PART 1. INTRODUCTION
SCOPE
These instructions apply to all export shipments of materials procured by Contractor from
Vendors for the construction of a Plant.
These instructions shall form an integral part of all Requests for Quotation or Purchase
Orders issued by Contractor to the Vendor. Any additional expenses incurred due to the
Vendor's non-compliance with these instructions are to be paid by the Vendor, inclusive of
all back charges resulting from Contractor's remedial actions in order to ensure prompt
shipment and issuance of clean ocean bills of lading.
These instructions have been prepared to ensure the smooth export shipment of all
Materials purchased on FOB or FCA delivery terms at the port of embarkation, as defined
in Incoterms.
When other delivery conditions are stipulated in the Purchase Order or when other
arrangements are made by Contractor in order to expedite shipment, the Vendor shall
follow all separate instructions given by Contractor or its nominated agent in addition to the
requirements given in these instructions.
Special requirements for each project are shown in "Special Packing and Shipping
Instructions to Vendor"(Doc No.MS-DD-3000-LOG-INS-0002).
DEFINITIONS
(1) "Contractor" means PT Chiyoda International Indonesia (CII) as the EPC contractor
and Chiyoda Corporation as the EPC subcontractor under the technical service
agreement with CII
(2) "Vendor" means the person, firm, or corporation to whom a Purchase Order is issued.
(3) "Materials" means any materials, machinery, tools, supplies, equipment, articles, or
any other items to be supplied to Contractor by Vendor under Purchase Order.
(4) "Plant" means the plant to be constructed by Contractor for a client into which
Materials are to be incorporated or for which Materials are to be used.
(5) "Forwarder" means the person, firm, or corporation contracted by Contractor to
provide freight forwarding services, including vessel bookings and arrangements,
during the shipment of Materials to the jobsite country.
These packing requirements define the minimum specifications for protecting all Materials
with seaworthy export packing, including inside fastening and/or water/moisture proofing
applications. If these requirements are incomplete, adequate export packing practice shall
be proposed in order to ensure that the Materials arrive at the destination in safe,
undamaged conditions.
The Vendor is required to submit their proposed export packing method to Contractor for
evaluation. The following information should be considered as the minimum satisfactory
submission:
(1) Estimated gross weight, measurement, and number of packages.
(2) Package style (bare, sheathed cases, open crates, skids, etc.).
(3) Specifications of package construction (only when the Vendor intends to deviate from
the package requirements given in these instructions)
(4) If special types of skids, or lifting traverses or lugs are required for safe and correct
handling during transportation, the Vendor shall submit their specifications and
sketches to Contractor together with a proposal clearly indicating the additional costs,
if any.
After Order Placement
At least two (2) months before the scheduled date of delivery, if there are any deviations
from the requirements of these instructions, the Vendor shall issue to Contractor detailed
packing drawings and specifications indicating the size of the frames and posts of
individual packages or of skid mounted equipment having a gross weight above 450 kg.
After order placement, no additional cost will be accepted by Contractor for export packing
so as to meet or exceed the requirements and guidelines of these instructions.
Furthermore, the Vendor shall not be released from their obligation to provide export
packing within the minimum stipulations of all instructions, unless the alternative measures
proposed by the Vendor as a substitute are approved in writing by Contractor.
Contractor reserves the right to reject all Materials during delivery by the Vendor until
acceptable packing is provided.
When the dimensions or gross weight of any individual packages exceed the following
limitations, the Vendor shall submit the packing drawings or sketches to Contractor four (4)
months before shipment, clearly indicating the net and gross weights, length, width, height,
center of gravity, positions of skids and their sizes, and the lifting lugs or traverses, etc.,
together with any recommendations for special handling:
(1) Gross weight : 30 tons
(2) Length : 12 meters
(3) Width : 3 meters
(4) Height : 3 meters
If a Vendor ships hazardous or dangerous cargo as defined by the Inter- national Maritime
Dangerous Goods Code (IMDG Code), the Vendor shall submit the following documents to
Forwarder and Contractor four (4) weeks before the material is available for shipment:
(1) Cargo contents and an explanation of the chemical or hazardous nature according to
IMDG Code classifications (for example, "Class 6.1, Poison, UN No. 1545, Page
6011").
(2) Quantity of goods and proposed packing style and specifications including gross and
net weight.
(3) For airfreight shipments, the Vendor (or Vendor's Supplier) must provide the
Forwarder with the completed and signed International Air Transport Association
(IATA) "Shipper's Declaration for Dangerous Goods". The IMDG Code restricts the
amount and types of hazardous goods that can be carried on any one vessel as well
as how and where the cargo is stowed. Thus where feasible, the Vendor is requested

to pack all hazardous cargo in smaller, discrete volumes within the minimum
dimensional allowances given here and in according to IMDG Code packing
specifications so that separate partial shipments can be made if required. Close
contact should be maintained at all times with the OAO and Forwarder until the
completion of the shipment.
All Materials should be clean, dry, and free from all defects prior to packing. Protection
from environmental corrosion due to extremes of humidity, condensation, rain, dust sand,
salt air and sea spray shall be provided.
In general, the rust prevention procedures shall be according to the requirements given in
the technical specifications attached to the Purchase Order. Where no definite information
is given or when in the opinion of the Vendor insufficient protective measures have been
advocated, the Vendor shall submit a recommended rust prevention procedure to
Contractor for approval.
The following requirements are considered the minimum essential protective measures for
Materials:
(1) All threaded areas shall be adequately greased.
(2) Flanged openings shall be covered with plywood (minimum thickness 5.5 mm) or
metal plates (rust preventive) and attached by at least three bolts.
Covers tied on with wire are not acceptable. For metal covers, appropriate gaskets
shall be used between the flange face and the cover. For plywood covers, the joint
with the flange shall be sealed with waterproof adhesive tape.
(3) Porous bags filled with desiccant shall be hung inside the covers of all main
connection openings of rotating equipment. The quantity of desiccant enclosed (e.g.
the number of bags) should be clearly marked on the exterior of the equipment.
(4) Small loose parts, tools, bolts, etc. shall be packed in separate boxes inside the main
package. Flexible connections shall be disconnected and either tied to the main body
or packed in separate boxes within the main package.
(5) Small or sophisticated parts of instruments and electric equipment shall be packed in
waterproof cartons or boxes and placed inside the appropriate main package.
Special attention shall be given to prevent damage from moisture as well as vibration
during transport.

(6) Open ends of threaded or plain pipes shall be protected with metal or plastic caps, or
with plain cap or plugs, respectively.
(7) Vapor space inhibiting oil, vapor phase inhibiting powder, or silica gel shall be used to
protect all internal metallic surfaces of equipment. The type and quantity of vapor
space inhibiting oil, vapor phase inhibiting powder, or silica gel enclosed shall be
clearly stated on the outside of the equipment.
(8) Pressure vessels and heat exchangers which Contractor requests filled with inert gas
(including those supplied as parts of rotating equipment or packaged units) shall be
purged and then filled with an inert gas (e.g. nitrogen).
(9) All parts shall be tagged according to Section 18 "Tagging".
Wherever possible, except for dangerous or hazardous items, each consignment should
be made into packages of not less than 200 kg in weight nor less than 0.5 cubic meters in
volume in order to prevent theft or loss. If any packages do not meet these limits, the
Vendor shall immediately inform the OAO of the fact.
For ease of handling and standardization of cargo, each package shall, whenever
possible, be less than the following dimensions:
(1) Weight : 5 tons
(2) Length : 5.7 meters
(3) Width : 2.2 meters
(4) Height : 2.0 meters
The Vendor shall suitably pack all Materials based on Appendix 1 "Packing Style Criteria".
If the Vendor's packing deviates from the criteria, the Vendor shall obtain prior approval
from the OAO.
SEAWORTHY PACKING
The Vendor shall make every effort to ensure that all packages of Materials are as
compact and durable as possible. All packages shall be properly and solidly made so as to
withstand all mechanical and chemical damage that may be reasonably expected during
ocean and land transportation. All package design and construction shall also take into
account the following possibilities:
(1) Handling at the loading and unloading ports 3 to 4 times as well as handling by crane
and/or forklifts.
(2) Outdoor storage for an extended period
(3) Significant variations in ambient temperature
(4) Because top stowage in the ship's hold cannot be ensured, the ability to support
three or four layers of general cargo shall be included in the package design and
construction.
The construction of wooden framed boxes or crates shall be based on Appendixes 2 and
3. Materials shall be securely bolted to the box or crate floor and restrained so as to
prevent any movement or vibration during transportation.
For cargoes to be airfreighted, the Vendor shall provide "Airworthy Packing" referring to
these instructions.
When moisture proof wooden cases are provided or the Materials are hermetically sealed
in metal barrier bags, or polyethylene or a similar covering, appropriate ventilation
openings shall be incorporated into the sides of the cases.
SKID CONSTRUCTION
Lengthy equipment, such columns, vessels and heat exchangers may be shipped bare,
mounted on skids and fixed in position with steel wire ropes or flat steel bars as shown in
Appendixes 4 and 5. The following requirements shall be considered for skid mounted
construction:
(1) The size and position of the skids are subject to the minimum requirements given in
Appendix 4. Steel wire ropes shall be appropriately tensioned with turnbuckles so that
further tightening is possible during transportation.
(2) The maximum distance between skids shall be 8 meters.
(3) The dimensions of the skids are shown in Table 1.
(4) H1 shall be calculated so that the lowest point of the equipment including any
projections such as nozzles or external attachments, shall have a vertical distance of
100 mm from the floor (i.e. the bottom of the skid).
(5) Temporary skids must be installed, as far as in practical, corresponding to the
stronger section of the equipment (i.e. head, reinforcing rings, etc.) in order to avoid
dead weight buckling during transportation.
(6) For equipment having a wall thickness of 6 mm or less, or equipment exceeding 30
tons in gross weight and/or a length exceeding 12 meters and/or a size exceeding 3
meters, the Vendor must submit packing style drawings to the OAO for review three
(3) months before shipment.
(7) For stainless steel and painted equipment weighing in excess of 15 ton or with a shell
plate thickness of 6 mm or less, areas where sling ropes and metal surfaces come
into contact shall be covered and protected with wooden slats. Exceptions to this
requirement must be approved by the OAO.
(8) When using skids made of multiple pieces of lumber, fastening bolts of at least 16 m
diameter shall be used both vertically and horizontally and be long enough to fasten
with nuts on the other side of lumber.
Eye bolts shall be provided vertically for each skid apart from the tied bolts. For skids
made of multiple pieces of lumber, eye bolts shall be provided for each row of the
skid.
(9) Strips of non-combustible materials such as polypropylene cloth shall be placed
between skids and equipment and between the restraining straps/wires and
equipment.
(10) Steel Skid Construction
(a) For equipment over 30 tons and up to 100 tons in gross weight, steel skids can
be used as an alternative to wooden skids.
(b) Steel skids shall be of box type construction.
(c) Strips of non-combustible material such as polypropylene cloth shall be placed
between steel skids and equipment, and between the restraining straps/wires
and equipment.
(d) Detailed drawings with strength calculations for steel skid shall be submitted to
the OAO for review.
(e) Steel skids shall be designed to be large enough to avoid buckling of
equipment.
BUNDLES
(1) Small diameter pipes, structural steel and other lengthy materials shall be bundled
and tied at the center and both ends with steel wire or steel bands as shown in
Appendix 6.
(2) For cement or bituminous lined pipes, wooden slats shall be provided for loading and
unloading. The Vendor shall submit a detailed transportation plan.
(3) When using steel bands, a non-combustible cushion material such as polypropylene
cloth shall be placed between the steel band and the material to prevent damage or
rust. Ends requiring protection or where items are likely to drop out shall be covered
with polypropylene cloth (having a minimum length of 300 mm from the end) before
being bundled (refer to Appendix 6).
(4) For a wooden bundle, an additional wooden bar shall be nailed to each of the upper
wooden bars to prevent damage to either the bolt ends or the cargo when stacked
(refer to Appendix 6).
BARE MATERIALS
(1) For Materials that are permitted to ship bare (i.e. with no packing), refer to Appendix
7. Any protrusions on the Materials at or near the sling points shall be adequately
protected against possible damage by the sling wires.
(2) When sending vehicles, the following protective measures shall be taken:
(a) Minimize the quantity of fuel, cooling water and lubricating oil required.
(b) Disconnect the battery
(c) Remove any forklift forks, crane accessories and truck hoods and pack them
separately. Securely fasten accessories to the operator's seat, whenever
possible.
(d) Do not remove the spare tires
(e) Adequately grease the axles
SHRINK WRAPPING
A packing list placed in a waterproof envelope shall be affixed to both the outside and
inside surfaces of each package.
Other Documents
Other documents to be attached to the package, if necessary, are shown in the Special
Packing and Shipping Instructions to Vendor.
TAGGING
Tags shall be attached to all Materials in order to help collate the packing lists and identify
materials correctly and easily. Tags shall show the following information:
(1) PO number
(2) Drawing number
(3) Part number on the specified drawing
(4) Description
(5) Size and quantity
(6) Name of Vendor
Tags can be obtained from the OAO, however Vendor's own tags can be used, if they
show the same information.
MARKING REQUIREMENTS
Main Shipping Marks
The main shipping marks shall be clearly stencilled as shown in Appendixes 5, 6, 7, 8, 10,
12, and 13. When the mark is to be stencilled directly onto the surface of equipment, such
as a column, drum, or heat exchanger, a color contrasting to the color of the equipment
shall be used. If the package does not have sufficient space for the main shipping mark, or
it cannot be stenciled, three or more metal labels of appropriate size shall be firmly affixed
to the package.
The size of the letters in the main shipping mark shall be determined according to the
package size but they shall be clearly legible so that the mark can be identified from a
distance. Table 2 gives acceptable letter sizes.
Package Number
Auxiliary shipping marks shall be clearly stencilled as shown in Appendixes 10, 12, and 13.

PACKING INSPECTION
General
Packing inspection is the responsibility of the Vendor. The Vendor shall warrant and
guarantee that the packing meets either the requirements in these instructions or those
which are mutually agreed to and confirmed in writing by Contractor or the OAO and are
suitable for ocean and land transportation.
In addition to the Vendor's normal packing inspection, Contractor or the OAO retain the
right to their own inspection at any time, unless specifically waived by means of a written
statement. Inspection by Contractor or the OAO does not relieve the Vendor from their
responsibilities or liabilities under the Purchase Order.
For the Materials specified on the Purchase Order or requisitions as to be inspected, the
Vendor shall submit detailed packing specifications and drawings for the OAO's review
four (4) months before shipment.

available to the inspector, if so required.
When sheathed wooden (framed) cases are inspected, the top cover of the cases shall be
removed to facilitate inspection of the packing interior.
Inspection Report
The Vendor shall submit inspection reports according to the respective procedures or
instruction.
The Forwarder has a right to inspect packages upon delivery, and if they determine a
necessity for reinforcement or repair of the packages, they will take the necessary steps
for the Vendor at the Vendor's cost (i.e. the Vendor shall pay Contractor's freight forwarder
for such work according to their billing invoices).
STORAGE
The Vendor shall provide secure storage areas or stock rooms in order to prevent damage
or deterioration of the Materials until delivery. The condition of the Materials in stock shall
be assessed at appropriate intervals in order to detect deterioration.
Prior to shipment from Vendor's plant or factory, the Vendor shall prepare the required
documents and submit them to all parties concerned according to the Special Packing and
Shipping Instructions to Vendor.
IMPORTANT
The packing lists should state all items individually in order to correctly identify and receive
all parts at the jobsite, i.e. the following style of packing list is not acceptable.
If required, the Vendor shall obtain attestation by the local chamber of commerce and
legalization by the appropriate embassy or consulate specified in the Special Packing and
Shipping Instructions to Vendor.
The Vendor shall submit the required documents for the import formalities specified in the
Special Packing and Shipping Instructions to Vendor. Demurrage charges incurred by
Contractor due to the late receipt of any or all documents required for completion of the
import formalities shall be back-charged to the Vendor.
DELIVERY
Pier Delivery Instructions
Refer to the Special Packing and Shipping Instructions to Vendor. The Vendor shall not
release Materials until they receive the pier delivery instructions from the Forwarder,
confirmed by Contractor or OAO. After receipt of the pier delivery instructions, the Vendor
shall complete all required customs clearance and export formalities, and forward the
cargo to the designated location.
Contractor may charge extra costs such as dead freight, cancellation charges, demurrage
and so on, if the Vendor fails to deliver the Materials by the required date at the designated
location.
Loading Port
The loading port of the Materials shall be specified in each Purchase Order. However, if a
change of loading port proves advantageous to both Contractor and the Vendor, the
change shall be mutually agreed on and incorporated into the Purchase Order.
All wharfinger, wharfage costs, terminal handling charges, export taxes, harbor
maintenance fees and expenses or shore-handling charges from the port authorities (so-
called FOB expenses) shall be paid by the Vendor and shall be back-charged by the
Forwarder as per the shipping terms of the Purchase Order.

Special cranage charges incurred due to misdeclaration of the shipping weight shall be
paid by the Vendor and back-charged by the Forwarder.
The Forwarder will issue their Forwarder's Certificate of Receipt (FCR) to the Vendor after
Materials have been delivered safe, clean and according to the pier delivery instructions
and as per the shipping terms of the Purchase Order. Thus, for FOB shipments, the FCR
will be issued after cargo is confirmed on board the ship; for FAS shipments, after cargo is
delivered to the pier; for FCA shipments, after cargo is received at the named FCA
location.
