1. Scope:
The Scope of this method statement is to explain the Precautionary measures taken for crossing of
110KV TL 658 &659 while working on 380KV OHTL for integration of Shuiba PV Power plant.

Figure No.1

Above figure shows the layout of the existing transmission line and the close clouded portion
shows the 110KV TL 658 & 659 crossing in between 380KV TL TW 48 & TW 49.

2. Safety Precautions:
HIRA shall be submitted in a timely manner prior to commence the activities for PM approval. The load chart,
valid operator TUV certificate for the proposed cranes shall be produced at the job site before induction for
the erection activities.

The Erection of towers shall be done with TUV Certified 100mt capacity mobile crane, having telescopic
extendable boom already inspected by PM. Crane will always stand close to the legs where erection is to be
done.

The crane shall always be positioned at the required distance in view of safe angle of inclination and working
radius. The crane stabilizers shall always be fully extended over compacted ground/ structure pad.

The positioned crane shall be connected properly grounded through the grounding cable.
The communication between operator and rigger should be through visual signaling only by TUV Certified
rigger.

The elevation of lifted assembled part with crane hook should always be higher than the splice joint, to be
jointed/ bolted.

During unsafe circumstances, such as adverse weather condition, damaged tools use, the safety officer shall
suspend the work.

2.1 Work At Height Permit:

Work at height permit shall be issued by Safety Engineer and duly approved by Safety consultant.

Below is the format of Lifting operations permit refer to procedure no. : OHS-PR-02-12

2.2 Job Safety Procedure (JSP):
Job Safety Procedure Shall be prepared and approved by Sec safety consultant prior to work commencement.
It also provides the opportunity for the identification of significant risks that may be encountered during the
task/activity. Job Safe Procedures (JSP’s) are required in order to reduce the possibility of risk to employees,
harm to the environment and damage to equipment while performing work tasks, specifically Critical Tasks
(CT).

2.3 Live Line Crossing Rescue Plan:

Live line crossing rescue plan shall be prepared and approved by safety consultant.
Safety Engineer shall communicate with all the working professionals, contractor and consultant regarding
the rescue plan and make sure all are aware of the rescue plan.

Sample is shown below:

2.4 Hazard Identification and Risk Assessment (HIRA):

Hazard Identification and Risk Assessment (HIRA) need to be prepared by Safety Engineer by communicating
with Site manager, Engineers and technical team.

HIRA shall be submitted for safety consultant for review and further approval. All identified risks shall be
addressed and make sure workers are aware.

3. QA QC Plan:
Availability of current approved Erection drawings indicating revisions shall be issued to the key personnel at
job site.

The proposed 25 Ton Crane shall be third-party certified before induction at the site.

The proposed Wooden Beam shall be inspected and checked for stability

QC shall monitor & maintain the following activities:

•Qualified and motivated manpower.

• Dependable construction equipment.

• Required personnel selected on the basis of their skills and experience.

• Suitable personnel shall be physically and mentally fit.

• Training/ Testing of craftsmen.

• Preparation of procedures and job instructions.

• Construction equipment maintenance/ materials control.

• Verifying contracts documents and specifications and standards.

4. PRECAUTIONARY MEASURES
Before working on 380KV transmission lines TW 49 & TW 48 following precautions need to be taken:

1. Existing 110KV Transmission line TL 658 & TL 659 are crossing under 380KV TL TW 49 & TW48

2. Timber / wooden frame or beam shall be available with at least length of 10mtrs or above which
ever suitable.

3. Below figure shows the complete placement of cranes near the 110KV transmission line crossing

4. Wooden Beam are to be cleaned and checked for any cracks prior to lifting

5. Wooden beams shall be placed straight in between two cranes

6. The Hook of the cranes shall be lowered to the ground and the Chain shall be used to knot the
wooden beam
