perspectivas teóricas:
• a) Propiedades do coñecemento/información desde a perspectiva
neoclásica de fallos de mercado: Incerteza, externalidades, ben
público, apropiabilidade.
• b) Perspectiva evolucionista: diversidade, selección e evolución.
Ritmo e dirección da innovación. A innovación como proceso de

A innovación como actividade económica:
coñecemento e aprendizaxe
• A innovación non é só un ben material (nin como input, artefacto,
máquina; nin como resultado, produto, servizo)
• A innovación é un proceso e, polo tanto unha actividade
económica, que crea e aplica algo novo: unha nova función, unha
nova prestación
• Unha actividade económica especial:
– A clave diferencial: a materia prima clave e o valor do resultado non
deriva dos elementos materiais senón dos inmateriais

– Impón fortes prescripcións en canto ás direccións do cambio técnico.
• A dirección do progreso técnico aparece como solución dos problemas e
necesidades que se van plantexando dentro dun paradigma:
– enfocando os esforzos na exploración das oportunidades tecnolóxicas que
éste ofrece (acumulatividade) e
– exercendo un poderoso efecto de exclusión a repecto de outras posibeis
alternativas (path-dependence).

Is the National System of Innovation an Evolutionary Concept?
NIS may be defined in evolutionary terms with reference to how different NIS create
diversity, reproduce routines and select firms, products and routines.
A focus on coevolution of production structure, technology and institutions is useful when
it comes to understand the historical transformation of NIS
NSI is an evolutionary concept due to the strategic role it gives to knowledge and learning.
The analysis of innovation systems may be seen as an analysis of how knowledge evolves
through processes of learning and innovation.
Seven assumptions form the core of the concept (Lundvall) :
1st. elements of knowledge important for economic performance are localized and cannot
easily moved from one place to another.
2d. important elements of knowledge are embodied in the minds and bodies of agents, in
routines of firms and in relationships between people and organizations.
3d. learning and innovation is best understood as the outcome of interaction.
4th. interactive learning is a socially embedded process and a purely economic analysis is
insufficient.
5th. learning and innovation are strongly interconnected (but not identical) processes.
6th. NIS differ in terms of specialization both in production and trade and in terms of
knowledge base.
7th. NIS are systemic in the sense that the different elements are interdependent and that
interrelationships matter for innovation performance.
Boundaries of innovation systems – types of systems
• Spatially, sectorally,functionally=>
• National Innovation Systems (Freeman, 1987;
Lundvall, 1992; Nelson, 1993);
• Regional Innovation Systems (Camagni, 1991;
Cooke et al., 1997; Braczyk et al., 1998; Cooke,
2001; and Asheim & Isaksen, 2002);
• Sectoral innovation systems ( Breschi & Malerba,
1997, Malerba, 2004).
• “Technological innovation systems” (Carlsson,
1995; Carlsson & Stankiewicz, 1991)
SRI: Destaca os elementos e relacións (parellos aos SNI),
engadindo algún elementos novos:
a) Importancia do coñecemento tácito (carácter “espeso” –
sticky– do coñecemento)
b) Importancia da proximidade xeográfica
c) Learning by interacting (importancia face-to-face
comunicación na transmisión do coñecemento)
d) Rendementos crecentes e acumulatividade:
– A dinámica rexional vese favorecida pola existencia de
rendementos crecentes.
– Unha vez que unha rexión arranca nunha nova actividade, isto
atrae emprendedores, científicos, enxeñeiros... capital.
– Nacen novas empresas como spin-off das existentes.
– Procesos de feedback atraen persoal cualificado, e traerán novas
actividades de apoio e imitación (Arthur, 1994).
– Eses procesos path-dependence danlle forza e capacidade de
reacción (resiliencia) aos SRI.
Fundamentos das políticas de
innovación
• Two theoretical approaches and rationales:
• The two rationales have different implication for what policy can and
should do in relation to innovation and innovation-related services.
• The public-good character of R&D and knowledge constitutes a lack of incentives to engage in
private R&D.
• Competitive regimes produce less basic research than desirable for the economy as a whole.
• Private investors tend to be risk-averse and will not invest in major technological
advancements with an insecure outcome.
• Companies' profit orientation leads to short-term innovation policies and neglects the long-
term benefits of complex research programmes.
• Benefits from basic research are difficult to appropriate.
• Basic research shows economies of scale which would remain unexploited, if the research
were carried out by individual firms.
• Most small and medium-sized firms could not afford large R&D departments and are therefore
not able to provide the technological basis for their innovation activities.
• Basic research in publicly financed institutions has spillover effects that stimulate research in
private companies.
• The results of basic research should be available to the general public in order to guarantee
the rapid diffusion of new technologies and thus to enhance technical progress in all industries
concerned.
• Secrecy in knowledge production due to private appropriation of research results hinders
technology diffusion and the modernisation of the economy.
Recommended policy solutions
• The policy implication is the removal of the sources to failure in order to
create optimal conditions for the production of knowledge.
• The complexity of the process makes it difficult to identify and even to define
market failure:
• a. Firstly it ignores the broader institutional framework that defines how markets
work.
• b. Secondly it implicitly assumes that the market mechanisms have a competitive
advantage over other mechanisms in all industrial technological and interface
activities relevant for policy purposes.
• c. Lastly it may fail in providing direction and focus to policies when externalities
are pervasive (Teubal, 1998).
system failure rationales for policy
The recognition of innovation as a process involving many actors and taking place in
a complex institutional system is the basis of system failure rationales for policy; a
Policy that focuses on promoting the generation of innovations.
1.The innovation processes are influenced not only by market forces but also by the
character of the entire innovation system. According to these rationales policies should
try to alter the structural conditions under which technology advance and innovations
occurs rather than just as in the market failure rationale altering the cost and pay off
associated with R&D.
2.The system failure rationales for public intervention make a case for facilitating the
emergence of new technology and innovation opportunities by building an innovation
infrastructure (Lipsey, 1998, Metcalfe and Georghiou, 1998).
3. Innovation policies include the policy domains of education, science, technology,
labour market and industry.
4. It should design and create an institutional structure that supports the innovation
processes in firms, improving their access to knowledge.
• The approaches to system failures implies that the main focus of innovation policies
should be on the shaping of (technological) variety generating and selection
mechanisms that underlies the basic structures of innovation systems.
