Habang tumaas ang kabuuang budget ng DA mula
₱98.86 bilyon ngayong 2023 tungong ₱105.91
bilyon sa 2024, nagkaroon ng mga bawas sa mga
attached agencies tulad ng Fertilizer and Pesticide
Authority, National Meat Inspection Service at
Philippine Carabao Center.

Walang pagbabago sa badyet ng
National Food Authority para sa Buffer
Stocking Program nito. Para sa taong
2024, target ng gobyerno ang pagprocure
ng 473,683 MT ng palay sa halagang
₱19/kg. Ang target na i-procure ng NFA ay
2.43% lamang ng kabuuang lokal na
produksyon ng palay na 19.50 million
MT noong 2022.

Dahil patuloy na umaasa ang gobyerno sa
importasyon, walang pagbabago sa local
procurement ng palay ng NFA.
Panawagan ng mga magsasaka na
bilhin ng NFA ang 20% ng produksyon
ng palay sa halagang ₱20/kg o higit pa.

Minamandato ng gobyerno ang pagrerehistro ng mga magsasaka at mangingisda sa
Registry System for Basic Sectors in Agriculture o RSBSA upang makatanggap ng
mga programang pang-agrikultura tulad ng pautang, crops at livestock insurance,
suporta, at iba. Sa karanasan, nangangailangan ito ng napakaraming dokumento at
proseso. Kaya naman, maraming magsasaka at mangingisda ang hindi
nakarehistro rito. Bumaba pa ng ₱495 milyon ang panukalang 2024 budget para
sa pag-uupdate ng RBSA, mula ₱698.52 milyon sa 2023 tungong ₱202.90
milyon sa 2024.

Kapos sa direktang suporta sa mga magsasaka
at mangingisda ang 2024 budget. Sa halip,
pautang ang palagiang hinahain ng gobyerno.
Nasa ₱828.72 milyon ng budget para sa
Agricultural Enhancement Fund (ACEF) ay
mapupunta sa pautang. Nasa 49.19% ito ng
kabuuang budget ng ACEF na ₱1.68 bilyon.
Nasa ₱1 milyon ng budget sa RCEF ay para
sa Expanded Rice Credit Assistance at
₱2.82 bilyon ang budget sa Agricultural
Credit Program sa ilalim ng Agricultural
Credit Policy Council.

Sa kabila ng kawalan ng tulong sa sektor ng agrikultura, nasa
balangkas pa rin ang importasyon ang 2024 budget. Sabi ni
Marcos Jr. sa kanyang budget message, “Our aim is to boost our
local agricultural production – through consolidation,
modernization, mechanization, and improvement of value chains –
augmented by timely and calibrated importation as needed.”

Patuloy pa rin ang pang-angkat ng mga agrikultural na produkto na


kadalasan ay isinasabay pa sa anihan ng mga magsasaka, sa
gitna ng pagkakaroon ng global rice shortage lalo na ng bigas.
Habang kulang ang ibinibigay na tulong sa
sektor ng agrikultura, makakakuha si
Marcos Jr. ng ₱50 milyon confidential funds
sa ilalim ng DA Office of the Secretary.
Hiwalay pa ito sa ₱4.5 bilyong confidential
at intelligence funds na makukuha niya sa
Office of the President

Nagkaroon ng pagbaba sa 2024 badyet ng


DAR mula ₱9.86 billion noong 2023 tungong
₱8.89 billion sa 2024. Bagamat nagkaroon
ng pagbaba sa pagpondo sa SPLIT (mula

₱1.58 bilyon sa 2023 tungong ₱813.49
milyon), kalakhan sa mga programa ng
DAR ay nagtamo rin ng pagbaba lalo na ang
mga programa para sa Land Tenure
Security at Agrarian Justice Delivery
program.
Halos nakapako ang budget para sa Land Acquisition and
Distribution taon-taon, patunay na hindi lumalawak ang mga lupaing
sinasaklaw ng pamamahagi ng lupa sa ilalim ng huwad na
Comprehensive Agrarian Reform Program.
Gayundin, papaliit ang bilang ng mga agrarian reform
beneficiaries na aktwal na naiinstall sa mga CARP-awarded na
lupa.

May nilaan ding ₱57.64 milyon na budget sa Agrarian Reform


Fund na gagamitin para sa implementasyon ng New Agrarian
Emancipation Act.
KAPOS NA BUDGET
PARA SA TRABAHO

Dalawang-katlo (₱13.72 billion) ng panukalang ₱20.78 billion na badyet para
sa DOLE - Office of the Secretary (OSEC) sa susunod na taon ay ilalaan sa
Tulong Panghanapbuhay sa Ating Disadvantaged/ Displaced Workers
(TUPAD) na porma ng panandaliang trabaho. Mas mababa ito ng ₱6.4 billion
kumpara sa nakalaang ₱20.13 billion ngayong taon.

May kaltas din na ₱16.37 million sa Labor Laws Compliance program —


nangangahulugan ng mas maliit na bilang ng labor inspectors sa 2024 sa
kabila ng malaganap na paglabag sa karapatang pangmanggagawa sa iba’t
ibang kumpanya.

Sa kabila ng malawak na kawalan ng disente at regular na
trabaho, tinapyasan pa ang mga pondo ng mga ahensyang may
kaugnayan sa mga manggagawa at lokal na industriya. Nasa ₱6.1
billion (-22.71%) ang budget cut sa Department of Labor and
Employment-OSec (DOLE-OSEC), habang nanatiling maliit ang
badyet ng Department of Trade and Industry - OSEC relatibo sa
pondong lulustayin para sa pasismo at gera. Halos one-tenth
lang ang DTI-OSEC budget ng ₱50 billion para sa Revised AFP
Modernization Program sa 2024).
Samantala, tumaas nang halos 64% ang pondo para sa
Employment Facilitation Program ng DOLE-OSEC patungong
₱1.26 billion mula ₱769 million ngayong taon. Malaki bahagi ng
pagtaas na ito ay mula sa dagdag na pondo para sa
programang Youth employability, na katumbas ng mas
agresibong promosyon ng apprenticeship para samantalahin
ang murang lakas-paggawa ng mga kabataan.

Bagama’t tinaasan ng ₱1.1 billion ang badyet para sa MSME
Development Program patungong ₱1.84 billion sa susunod na taon,
nangangahulugan ito na gagastos ang gobyerno ng ₱407 lang sa kada
MSME sa buong bansa (1,076,279 MSMEs as of 2021). Walang
anumang probisyon para sa wage subsidy sa MSMEs.

Ga-hibla ng buhok lang ang ilalaan para
sa Industry Development Program (₱547
million) sa susunod na taon relatibo sa
kabuuang ₱5.768 trillion national budget
— indikasyon ng patuloy na kawalan ng
programa para sa pambansang
industriyalisasyon na lilikha sana ng
maraming disenteng trabaho.
Sa kabiguang lumikha ng
maramihan at disenteng trabaho sa
loob ng bansa, patuloy na
isinusulong ng administrasyong
Marcos Jr. ang labor export policy.
Pero maging ang ahensyang nilikha
para itaguyod ito (DMW), sa tabing

TOTAL Education budget: ₱924.7 billion
DepEd budget: ₱758.6 billion

● Malayo sa pandaigdigang pamantayan para sa nakasasapat na education


financing na 6% ng GDP.
● Kung ihahambing sa projected GDP para sa 2024, 3.49% lamang ang
panukala ng administrasyong Marcos para sa mga ahensya sa sektor ng
edukasyon.
● At habang bumibilis ang paglaki ng ekonomiya ng bansa (6.5%
hanggang 8% para sa 2024, ayon sa DBCC), bumabagal naman ang
paglaki ng nilalaang pondo sa sektor (3.3% mula sa ₱895.2 bilyon sa
kasalukuyang taon).

Nakapaloob sa kabuuang kaltas na ₱456.4 milyon ang mga binawas sa mga
programa sa pamamahala at pagpapaunlad ng

1. Mga pambansang koleksyon at kaugnay na rekursong pangkaalaman at


pangkasaysayan ng Pambansang Museo ng Pilipinas at iba pang
museo,
2. Child Development Centers at iba pang mga serbisyo para sa mga bata
hanggang 4 na taong gulang,
3. Local book publishing industry lalo na para sa textbooks at learning
materials ng basic education,
4. At iba pa.

and colleges (SUCs). Sa mas malapit na pagtingin, makikita na mas
malaki pa dito ang naging kaltas sa CO ng SUCs na aabot sa ₱9.12
billion.

Kabila pa dito, may ₱1.2 bilyon ding budget cut sa Commission on


Higher Education (CHEd) kung saan ang pinakamalaking epekto ay
ang ₱538.2 milyon na budget cut sa ilalim ng Universal Access to
Quality Tertiary Education programs kung saan nakapailalim ang
Tertiary Education Subsidy at Free Higher Education Program.

bilyon.

“Golden Age of Infrastructure” nga ang Build Better More,
ngunit Golden Age ito para sa mga makakakuha ng ganansya
mula sa sinasabing “high-impact infrastructure flagship
projects.” Matagal nang nakitang balon ng pandarambong at
kita ng mga kurakot na opisyales ang mga pondo para sa
pagbabayad sa feasibility studies at right-of-way, maging ang
mismong mga proyekto gaya ng nasa Flood Management
Program at Network Development Program.

Bukod pa rito, mga kroning negosyante, at dayuhan at
higanteng bisnes lamang ang hihigop ng kalakhan ng ganansya
mula sa 43 foreign-assisted projects at mga proyekto sa ilalim
ng Convergence and Special Support Program gaya ng access
roads patungong airports at seaports (₱881.82 milyon at ₱1.71
bilyon), tourism destinations (₱13.97 bilyon), at ecozones
(₱10.02 bilyon), at imprastrakturang suporta sa “national
security” (₱3.8 bilyon). Makikita na suporta ang BBM sa
ekonomiyang nakasanding sa importasyon at pinapatakbo ng
exportasyon, sa halip na sa social infrastructure at sa direktang
kapakinabangan ng mga produktibong sektor.
