Provisions of the Bill:
Prohibition to accept foreign
contribution: The Bill bars public
servants from receiving foreign contributions.
Transfer of foreign contribution: The Bill prohibits the transfer of foreign contribution
to any other person.
• The person may open another FCRA account in any scheduled bank of their
choice for keeping or utilising the received contribution.
Restriction in utilisation of foreign contribution: The Bill allows the government to
restrict usage of unutilised foreign contribution. This may be done if, based on an
inquiry the government believes that such person has contravened provisions of the
FCRA.
Reduction in use of foreign contribution for administrative purposes: The Bill
proposes that not more than 20% of the total foreign funds received could be defrayed
for administrative expenses. In FCRA 2010 the limit was 50%.
Surrender of certificate: The Bill allows the central government to permit a person to
surrender their registration certificate.
About Collective Security Treaty Organization:
• It is an intergovernmental military
alliance (six countries) that came into effect in
2002.
• Its’ origin can be traced to the Collective
Security Treaty, 1992 (Tashkent Treaty).
• The headquarter is located in the Russian
capital of Moscow.
• The objectives of the CSTO is to strengthen
peace, international and regional security
including cybersecurity and stability, the
protection on a collective basis of the
independence, territorial integrity and
sovereignty of the member states.
Composition:
• Current CSTO members are Armenia, Belarus, Kazakhstan, Kyrgyzstan, the Russian
Federation and Tajikistan.
• Afghanistan and Serbia hold observer status in the CSTO.
What the membership entails?
• CSTO membership means that member states are barred from joining other military
alliances, limiting, for example, their relationship with NATO.
• Most importantly, membership presumes certain key security assurances – the most
significant of which is deterring military aggression by third countries.
• In the CSTO, aggression against one signatory is perceived as aggression against all.
• It however remains unclear whether this feature works in practice.
About COVAX Initiative
• It is co-led by the Coalition for Epidemic
Preparedness Innovations (CEPI), the Global
Alliance for Vaccines and Immunisation (GAVI) and
the World Health Organisation (WHO).
Aim: To accelerate the development and manufacture of
Covid-19 vaccines and to guarantee fair and equitable
access for every country in the world.
