NEW SPECIAL LICENSE – JOINT VENTURE - FOREIGN


Requirements:

1. Joint Venture Partners (PCAB licensed constructors - Foreign)


2. Duly accomplished and notarized Joint Venture Agreement.
3. Copy of pertinent pages of “Invitation to Bid” or “Instruction to Bidders” or “Notice to
Bidders”
4. Affidavit of Disclosure (if with pending case)
5. Payment of Application Fees. Note: Breakdown of fees can be found in the Payment
portion of the application.

How to Apply:

1. On the internet browser, go to pcab.construction.gov.ph or pcabgovph.com and enter


existing login credentials and click on Login button.

Note:

If you have problems with signing/logging-in into your PCAB Online Licensing Portal
account, kindly contact us on pcab@construction.gov.ph

Please use only one official email address for filing of PCAB applications to avoid
problems in your succeeding applications.

2. To apply, select Special License – Joint Venture/Consortium on the menu and click on
Special License – Joint Venture (Foreign) button.

3. On the new page, select Special License – Consortium (Foreign/Local) on the menu
and click on New Consortium Application button.

4. The form is divided into 3 portions: Joint Venture Partners (PCAB licensed
constructors, Foreign), Joint Venture/Consortium Particulars, and Project
Identification.

In the Joint Venture Partners portion, the lead firm has the highest percent share in the
agreement.

The applicant may add as many as needed in terms of joint venture partner by clicking on
the +Add Joint Venture Partner button. Please take note that the Total Share
indicated has to reach 100%.

5. In the Joint Venture/Consortium Particulars portion, the applicant should provide the
required information. Details of the office address, and telephone must be provided by the
lead firm. Please take note that contact details provided must be valid since updates
and messages will be course through the contact information provided

The Authorized Managing Officer, and AMO Representing firm will be based on the
agreements among the Joint Venture Partners, and will serve as the sole representative
for and behalf of the Joint Venture and all bids, contacts and other documents whatsoever
pertinent to said project.

6. In the Project Identification portion, the applicant may refer to the “Invitation to Bid”
or “Instructions to Bidders” or “Notice to Bidders” provided by the Tendering Agency
or by the Project Owner

7. Applicants are requested to provide important supporting documentary for the identified
project, by clicking on the Upload buttons.

Joint Venture Agreement template can be downloaded from this portion as well.

Note: Complete set of Joint Venture Agreement, pertinent pages of the “Invitation
to Bid” or “Instructions to Bidders” or “Notice to Bidders” should be scanned and
uploaded properly to avoid the disapproval of the application.

8. Once all requested information are fulfilled, the applicant should carefully review the
application and agree with the terms and conditions stipulated before clicking on the
Submit button to save record.

9. Once the record is saved, the applicant will be redirected to the list of Applications for
New Special License by a Joint Venture - Foreign.

Applicant may go back and modify the application by clicking on Edit button.

To continue the application and to view the application fees to be paid, click on
Pay/Submit button under Actions column

Please take note that the Special license application has to be filed at least one (1)
working day before bidding or negotiation date. Otherwise, the applicant will not
able to proceed to payment of application fees.

10. The breakdown of fees to be paid can be found on the left side of the Payment portion.
Applicant is advised to review the details before going to the process of payment.

Applicant may pay through the following facilities:

1. Electronic wallet using PayMaya and GCash


2. Debit Card/Credit Card using PayMaya facility

Other Payment Options:

a) Landbank Linkbiz Portal Website


b) CIAP Makati Cashier
c) CIAP Windows (Cashier)

Note: Each digital payment channel has corresponding convenience fee

11. Once the payment process has been completed, the application shall be submitted
automatically for evaluation.

Applicant can check the real-time progress of the application through their PCAB Online
Licensing Portal account. Details of the progress can be accessed by clicking on
Submitted/Check Status button under Actions column.

Note: The button under Actions column, will be changed depending on the final result of
application – either Approved or Disapproved.

12. If the status of the application is Approved, the applicant may be able to download the
digital license certificate on the License button at the bottom of the page.

On the other hand, if the status of the application is Disapproved, the applicant will be
notified of the reason of disapproval through their dashboard and registered email
address.
