Title:Community Empowerment and Community Partnerships in Nursing Decision-Making

Summary:
The essential skills of a community health nurse (CHN) in Portugal are published in law and
divided into four main skill categories: epidemiological research, health planning, program and
project management, and group and community empowerment. The Community Assessment,
Intervention and Empowerment Model,is a theoretical model of nursing work based on
approaching the community as a unit of nursing care for clinical decision-making in CHN care.
This model presents key definitions of community, community environment, community health
and community nursing, which are the assumptions and theoretical assumptions that support
nurse-community collaboration.
MAIEC, based on the nursing decision-making process proposed by Figueiredo presents a
community-as-nursing-client decision matrix based on community empowerment as a nursing
process and outcome. This matrix contains information on the nursing focus (community
management) and diagnostic dimensions, as well as the nursing focus (community involvement,
community process and community management) as listed in the International Classification of
Nursing ICNP Nursing interventions for various possible diagnoses are described. One of them is
"strengthening partnerships". The purpose of this article is to present the research process that we
are developing in the Nursing Research Platform of the CIIS Center of the Catholic University of
Portugal. Specifically, we hypothesize that the "strengthening of partnerships" intervention is
about community empowerment, especially the development of community partnerships.
Community Empowerment and Community Health. The number of studies on community
empowerment has increased significantly over the past 30 years . This can be seen through the
empowerment of American neighboring communities with social problems such as poverty, drug
addiction or violence. Several studies have further linked it to other health problems, especially
in relation to public health. Laverack proposes to evaluate community influence in nine areas.
"Community participation" means the active participation of community members in solving
problems in their community. The domain "Problem Assessment Capability" refers to the
community's ability to identify problems, solutions and actions to address those problems. "Local
leadership" integrates the leader's support into the community. The "organizational structure"
domain identifies the existence of structures such as committees that are interested in solutions to
community problems. The field of "Resource Mobilization" looks at the availability and
mobilization of resources to deliver solutions to community problems. "Links to others" refers to
the connection of a community to other communities or sources of resources. "The question
why" refers to the community's ability to analyze its own condition. "Program management"
refers to the ability of a community to manage its intervention programs independently of
external parties. "Relationship with external actors" is the final area of community
empowerment, which examines the facilitation of an external actor together with community
autonomy in solving problems.
Community involvement in true community partnerships is increasingly being accepted as best
practice in community intervention projects, despite the many challenges, barriers, obstacles, and
hardships.The process of promoting community partnerships involves, at an early stage,
identifying potential community partners interested in sharing a common goal. Together,
stakeholders should ask themselves why cooperation is necessary to achieve goals. The
identification of the problems and the goals to be achieved is the basis of this first contact .Using
the partnership lifecycle model, which represents the state of the partnership, can help members
understand where they are, why they are there, and the conditions that must be met and then
maintained to realize their full potential in the partnership.
Community partnerships are analyzed as a strategy, integrated with community-based
interventions (CBI) and have been widely studied over the last two decades . In the context of
CBI, partnerships emerge from ongoing relationships between an external actor and community
members and organizations to mobilize resources and expertise and advance community
intervention projects. Researchers also identify community partnerships as a process that
improves communication between organizations and people in communities to make collective
goals clearer and more understandable [23] or to develop new resources that individuals can use
to solve problems, such as providing support. to youth diabetes prevention services [24]. Other
researchers include community partnerships in community-based participatory research and
consider trust between the community member and external actors developing the research as a
key to community partnerships in community-based participatory research.
Reflection:
Based on the framework analyzed above, the author found a clear relationship between
community-linked nursing decision-making as a unit of care including nurses and community
empowerment community, integrating , community partnerships into nursing intervention and
diagnostic criteria. In this context, community partnerships are a complex process that builds
leadership in the community and is carry by the diagnostic aspect of community participation in
the decision-making matrix of the community. The Community Development Partnership
Framework provides a valuable reference for evaluating and promoting community partnerships.
Like for example the Nursing interventions, such as negotiating partnerships,advocating
partnerships,forging partnerships, and partnership management are linked that are clear with this
framework and be included in the role of the public health nurse in promoting community
partnerships, in a systems context and a multidisciplinary approach to public health, aiming to
empower communities as both a process and an outcome. Using theoretical models, such as
MAIEC, community health nurses can build a nursing profession based on the nursing discipline,
introducing the community as a client into the nursing process, make diagnoses to the public
health nurse and prescribe nursing interventions in response to these diagnoses. .Community
participatory interventions, including community partnerships, promote community
empowerment as a nursing decision-making process. Nursing interventions also help promote
effective community management to make the community own its own problems, an approach
advocated by many researchers since the 1980s and now protected in the context of modern
research Despite the difficulties, barriers, and obstacles in promoting community partnerships , in
the organizational context, public health nurses have a closeness to the community. This fact
facilitates their active participation in promoting cohesion and building common goals. As a
result, nurses form an important link in a multidisciplinary team whose goal is to foster effective
community partnerships based on community empowerment.
In conclusion, more research is needed to identify specific models for fostering community
partnerships that are integrated into the nursing process, identifying nursing diagnoses and
interventions that specifically address this relationship , community cooperation. The existence
of a nursing model that defines community partnerships based on diagnostic criteria based on
community empowerment is an important step towards achieving this and poses a challenge for
the community. public health nurse-based organizations and community health. At CIIS, they
are developing a quasi-empirical study with different types of communities to examine the
influence of MAIEC on community empowerment development, implementing recommended
interventions by the decision matrix of this theoretical model of nursing and assess the
dependent health benefits of nursing care provided to the community, including improving
community partnerships. The are also developing studies on the barriers and drivers of these
community partnerships to help identify CHNS' contributions to community empowerment and
relationships at large. community partners in particular.

1. Introduction

nursing theoretical model that bases clinical decision-making in CHN care on approaching
communities as a care unit of nurses. This model presents the main definitions of community,
community environment, community health, and community nursing care, which are the
assumptions and theoretical postulates that sustain collaborative decision-making between the
nurse and the community [2,3,4,5].
The MAIEC, based on the nursing decision-making process proposed by Figueiredo [6],

empowerment as a process and a result of nursing care. This matrix includes information about
nursing’s focus (community management) and diagnostic dimensions, and the nursing foci
(community participation, community process, and community leadership) [2] that are included

described for the different possible diagnoses. One of them is “to promote partnerships”.
The aim of this paper is to introduce the research process that we are developing at the
Nursing Research Platform at the Centre for Interdisciplinary Health Research (CIIS) at
Universidade Católica Portuguesa. Specifically, we consider our hypothesis that the intervention
“to promote partnerships” has a relationship with community empowerment development,
particularly with community partnerships. We started with the questions: How are community
empowerment and community partnerships related to Community Health Nursing? How do
community health nurses integrate the community partnerships process in their decision-making?
