite material will transport to shot-blasting, after
sandblasting and anti-corrosion are qualified, the construction team or working team will
take material off from material department as per 《rated material card》.
2) Material take off that day should cancel from an account.
3) In principle material will take off as per drawing description, during prefabrication period
is only taking prefabrication material, avoid material waste and losing.

8.2Cutting

1) Material will be cut at piping fabrication workshop, SS and CS material will be separated
working.
2) CS pipe and AS pipe will be cut as per mechanical method, it is also cut by oxygen and
acetylene flame; when adopt oxygen and acetylene flame to cut, it must make sure correct
dimension and surface flatness, meanwhile, it must clean scale, slag by grinder; galvanized
steel pipe will cut by steel saw or mechanical method; SS pipe will be cut by machine or
air-plasma. Bevel surface is required flatness, no cracking, cold-lap, burr,
convexo-concave, necking, slag, scale, iron etc. The tolerance of end face should not more
than 1% of pipe outside diameter, and not more than 3mm.
3) Forbidden material mixing put. In order to prevent SS pollution, especially iron pollution.
Cutting SS pipe should use special cutting wheel, it is forbidden using together with CS
cutting wheel.

8.3Bending and forming

1) Pipe may be bent and components may be formed by any hot or cold method which is
suitable for the material, the fluid service, and the severity of the bending or forming
process, The finished surface shall be free of cracks and substantially free from buckling.
Thickness after bending or forming shall be not less than that required by the design.
2) Strain induced during forming or bending, defines as follow:
Fibre strain for tubes and pipe (%)=(t/2r)
Where t = pipe or tube outside diameter, r = bend radius.

Cold-formed bend or forming shall be heat treated after bending or forming for the
following:
• For P-nos.1 through 6 material, where the maximum fibre strain after bending or
forming exceeds 10%.
• For any material requiring impact testing, where the maximum fibre strain after bending
or forming exceeds 5%.
3) Hot bending or forming shall conform to item 332.4.1 of ASME B31.3.
4) After cold bending or forming, heat treatment is required for all thickness with duration
and temperature as given in table 331.1.1 of ASME B31.3.

9. Fit up and welding

9.1Piping fit up requirement

1) Bevel fabrication type and angle should be implemented as per WPS requirement.
2) Inside and outside cleaning throughout the pipe and fitting assembly, welding in time after
cleaning qualified.
3) In wall flatness is required when pipe and pipe fitting assembly, the offset of in wall should
not more than 10%, and not more than 1.6mm. it need repair smoothly when difference is
more than 1.6mm.
4) During pipe spool fit up period, it is require that alignment and tacking fastness to prevent
deformation or displacement.
5) The allowance tolerance of free and seal pipe dimension should accord with following
stipulation:

6) Nominal diameter<150 mm pipe, two circulation seam space should not less than pipe
outside diameter ; Nominal diameter≥150 mm pipe, two circulation seam space should
not less than 150mm.

9.2Technical requirement of piping welding

1) Welder must have welder certificate and working permit, qualified certificate should
accord with working scope.
2) To confirm welding material and procedure before welding, it will be carried out as per
WPS requirement.
3) Welders will take welding rod by oven box, the quantity is not more than 5kg for each time,
the balance welding rod should return warehouse and performance 2 times baking.
4) To clean oil, rust, filth at bevel and 20mm of two sides location before welding.
5) Starting arc will be implemented at bevel location during welding period, piping surface is
not allow arc scratch.
6) Wind is prevented for convection during welding.
7) When start arc welding, the wind speed is required ≤8m/s, when gas shield arc welding ,
the wind speed is ≤2m/s, and relative humidity is ≤90%.
8) It is not allow welding at the location that is attacked by rain, strong wind, wet or frost.
9) Socket welding joint is adopted SMAW, GTAW backing welding and SMAW cap welding
are adopted for tee branch (nozzle).
10) SS hammer and SS brush are used for SS piping; anti-spatter coat is brushed for two sides
of weld prior to welding, under properly penetration and fusion condition.
11) The use of nitrogen as a shielding or backing gas for 300 series stainless steel is not
permitted.
12) For pipes ≤ 2inch NPS, use GTAW for entire welding.
13) When a spool is installed in the piping system and the joint is under a heavy load/weight
load, at least 70% of welding shall be done before leaving the welding for the next day.

9.3 Opening hole and reinforcement

1) All holes are opened complete during piping fabrication, except design modifying to add
new holes could open at site.
2) Mechanical opening hole method will be adopted for pipe connector which diameter <2
″ and saddle etc, the hole ≥2″will be opened by oxygen and acetylene flame.
3) Branch connector type will be carried out as per WPS or ASME B31.3 or relative
specification.
4) When design requirement need open hole reinforcement, open hole should complete during
fabricate period.
5) Reinforcement plate should connect with piping, reinforcement plate should consist with
pieces, and each plate has one signal hole.
6) Before reinforcement plate installation, piping seam must check qualified.

10. Piping tagging

1) Welding joint tagging


Welding joint need tag after welding completion, the method as follows: the technician
will use marker to mark drawing No., joint No., welder No. and welding data at 100mm of
welding seam.
2) Pipe spool tagging
The piping which already fabricated need tagging, the method as follows: the technician
will use marker to mark unit No., drawing No., Piping line No. ext.

11. Preheating and Heat treatment

1) As per specification requirement, some weld need preheat and PWHT; during welding
period, the interpass temperature should keep in preheating scope.
2) Electrical heating method is adopted for preheating, the heating area is 3t or 50mm of each
side。 electrical heating method is also adopted for PWHT, heating area should be
implemented as per technical requirement, if without stipulation that is 3t or 50mm of two
sides, the detail area should consider the thickness of base material, 100mm which beyond
heating area should insulation, two ends of pipe should be closed.
3) During preheating and heat treatment, the temperature of in wall and out wall should be
keep in equal.
4) Preheat temperatures should be conformed to ASME B31.3:

6) When welding material are A335 P11 and A335 P22, it should be keep t preheating
temperature, and it is not allowed interrupt welding, except satisfy with following points:
a).At least 10mm weld is already fusion or 30% bevel already penetrated, the minimum
value is chosen between two items (if specimen need move or load, specimen should
have enough support to prevent overload stress).
b).Take action (if bind up glass wool) to decrease temperature up to room temperature.
c).PT/MT examination is required before re-start welding to make sure no cracking.
d). Preheating is required before re-start welding.
7) For steel part exposed to hydrogen: to obtain maximum resistance to hydrogen attack, the
minimum PWHT temperature for Carbon steel, C-0.5Mo (P3), 1Cr-0.5Mo (P4) steel shall
be 650℃

12. Piping Inspection

12.1 Visual examination

1) Visual examination is include check specification, material, unit, size, connector,


alignment, welding requirement etc.
2) Dimension deviation should be in allowable scope, weld visual quality should accord with
standard. Forbidden defect exist such as crack, lack of fusion, porosity, slag, spatter. Weld

12.2 NDT

1) NDT spot check proportion and qualified level should accord with design stipulation.
2) It must repair when weld defect is excess stipulation value.
3) Progressive sampling for examination shall be conformed to ASME B31.3, item 341.3.4.
4) If qualified heat treatment weld need repair, after repair qualified to re-start heat treatment.
5) For P.Nos.3, 4, 5A, 5B, 5C, examination shall be performed after completion of any heat
treatment.
6) For P.Nos.3, 4, 5A, 5B, 5C, the examination shall be made after the PWHT completion for
a minimum period of 24 hours to determine the presence of possible delayed cracking of
the weld.
7) For the welded branch connection, the examination and any necessary repair to pressure
containing weld shall be completed before any reinforcing pad or saddle is added.
8) Only two repairs at the same location shall be permitted. Thereafter the completed weld
shall be removed and re-weld.(remove heat affected zones)

13. Pipe closing and storage

1) After pipes fit-up, welding, NDT and PWHT are qualified, pipe fabrication is confirmed
completion by technician, and arranges people to clean inside and make sure no object.
2) Pipe end should be closed after cleaning and transported to relative lay down area, all pipe
should separate as per unit.
3) Pay attention to protect tagging during pipe transportation, if necessary to adopt protection
measure.
4) Small diameter and longer pipe is not allowed stack too high to prevent deformation.

14. Quality Control

1) To enhance quality inspection for equipment, material, acceptance system; unqualified


equipment and material is not allowed use for this project.
2) Improve quality system, to set quality inspector, and clear each department responsibility
and make sure working quality.
3) Self-check, joint inspection and special inspection is required for engineering quality.
4) Make a good record of self-check and construction, make sure quality inspection and
construction synchronize, and documents are synchronizing with construction.
5) Update data-base in time, and make sure synchronizing with construction.
6) Data is analysis in periodic, measuring point qualified rate and welding one time qualified,
it is need improvement as per construction.

unqualified product that need separate storage, and survey reason, it is take action to
correct and prevent unqualified product happen again.

15. Construction record

1) Construction record is witness of construction process and quality; it must complete


construction record in time.
2) Construction record is required format uniform, code clearly, content will be implemented
as per ITP.
3) Construction record of piping fabrication including start-up report, engineering liaison list,
design modification list, qualified welder register, welding record, NDT (including
PT,MT,UT,RT) and heat treatment report.
4) Start-up report and qualified welder register are belong to combine document, others
record belong to discipline document.
5) Welding record should improve during construction, keep original record is required。

16. HSE Management and housekeeping

16.1 HSE management

1) To set up HSE management agency


2) To enhance education, make sure all staff understand safety rules, system, and familiar
with relative technical, knowledge, enhance safety awareness and self-protect, make sure
“three no injury”.
3) To check all electric and gas condition whether properly or not, and working environment
abnormal or not.
4) Metal shell of electric must connect zero line or grounding as per requirement, steel
platform, steel shed and metal structure must grounding properly, grounding rod must be
set in separately, and without electric connection with steel structure.
5) Electrician must daily inspection and maintenance.
6) Rigging should be checked before using, if qualified should mark qualified tag, unqualified

16.2 Housekeeping

1) Pay attention to protection of product and semi-finished product.


2) To clean rubbish where is belong to building area, remove useless object, make sure site
and lay down area clean, safety.
3) Prefabrication work should be carried out at pointed area, forbidden material and
equipment put everywhere.
4) Construction machine and tools entered into site must arrangement as per requirement,
mechanical vehicle is carried out at stipulation area, it could not block the road.
5) Building material, turn over material and installation material must accord with
management requirement that is convenient for taking material in any time, at same time
make reasonable quantity mobilized and arrange properly, it is not effect working area, and
keep road smoothly.
6) All material, objects are reclaimed in time, make good housekeeping.
