Notes to Consolidated Financial Statements


For the year ended December 31, 2021

1. General Information/Agency Profile

The consolidated financial statements of Iloilo Science and Technology University were
authorized for issue on February 08, 2022 as shown in the Statement of Management’s
Responsibility for Financial Statements signed by Raul F. Muyong, Ed.D., the University
President.

The mandate of Iloilo Science and Technology University is to provide advanced education,
higher technological, professional instruction and training in the arts, sciences, education,
engineering, agriculture and forestry, and other relevant fields of study. The Agency's registered
office is located in Burgos Street, Lapaz, Iloilo City.

Pursuant to Section 26 of Republic Act No. 10595 dated May 18, 2015 and based on the
observations and favorable recommendation by the CHED Task Group on SUC conversion, the
Commission en banc confirms by virtue of Resolution No. 207-2015 the substantive compliance
with CHED requirements for University status. Western Visayas College of Science Technology
was converted into a State University to be known as Iloilo Science and Technology University
(ISAT U) subject to regular monitoring by the CHED Memorandum Orders and other pertinent
issuances.

Included in the combined Financial Reports are those of ISAT U campuses in Miag-ao,
Dumangas, Barotac Nuevo and Leon, Iloilo.

2. Statement of Compliance and Basis of Preparation of Financial Statements

The consolidated financial statements have been prepared in accordance with and comply with
the International Public Sector Accounting Standards (IPSAS) issued by the Commission on
Audit per COA Resolution No. 2014-003 dated January 24, 2014.

The consolidated financial statements have been prepared on the basis of historical cost, unless
stated otherwise. The Statement of Cash Flows is prepared using the direct method.

3. Summary of Significant Accounting Policies

3.1 Basis of accounting

The consolidated financial statements are prepared on an accrual basis in accordance with the
International Public Sector Accounting Standards (IPSAS).

a. Notice of Cash Allocation (NCA) is recorded in the Regular Agency (RA) books as well as
those income/receipts which the agency is authorized to use per Republic Act No. 8292.

b. Petty Cash fund (PCF) account is maintained under the Imprest Fund System. All
replenishments are directly charged to the expense account. There are three Special
Disbursing Officers who are authorized to maintain PCF for fuel, maintenance of vehicles
and petty expenses of the University.

c. The Straight-Line Method of depreciation is used in the computation of depreciation
expense with estimated useful lives from five to twenty years. A residual value, computed at
ten percent of the cost of asset is set and depreciation starts on the second month after
purchase.

d. Accounts were classified to conform to the new Chart of Accounts prescribed under the
Revised Chart of Accounts for National Government Agencies which was implemented per
COA Circular No. 2013-002 dated January 30, 2013.

e. Trust funds are separately reported in the Financial Report.

f. Adjustments for prior year’s accounts are corrected by using the Accumulated
Surplus/Deficit Account. Errors Affecting current year’s operation are charged to the current
year’s accounts.

3.2 Consolidation

The consolidated financial statements reflect the assets, liabilities, revenues, and expenses of
the reporting entity and all controlled entities.

4. Cash and Cash Equivalents

Cash and Cash Equivalents comprise cash on hand and cash in bank, deposits on call and
highly liquid investments with an original maturity of three months or less, which are readily
convertible to known amounts of cash and are subject to insignificant risk of changes in value.

Effective July 2014, the University uses two schemes for payment of accounts payable: the
Common Fund Scheme where payment is made through the issuance of MDS checks; and the
Direct Payment Scheme (DPS) via bank debit system, through issuance of List of Due and
Demandable Accounts Payable -Advice to Debit Account (LDDAP-ADA).

The University has a loan of ₱109,556,711.71 from Development Bank of the Philippines (DBP),
released on January 20, 2014, June 16, 2014 and December 29, 2014. Regular interest at 6.70
percent per annum exclusive of Gross Receipts Tax (GRT) with maturity date on January 20,
2029.

The University paid a total amount of ₱94,502,509.05 for the amortization of the loan as of
December 31, 2021.

5. Inventories

Inventory is measured at cost upon initial recognition. Inventories are recognized as an expense
when deployed for utilization or consumption in the ordinary course of operations of the Iloilo
Science and Technology University.

6. Property, Plant and Equipment

An item recognized as property, plant, and equipment is measured at cost.

After recognition, all property, plant and equipment are stated at cost less accumulated
depreciation and impairment losses. When significant parts of property, plant and equipment are
required to be replaced at intervals, the Iloilo Science and Technology University recognizes
such parts as individual assets with specific useful lives and depreciates them accordingly.

Ongoing infrastructure projects in Lapaz Campus are the following:

a. Rehabilitation of Civil Technology Building by Angel Gabriel Builders & Realty Corporation for
₱32,845,083.26.

b. Rehabilitation of 2nd Floor of TEB and Mendoza Building by JFJ Construction &
Supply, Inc. for ₱3,728,182.46.

c. Proposed Ground Floor Renovation of ISAT U Administration Building by Lions


Convergence Construction & Development for ₱28,250,921.58

Ongoing constructions in other campuses are the following:

Barotac Campus

a. Construction of Power House and System by Veong Construction & Supply for
₱6,327,208.94.

Dumangas Campus

a. Rehabilitation of Student Center for ₱748,627.38

Leon Campus

a. Rehabilitation & Extension of the Administration Building for ₱6,961,875.57

Completed projects in La Paz Campus are the following:

a. Waterproofing of Roof Deck of the Student Services Building

Status: Completed June 2, 2021
Amount: ₱509,576.25

b. Supply and Installment of 2 Units High Volume Low Speed Fans for the Multi-
Purpose Gym

Depreciation

Each part of an item of property, plant, and equipment with a cost that is significant in relation to
the total cost of the item is depreciated separately. The depreciation charge for each period is
recognized as expense unless it is included in the cost of another asset.

Estimated Useful Life

The Iloilo Science and Technology University uses the Schedule on the Estimated Useful Life of
PPE by classification prepared by COA.

7. Intangible Assets

Intangible assets acquired separately are initially recognized at cost.

8. Budget information

The annual budget is prepared on a cash basis and is published in the government website.

The annual budget figure includes the budget for its external campuses. These budget figures
were those approved by the governing body both at the beginning and during the year.
