PURPOSE STATEMENT
To set the strategic vision and direction for the national road network in accordance to SANRAL’s
mandate. Accountable for the development of the National Road Network Strategy, as well as the
oversight, management, and co-ordination of Construction, Operations and Maintenance portfolio within
SANRAL. Liaise with a diverse group of stakeholders including public entity organisations, government
departments, foreign organisations, the civil engineering industry and research institutions. Drive
interventions aimed at ensuring the safety of road users and pedestrians and the effective day-to-day
operation of the National Road Network through Intelligent Transport Systems (ITS), Toll Operations,
Construction and Routine Road Maintenance.

Strategic Planning and Project identification
• Participate in the development of SANRAL’s Business Strategy. 15%
• Set the strategic vision for the National Road Network and develop the
over-arching Construction, Operations and Maintenance strategy in support
of SANRAL’s Business Strategy and direction from the Shareholder
(National Department of Transport).
• Direct and oversee, where required, the development of various Road
Construction, Operations and Maintenance related sub strategies.
• Direct and oversee implementation of Road Construction, Operations and
Maintenance sub strategies across SANRAL.
• Direct and oversee decision-making to ensure the overall effectiveness and
continuous improvement of the National Road Network Construction,
Operations and Maintenance activities.
• Direct and oversee annual submission of Construction, Operations and
Maintenance budget to the SANRAL Board for approval.
• Support with discussions with other authorities impacted by SANRAL
Construction, Operations and Maintenance activities e.g.
Provinces/Municipalities/Eskom/Transnet/DMRE/etc.

overlap in operations and maintenance in terms of time, budget and quality.
• Contribute to the effectiveness of the Construction, Operations and
Maintenance tender processes and support compliance with procurement
policies and procedures.
• Direct and oversee the work of professional and technical engineering
employees involved in the Construction, Operations and Maintenance of
the National Road Network.
• Ensure effective resourcing according to organisational needs and
objectives.
• Ensure effective collaboration and integration across the National Road
Network.
• Drive coherence and consistency across the National Road Network
through the implementation of standardised policies and procedures.
• Ensure and support full compliance to policies and requirements imposed
by government departments and legislation.
• Monitor efficiency of service delivery by corporate enablement functions
and escalate poor performance.

Oversee Construction, Operations and Maintenance portfolio


• 20%
• Direct and oversee the day-to-day operations of the National Road
Network, including the progress and management of all Construction,
Operations and Maintenance projects. Identify and investigate issues and
areas of non-performance.
• Direct and oversee the effectiveness of Construction, Operations and
Maintenance portfolio to ensure that the condition of National Roads is
preserved.
• Lead in the development of new ways of working (including the introduction
of new technology) that maximise efficiency and effectiveness of National
Road Network operations, to the benefit of road users.
• Lead in identifying and developing opportunities to improve road user
experience across the National Road Network.
• Direct and oversee the implementation and track the effectiveness of
various road safety programmes.
• Direct and oversee the management of tolling operations (both CTROM
and ORT) nationally.
• Direct and oversee proper functioning of Statutory Control in terms of
SANRAL policies.
• Ensure rigorous quality control and compliance with SANRAL’s policies,
standards and specifications.
• Direct and report on transformation targets with regards to appointment of
sub-contractors (SMME’s) and other transformation objectives across the
Construction, Operations and Maintenance portfolio.

Financial Control and Governance

• Direct and oversee overall Construction, Operations and Maintenance
budget processes and approvals.
• Direct and oversee expenditure according to budget and time across the
Construction, Operations and Maintenance portfolio and ensure efficient
cash flow management.
• Oversee achievement of transformation targets with regards to
appointment of service providers on all Construction, Operations and
Maintenance projects.
• Support with resolving contractual issues including disputes and claims
when escalated.
• Provide final reviews and approvals as per SANRAL’s prescribed
Delegation of Authority (DoA).

• Oversee proper functioning of the permanent Project Liaison Committees
(PLC’s) under SANRAL Construction, Operations and
Maintenanceprojects.
• Support with complex stakeholder engagements on Construction,
Operations and Maintenance projects when required e.g. community
meetings, negotiations for the acquisition of land, etc.
• Conduct informative meetings about proclamation of National Roads, Toll
Roads and projects with authorities and public when required.
• Represent SANRAL’s views in an open minded, confident and credible
manner to key international land transport organisations.
• Build strategic partnerships with Government, traditional leaders, opinion
leaders, and other stakeholders across South Africa, and key international
land transport organisations, as a means of ensuring information between
parties is exchanged on an ongoing basis.
Technical Advisory and Support

• Review reports, and trends from across SANRAL to identify issues and
opportunities for improvement.
• Direct and oversee that relevant data for performance reporting is
collected, and that management and KPI reports are prepared.
• Proactively manage significant risks according to organisational
requirements and recommend mitigating measures.
• Report on key issues, progress and performance at meetings when
required.
• Ensure effective knowledge management including the sharing of
information and experience across SANRAL.
• Direct and oversee the development and maintenance of SANRAL’s
policies, standards and specifications in Construction, Operations and

3.1. MINIMUM JOB INHERENT REQUIREMENTS

FORMAL EDUCATION NQF Level 8 Qualification: B.Eng. or BSc Civil Engineering.

TECHNICAL/ Registered as a Professional Engineer with Engineering Council of South

• Relevant post graduate engineering degree (Honours/Masters) would be advantageous.

3.4. WORKING ENVIRONMENT AND PHYSICAL EFFORT

Regular exposure of a job to abnormal physical conditions involving low, medium and high levels of
physical effort, discomfort of danger, e.g. carrying heavy stuff, excessive travelling, working in a highly
polluted area and/or very noisy area.
