DAR ES SALAAM.

Dear Eng Prof. J. Runyoro,

RE: CONTRACT AGREEMENT BETWEEN NATOIL AND CRCEG-MBEC JV

IN RESPECT OF A 12” PETROLEUM PIPELINE FROM TPA MANIFOLD AT
KOJ TO NATOIL, KURASINI TERMINAL

SUB: THE USE OF WRAPPING MATERIAL AS A COATING FOR GROUND

SECTION OF THE PIPELINE

Please refer to your letter Ref. No FT/SE/2014/04 on the above subject.

The response to the issues raised in your letter Ref. No FT/SE/2014/04 on the
above subject are as follows:

1. The use of the above ground pipeline coated with wrapping material is
neither a common practice nor a new technology but it was not raised at
the due time by the concerned authority namely the Client through the
Project Manager.
2. There are two options for the solution in case “a”:
a. Apply anti combustion paint (aluminum paint) to the above
ground pipes coated with wrapping material in order to protect
them in case of (prevent from) fire.
b. Replace the pipes with the appropriate above ground pipes
available at Natoil but the available bare pipes at Natoil are NOT
adequate for the same.
3. The time frame for painting the pipes (replacement) would be two weeks
from the commencement date.
4. The cost for replacement of painting of the pipes will be

1|2
a. Procurement/purchase of anti- combustion paint (aluminum paint)
b. Transportation of paints to the site
c. Apply paints to the pipes (300 M)

For the sake of the 12 Inch project, the best technical solution will be to deal the
section in piece meals.

Regards

Yours
For SHALOM ENGINEERING LIMITED
