INNOVATIVE USE OF TECHNOLOGY

PRE-QUALIFICATION OF APPLICANTS

I. Innovative Use of Technology (including R&D Projects)

Innovative/Pioneering Energy Efficient Technology (IEET) that focuses on the


improvement of energy consumption and management in an entity/facility.

Research and Development (R&D) that focuses on the improvement of energy consumption
and management in an entity/facility.

All submissions under IEET and R&D must consist of the following:

a. Total Project Cost (PhP)


b. Total or Target Energy Savings (PhP)/Reduction (kWh)
c. At least 1 year of operation for IEET
d. Complete Research Documents for R&D

II. Submission Format and Features:

a. Features to be scored are as follows:

1. Readiness of the Technology


2. Social and industrial Benefits
3. Economic and market values
4. Impact to the environment
5. Legal framework in support to the development or improvement of EE Programs

b. All submissions shall be 12 to 15 pages. Font Style is Arial and Font Size is 12. Single
Spacing. 1” margin on all sides. A4 Size Paper. Observe the following headings:

Note: The Application Form must include the Total Project Cost, Total or Target Energy
Savings/ Reduction, and Years of Operation for IEET or a separately attached complete
research documents for R&D.

c. Penalty will be applied to applications that exceed the maximum number of pages. Score
that will be deducted from the total garnered score will depend on the judgment of the
technical committee.

III. EE Projects Implemented and Other Best Practices

Energy Efficient Project Implemented with defined actions aiming to reduce consumption
through energy efficiency and conservation.

Energy Efficient Best Practices Adopted with defined actions aiming to reduce
consumption through energy efficiency and conservation measures.

All submissions under EE Projects Implemented and Other Best Practices must consist of
the following:

a. Total Project Cost (PhP)


b. Total or Target Energy Savings (PhP)/Reduction (kWh)
c. At least 1 year of operation
d. Strategic Plan in adopting EE Best Practices
e. Innovation used in reducing energy consumption

1. All applicants shall submit their entries through the link provided below:

EVALUATION CRITERIA AND WEIGHTED DISTRIBUTION FOR INNOVATIVE USE OF TECHNOLOGY (INCLUDING
R&D)

A. Readiness of the Technology (30)

1. Uniqueness. A new technology derived from scientific study or derived from existing
with major tweak
2. Feasibility of EE technology. Potential of the EE technology for further development
3. Replicability. The technology is ready to be replicated and can adapt to different
industry norms
4. Complexity/Simplicity of the Technology design. Show the basic technology design
with explanation
5. Proof of application. Show any actual operation of the technology (at least 1 year for
IEET)

B. Social and Industrial Benefits (15)

1. Job Creation
2. Recognition as new technology/innovation
3. Cost advantage
4. Potential for applications

C. Economic and Market Values (20)

1. Energy Savings. To determine the savings, there should be a baseline data prior to
the operation of the technology.
2. Return of Investment.
3. Attractive to other entity for investment
4. Contribution to economic development

D. Environmental Impact (15)

1. CO2 equivalent reduction


2. Total saving after the implementation
3. Waste creation, disposal, and control

E. Legal framework in support to the development or improvement of EE Programs

F. OVERALL PRESENTATION AND IMPRESSION (5 POINTS)

1. Adherence to format.
2. The document must be correctly completed according to the specified format and
readability.
3. Provide attractive documents, for example, the pictures, diagram, graph etc. in color
to make the documents more interesting. Consider information integrity, adherence
to format, and understandable use of English language, clear and concise
presentation, among others.
EVALUATION CRITERIA AND WEIGHTED DISTRIBUTION
FOR EE PROJECTS IMPLEMENTED AND OTHER BEST PRACTICES

A. IMPACT (30 POINTS)

1. Energy Saving (kWh/year, KL/year, ktoe/year) (12 Points)

a. Identify kinds of energy and the units for evaluation


b. Evaluate total saving
c. Show details of energy conservation measures that have been completed and
implemented up to the last 3 years and the real or actual energy savings as a result.
d. Show supporting documents such as details of energy conservation measures,
brief
description of the concept, steps of actions undertaken, and applicable pictures.
e. Consider the regularity of energy conservation up to the last 3 years.
f. Consider the results of energy conservation. (Percentage of the energy
conservation)

2. Environmental Effect (6 Points)

Identify factors for evaluation such as reduction in CO2 and pollutants etc.

a. Reduction in CO2

Specify CO2 reduction. Unless there are any nationally defined coefficients for
conversion, it is possible to apply the international norms such as the IEA’s and
the evaluation based on the environmental requirements of the Intergovernmental
Panel on Climate Change (IPCC).

b. Reduction in waste and/or pollution (air/water/noise/odor etc.,).

Changes, specify the quantitative / qualitative changes of the item/s, if any.

Overview of waste & pollution management executed/applied in organization or


process associated with energy conservation.

3. Economic Effect (6 Points)

Investment and Payback period - recommended to provide numbers for both


investment and payback period. The monetary unit is US dollar. It is also
recommended to clarify the numbers for each major improvement. Otherwise, it would
be possible to categorize Zero / Small & Medium / Large Investments as follows with
specific ranges of investment and/or payback period including the reasons.

4. Energy Efficiency Index (kWh/m2/year, GJ/ton, etc.) (6 Points)

Define the index (indices) with clarification of conditions for evaluation by:

a. Explaining the concept and how to evaluate energy efficiency index of each
measure, benefits received, and applications.
b. Explaining the improvement of energy efficiency index. (Show the energy efficiency
index before and after implementation.)
c. Providing related data and supporting documentation.

B. SUSTAINABILITY (40 POINTS)

1. Level of Participation and Involvement (10 Points)

a. Show the organization of energy management for the project implementation


b. Explain roles of groups(s)/ section(s)/ department(s) including numbers(s) of
members
c. Explain how to create participation, the role of personnel joined in the action at all
levels of organization, and results received.
d. Show additional documentation if available.

2. Top-Level Management Commitment (10 Points)

Present policy or policies on energy management of the organization and the


commitment of the top- level management to the organization’s energy conservation
to achieve its goals and objectives. (Specify any technical / financial supports including
incentives provided by top management to implement the project).

Consider including policy on energy management that is duly signed by the top level
official of the management. The policy should demonstrate the commitment and intents
of the executive to conserve energy. Practices under policy on energy management
should be clearly stated. For example, organization must have set of energy
management activities as well as targets to reduce energy consumption; set action
plans for continuous monitoring and for making energy consumption evaluation
relating to the set targets.

3. Short and Long-term Plan (5 Points)

Describe how the actual improvements / achievements are reflected to the EE&C plan
including related business plan(s) in the factory / building such as:

a. Show details of each measure/project/activity that the organization plans to


implement in the future separately by year (Short and long-term plan). Specify
period of implementation, target of energy conservation, investment, and payback
period.
b. Show the additional documentation if available.

Action plans prepared by the organization for conservation of energy in the future.

4. Organization (5 Points)

Established or Improved Organization for Energy Management

a. Show an organization chart for energy management and explain the specific points
changed and the concept of structure and responsibilities of the energy
conservation team.
b. Show supporting document as energy management structure, defining duties and
responsibilities.

Consider the energy management structure and its coverage within the corporate
organization, clearly define duties and responsibilities, and show persons in authority
who have can take decisions or actions for the company.

5. Capacity Building (10 Points)

a. Activities (5 Points)

i. Explain projects/activities related to energy conservation which the


organization has operated by itself or cooperate with other organizations or
participate in other organizations.
ii. Describe the details of projects/activities other than the energy conservation
trainings, including the benefits derived from related projects/activities. For
example, energy conservation slogans contest for raising awareness, energy
conservation exhibition contest, etc.
iii. Explain OJT and program / procedure to conduct OJT including preparation of
textbook/materials for OJT.
iv. Show other related information such as activity pictures to support the claims.

Consider the projects/activities within the organization/co-operation with outside


organizations. Consider the number of projects/ activities to promote knowledge,
experience, and benefits received by the personnel.

b. Educational Training (5 Points)

Explain system and programs to educate / train employees in a factory (company)


to improve capability to promote EE&C including utilization of outside courses.

C. REPLICABILITY (15 POINTS)

This will consider projects or applicable technologies and/or energy conservation


measures that have been successfully implemented in one plant such that it can be
replicated to other plants or facilities of the same category.

1. Technology (10 Points)

Explain specific features, i.e., management or controls and its methods or used
platforms, and points of easiness possible to disseminate the technologies realized in
the project including reasons.

2. Management Practices and Measures (5 Points)

Explain specific features and points of easiness to possible disseminate the


management practices and measures realized in the project including reasons. To
include AEMAS or national Certified Energy Managers or staffs.

D. ORIGINALITY (10 POINTS)

1. Creativity/Innovation

This topic will consider creativity / innovations or new ideas that led to implementation
of projects or energy conservation measures wherein the said industry has
successfully conducted . Sample project or energy conservation measures should be
presented and specify the ideas adopted, technology used, and techniques or methods
applied.

Consider for a successful implementation of creative ideas, innovations, or technology.

E. OVERALL PRESENTATION AND IMPRESSION (5 POINTS)

1. Adherence to format.
2. The document must be correctly completed according to the specified format and
readability.
3. Provide attractive documents, for example, the pictures, diagram, graph etc. in color
to make the documents more interesting.

Consider information integrity, adherence to format, and understandable use of English


language, clear and concise presentation, among others.

ENERGY EFFICIENCY EXCELLENCE AWARDS

1. Picture of the building/project – at last more than 50% of the Cover Page shall
showcase the view of the building/project.
2. Name of the building/project.

4. Category/Title of the Award and Sub-category Applied.

All contents shall be readable, and the front page shall be colored.
